of Dreams/Comprehensive Park
Plan

Background
The Field of Dreams complex has run into difficulty in obtaining
the necessary funds to begin construction on the long awaited
expansion of the City parks. In a seemingly unrelated event it
was discovered that the topsoil at the City'S Commercial Park is
unsuitable for building. Two feet of organic material lies on
top of a sand base. The organic material is too unstable to
build on and thus must be removed for construction to begin in
the Commercial Park.
The Field of Dreams park area has excess deposits of stable
material of the kind needed at the Commercial Park. This soil
could be mined from the City park provided adequate grading was
supplied to the park area in return.
In addition to stable soils being needed at the Commercial Park
the site will also be needed for organic material presently
deposited at the commercial site.
Proposal
Staff is proposing that excess stable material be mined from the
Field of Dreams park and be made available to the commercial site
in exchange for the site being graded to the present grading plan
for the park.

J The extra organic material excavated from the commercial site
will also need to be deposited somewhere. In exchange for the
organic material being dumped in the park, the EDA will be
requested to grade the material evenly throughout the park as
noted in the grading plan.
Once soil has been disturbed and grading complete erosion laws
come into effect. According to the watershed a vegetative growth
must be started within 14 days of the soil being disturbed. To
satisfy the watershed any disruption of soil will mean grass seed
must be applied to the area. Thus, by cooperating with the
Economic Development Authority the park area will be graded with
organic material spread on top and a seed base for grass started
in exchange for material extracted from the park to correct the
commercial area. Once the seed has begun to grow we will be able
to start on the building, backstops and ag lime for the four
major ball fields. TKDA has agreed to participate.
