BACKGROUND: Recently the City Council has considered several
street improvement projects brought forward by residents via
petitions. All of the most recent petitions have been voted down
in response to a majority of residents voting to stop the project
form proceeding.

The major concern of the residents has been the high cost of
doing the project. All recent projects have had a five year
amortization schedule. Using Indian Meadows as an example,
residents were left with the choice of paying $5,885 in one lump
sum payment or make yearly payments of $1,356 ($113/mo.).
A resident from the Indian Meadows subdivision has questioned the
procedure for council review. She indicated that a more
palatable payment may have been met with less resistance. The
same project with alternate. financing would look as follows:

ALTERNATIVES: The current assessment policy allows for the City
to extend payments for a ten year period. An additional two -
five years for payments could be considered, as the roads built
to present standards should last 20 or more years with proper
maintenance.

ACTION REOUESTED: staff would like to contact those previously
interested in road improvements and provide alternatives to the
financing. Financing more than ten years would require
modification to the assessment policy.

Purchase of WASTECO

BACKGROUND: The City Council has been under advisement concerning the
purchase of property known as the WASTECO site. A Phase I
Environmental Site Assessment has been completed by Braun Intertec
Corporation. staff has reviewed the complete assessment and would
recommend further environmental study on the site before considering
purchase for the following reasons.

CONCLUSIONS: Results of assessment on the property do not indicate
the presence of recognized environmental conditions in connection with
the WASTECO site according to Braun except for the following:
V There are mixed municipal and industrial solid wastes and
possible hazardous wastes which are buried at and adjacent to the
WASTECO site. The impacts of this waste material on the soils
and/or the groundwater at the site are not known.
V Chemical contaminants have been identified in several of the
groundwater monitoring wells at the WASTECO site. The source of
these contaminants is unknown.
V The old landfill site adjacent to WASTECO is on the USEPA NPL and
the MPCA PLP lists. soils and groundwater beneath the old dump
are known to be contaimnated with hazardous substances and are
currently being remedied.

STAFF RECOMMENDATION: It is recommended that the Council consider
having a Phase II Environmental study done on the property before .
considering purchasing it. If the option on the site goes beyond the
period in which the environmental assessment can be run, it is staff's
recommendation that the option be allowed to lapse.
This item is requested to be discussed in detail at the meeting.

SCHEDULE COMMITTEE MEETING:
staff is requesting that informational meetings resume with
regards to the development of a city hall site. Several other
issues involving the use of TIF, commercial development, purchase
of wasteco, and the possible sale of City Property for a school
have caused confusion over the planning for the City's future
space needs.

BACKGROUND: Developing a plan for an expanded City Hall, and other issues such
as preparing for additional schools, the expansion of parks, economic development and
the use of tax increments are all inter-related items which are difficult to solve
independently. Tbe complexities of Growth dictate that all the parts be considered as
part of the whole.
Historically it has been proven that growth cannot be stopped by local governments,
however, it can be handled responsibly and directed for the henefit of the entire
community. With the number of important issues facing Andover, staff needs the
confidence and flexihility to deal with questions and prohlems on a day-to-day basis.
Confidence in dealing with these issues comes from a thorough understanding and
knowledge of the direction the City Council wishes to go with basic ideas such as
economic development, future MUSA expansions, related school issues and expanding
community services such as parks, recreation and related government services.
RECOMMKNDADONS: To help identify the City's overall direction, I am
recommending some type of strategic planning session be held this spring and early
summer in conjunction with the budget process for 1995. Preliminary discussions
centered around the results of the school bond issue and City land holdings are due to
come up along with periodic development proposals for our commercial property in the
City.
