The Road Committee is requested to review and recommend the
options for 1994-1995 MSA possible construction.
The Public Safety Committee has reviewed options presented by
City staff and after a brief overview of staff's recommendation
it was determined the following MSA priorities are as follows:
1. Tulip Street NW between 161st Avenue NW and 169th Lane NW
2. Crooked Lake Boulevard NW between 133rd Avenue NW and Bunker
Lake Boulevard NW

3. Ward Lake Drive NW between 171st Avenue NW and 175th Avenue NW
Others That Were Considered:
- 149th Avenue NW between Round Lake Boulevard NW and Nightingale
Street NW
- 165th Avenue NW between Valley Drive NW and Tulip Street NW
- 167th Avenue NW between Verdin Street NW and Hanson Boulevard

PUBLIC SAFETY COMMITTEE MEETING MINUTES
MARCH 2, 1994
The Public safety Committee meeting was called to order by
Chairperson Mike Knight on Wednesday, March 2, 1994 at 6:15 PM at
Andover City Hall, 1685 Crosstown Boulevard NW, Andover, MN.
Staff members present: Frank Stone, Public Works Superintendent
Todd Haas, Assistant City Engineer
Staff members absent: Dale Mashuga, Andover Fire Chief

The City staff discussed the options for the 1994-1995 MSA possible
construction and after a brief overview of staff's recommendation, it
was determined that the first choice for the 1994-1995 MSA
construction would be Tulip Street NW between 161st Avenue and 169th
Lane. The second choice would be Crooked Lake Boulevard between
133rd Avenue and Bunker Lake Boulevard. The third choice would be
Ward Lake Drive from 171st Avenue to 175th Avenue.
The reason Tulip Street NW was the first choice is because of the
problems that exist with drainage and the number of homes being
constructed adjacent to Tulip Street NW. Crooked Lake Boulevard was
recommended as the second choice for the following two reasons:
1) to try to provide adequate vertical curve at the location at the
north end of Bunker Lake Boulevard and 2) because of some drainage
problems that occur along the roadway during the spring thaw and the
rainfall that is received during the summer.
These recommendations by the Public Safety Committee will be
presented to the Road Committee in the very near future.
With no other items being discussed, motion by Perry, second by
Knight to adjourn.

3. BRA Fee structure

The Road Committee is requested to discuss with Glen Cook of BRA
the fee structure for feasibility reports.
In addition, City staff has met with Glen Cook about a month ago
to discuss the problems with projects that were not getting done
on time. Glen has assured us that a full committment will be
made to get the job done on time for future projects. The fee
structure from 1993 is not recommended to change for 1994. If
BRA personnel can do the job for this coming construction season,
then Glen could discuss with the City Council the 1995 fee
structure.

For your information, Tom Syfko did leave TKDA to become an
employee of BRA. City staff has requested Glen allow Tom Syfko
to work on future projects.

The Road Committee is requested to discuss the Rural Street
Improvement Projects.
This is an information item for the Road Committee. We want to
remind the Committee the construction costs are continually on
the rise. In fact, the Engineering New Records (ENR)
construction index has very rarely shown a decrease in cost.
We hope the 2 1/2 bituminous thickness will give a longer life as
along as the proper maintenance is allowed (cracksealing,
sealcoating, etc.).

This item is for discussion purposes only.
Currently the City does not have a program for replacing streets
that cannot be maintained any further (cracking, sealcoating,
etc.).
A couple of cities for example do have programs for replacing
streets.
- Roseville assesses 25% to property owners and the remaining 75%
comes from the general fund.
- Shoreview budgets $200,000 a year for this from the general
fund.
- Blaine's policy is to assess.

ROAD COMMITTEE MEETING - APRIL 19, 1994
MINUTES
The Road Committee Meeting was called to order by Chairperson Don
Jacobson on April 19, 1994 at 6:15 PM, at the Andover City Hall,
1685 Crosstown Boulevard N.W., Andover, Minnesota.

Item *2 - 1994-1995 MSA Construction Project Discussion
The Road Committee had reviewed the recommendation by the Public
Safety Committee to determine the following MSA priorities. The
priorities are as follows:
1. Tulip Street NW between 161st Avenue NW and 169th Lane NW.
2. Crooked Lake Blvd. NW between 133rd Avenue NW and Bunker Lake
Blvd. NW.
3. ward Lake Drive NW between 171st Avenue NW and 175th Avenue
NW.
There were others that were considered by the Road Committee with
some concern by the Fire Department to see 165th Avenue NW
between valley Drive NW and Tulip Street NW constructed.
Based on the recommendation by the Public Safety Committee the
Road Committee has recommended the options as presented to go to
the City Council for their review and approval.
Item *3 - BRA Fee Structure Discussion with Glen Cook
The Road Committee reviewed this with Glen Cook because of
problems with projects that were not getting done on time. Glen
assured us that full time commitment will be made to get the job
done on time for future projects. The Road Committee had
recommended that the 1994 fee structure will not change from the
1993 fee structure.
Item *4 - Rural Street Improvement Project Discussion
This was an informational item for the Road Committee. This was
to remind the Committee that construction costs are continually
going on the rise. Information was provided to the Road
Committee regarding the construction index which has very rarely
shown a decrease in cost.
Item #5 - Pavement Management program Discussion
This item was brought to the Committee to let them know that the
city currently does not have a program as far as replacing
streets that can not be maintained any further. A few examples
were given as to other communities that have a program as far as
replacing streets. Those were presented to the Road Committee
for information. This pavement management program will be
discussed at a further date.
