ROAD COMMITTEE MEETING - NOVEMBER 15, 1994
MINUTES
The Road Committee Meeting was called to order by Chairperson Don
Jacobson on November 15, 1994; at 6:15 PM, at the Andover City
Hall, 1685 Crosstown Boulevard N.W., Andover, Minnesota.

Item #2 - Discussion of Paving/Sweeping Equipment
The item was explained by Frank Stone. After discussing the pros
and cons regarding the equipment for the asphalt paver, asphalt
roller and paver trailer it was decided to remove that from the
capital equipment, The recommendation by the Road Committee was
to purchase other capital equipment in the amount of $504,200.
Item #3 - Approve 1995 Seal coat Map
Frank Stone and Todd Haas presented the item to the Road
Committee with the recommendation to continue with the
seal coating program and also recommended the map that had been
presented. Staff also indicated to the Road Committee that we
are going to have to look at what we will be doing in the future
as far as our sealcoating program because of the money. As we
continue to develop, more funds are going to need to be provided
to the seal coating program so that the streets get the proper
maintenance and life expectancy for that pavement.
Item #4 - Future Topics
- Pavement Management Program
Scott Erickson, City Engineer will be looking at setting up a
program and looking at every single street in the City to find
out where we are at, how old the street is, thickness, width,
etc.
- Woodland Terrace Traffic problem
Scott Erickson along with his assistant will be helping and
looking at trying to resolve the problem in a neighborhood with
vehicles using the neighborhood as a shortcut to get to the
City of Coon Rapids and the areas lying west of Crooked Lake
itself.

equipment by Public Works.
Scott Erickson, city Engineer, will be discussing this item with
Frank Stone prior to the meeting as to the pros and cons of
purchasing the paver. Scott did work for the cities of Coon
Rapids and Fridley and each of those cities have their own
pavers.

ROAD COMMITTEE AGENDA
We have to discuss the Capital Equipment needed to repair or overlay streets in 1995
and beyond. All the capital monies were removed from the 1995 Budget.
We removed the rental monies from the Streets & Highways Department for
contracting sweepers with the intention of purchasing our own street sweeper. If we
are going to purchase our own sweeper, I have to spec this machine in December to
have it here for the 1995 Spring Street Sweeping Schedule. We have also talked to
the City of Ramsey about the possibility of joint sweeping with their City, they show
great interest in this prospect. If there is a change in plans, I have to advise Ramsey
as soon as possible. The estimated amount of the Street Sweeper is $85,000.00.

for seal coat work in 1995.
The areas highlighted in yellow are the areas being recommended,
One of the tasks of the Engineering Department over the next
couple of years is to analyze the entire street system. Once
this system is analyzed, staff will discuss this with the Road
Committee for comments.

The enclosed plan indicates the streets scheduled for seal coat work in 1995. There are 16
miles of streets in the area to be sealed.
The draft Street Surface Evaluation report indicated that 25 miles of street would need to
be sealed annually to develop a 5-year rotation. If the City seals only 16 miles of street per
year, an 8-year rotation would occur. This does not seem adequate to maintain a high
quality street system at the lowest possible cost.
The estimated cost for the 1995 seal coat program is $150,000. The City would need to
budget $225,000 if 25 miles of streets are to be sealed annually.
