PERSONNEL COMMITTEE MINUTES
MAY 3, 1994
A Meeting of the Personnel Committee was called to order by
Chairperson Jack McKelvey on May 3, 1994, 6:15 P.M., at the
Andover City Hall, 1685 Crosstown Blvd NW, Andover, MN.

1. Staff update on Full Time Engineer
Dick Fursman has requested John Davidson from TKDA to
research requirements of the position and summarize information
from various cities on their position requirements. No time line
has been set for the implementation of this position.

A position description has been assembled by City staff. The job
description is acceptable and the position should be requested for
approval at the next council meeting which is May 17th. Staff
should solicit applicants from college programs for a student who
is pursuing a civil engineering degree.
3. Personnel Manual
policy No. 18 for City Employees on the Fire Department was
reviewed. The proposed changes are regarding training and fire
response for City employee firefighters. The attached revision to
the policy will be presented to the City Council for approval.
4. Municipal Job Evaluation Guide
The 1993 Twin Cities Metropolitan Area Salary Survey compiled by
DCA Stanton was given to the Personnel Committee for review and
study prior to the 1995 city budget process.
5. Wage Guidelines for 1995
Was not discussed.
6. Personnel Evaluations

The attached personnel evaluation form was reviewed. The emphasis
during the discussions was to implement a mid-year meeting instead
of just a once a year evaluation process. The meeting should
emphasize a review of the assigned goals and setting new goals for
the upcoming year. An annual review of the Administrator will be
added to the council list of things to do.

7. Reclassification of Building Inspector
The Building Official has requested a reclassification of one
Building Inspector to Assistant Building Official. The need for
reclassification comes from the growth in the department and the
need for designated authority in the Building Officials absence.
The recommendation for reclassification will be placed on the May
17th agenda for the City Council.
The meeting was adjourned at 6:59 PM.

I am proposing changes for training and fire response for City
employee firefighters.
City employees will nB longer be allowed to attend training drill
sessions during the work week provided evening training drills are
available.

Employees presently make up work hours missed during training during
an extended work day. This means that employees have to report to
work early and stay at the work place later than normal.
This leaves several hours of unsupervised time.
Extended work hours also lead to potential for more fatigue which is
undesirable when using heavy equipment.
Employees are skipping lunch in order to obtain training. It is
important that employees working physical jobs over long periods of
time have adequate breaks.
The type of work done by the street and park crews is often team
oriented where more than one person is needed at the job. Taking
people away from their teams creates scheduling problems and
disrupts the flow of the day.
In order to encourage the development of firefighters for the area
and to insure the public safety, there will be a change in policy
regarding the release of City workers for fire rescue calls.
presently if a fire rescue occurs during city working hours two
employee volunteers are automatically relieved of their duti~ The
policy will change to put no limitation on the number of employee
volunteers that are relieved of their duties. Any firefighter can
respond to a call at any time during normal working conditions.
\ City employee firefighters are encourage to respond to the policy
) suggestions.

POLICY NO. 18 - POLICY FOR EMPLOYEES AND THEIR MEMBERSHIP IN THE
ANDOVER VOLUNTEER FIRE DEPARTMENT
(Adopted 4-16-91)

I. Attendance at Fire Drills shall be on a volunteer basis
and shall not be considered a part of the normal work
week.
II. Employees shall be allowed one paid eight (8) hour day
per year for Special Training. This 8 hours of
training is to come from the Fire Department Training
Budget.
III. When fire or rescue occurs during city working hours,
employee volunteers are automatically relieved of
other duties and will immediately respond to the fire
or rescue call. Once on the fire call, city employees are
responsible only to the Fire Chief or Fire Officer in
charge and remain under his/her charge until relieved from
duty.
IV. Time spent by city employees on fire/rescue calls will
be charged to the Fire Department budget.
V. The Fire Chief or Fire Officer will relieve all but one
city employee as soon as they return to the station.
VI. All city employees returning to Public Works will punch
back in and write in their callout time.

VII. No city employee will respond to fire or rescue while on
their week of After Hour Duty with the Public Works
Department.

are done completely and in an accurate manner.

utilities as assigned.
Communicates with citizens relative to public works projects to ensure
understanding of the nature of the project and City responsibility.
- Screens and resolves at the counter and via telephone requests for
information and corrective action in a manner which will maintain a
positive image of the City.
Communicates the City'S standards or other information to consultants,
engineers and developers as they relate to the installation of
utilities and other improvements, to ensure smooth installation of
such facilities and positive cooperation between developers and the
City.
