INTRODUCTION
In 2003 the City secured a purchase agreement with the Slyzuks for the purchase of the land just
west of the current Public Works facilities. City Staff and the Public Works Committee over the
past few months have been working on a Master Plan for that area, and are at a point to present
to the City Council as a whole.
DISCUSSION
Attached please fmd a conceptual drawing that was the outcome of the most recent Public Works
Committee meeting. Public Works Staff and myself will be present at the meeting to present the
concept plan and discuss the reasons and rational behind the plan.
BUDGET IMPACT
The items identified on the concept plan will be placed into the Capital Improvement Plan based
on direction provided by the City Council.
ACTION REOUESTED
The Council is requested to receive a brief presentation, discuss the merits of the plan, and
provide direction to staff.

Information on Water Rate Increase

INTRODUCTION
Legislation was passed in 2005 allowing the Minnesota DNR to collect an additional $20.00 per million
gallons of water pumped during the sununer months of June, July and August over and above what is
typically pumped in the month of January. This amounted to an increase of $6,650.60 to the City of
Andover's water appropriation permit for 2005. The City of Andover would nonnally pay $7.50 per
million gallons of water pumped.
DISCUSSION
The sununer water use surcharge was set to try and reduce the difference between sununer and winter
water use. It is also meant to generate revenue for the DNR to improve water conservation programs and
to investigate other water issues facing communities within the State of Minnesota. This past year, the
amount of water pumped in the sununer months was approximately five times greater than the month of
January. To cover the cost increase an adjustment to the water rates is recommended. Rates would
remain the same up to specified gallons used at which point the increase would take affect (refer to
attached rate sheet). It is unknown if the rate increase would decrease the water pumped but would, if
approved, cover the additional costs for the appropriations permit to the DNR. The highest water users
would be paying for the majority of the fee.
BUDGET IMPACT (if applicable)
By adding $.05 per 1000 gallons to the last 3 tiers of the rate structure, an additional $9000.00 of revenue
is forecasted and will cover the cost of the increased fee. The increase would start at the 20,001-gallon
range for customers on a monthly billing cycle and at the 60,001-gallon range for quarterly bills.
ACTION REOUIRED
Provide staff direction as to whether this is acceptable to the council. If it is, staff would submit an
amended fee ordinance to the council at a future council meeting.
