Motion carried 31 unanimously (Nowak present). 32 33 APPROVE QUOTE /BUILDING DEMOLITION /2600- 138'A VENUE NW 34 35 Mr. Carlberg indicated quotes were solicited for the demolition of the four -plex at 2600 138 1 ` 36 Avenue NW. The quotes ranged from $14,600 to $43,310. Staff is recommending approval of 37 the low quote of $14,600 submitted by Sauter & Sons. 38 39 Motion by Knight, Seconded by Bukkila approving the low quote submitted by Sauter & Sons in 40 the amount of $14,600 and authorizing the Executive Director to execute a contract with Sauter 41 & Sons for the demolition of the building at 2600 138 Avenue NW. Motion carried 42 unanimously. 43 44 Commissioner Trude asked about the Fire Department and Sheriff's Office using the building for 45 training. Mr. Carlberg stated June 14 1i and 19 the building will be used for training. 46 47 Commissioner Trude requested letters be sent to the residents in that area notifying them of the Andover Economic Development Authority Meeting Minutes — June S, 2012 Page 2 1 scheduled training. Mr. Carlberg stated the residents will be notified. 2 3 EDA ACTIVITY— PROJECT STATUS REPORT 4 5 Mr. Carlberg gave an update on the following: 6 7 2012 Special EDA Events — May 30' the Oak View Middle School Jazz band performed. There 8 were about 75 people in attendance. Mayor Gamache would like a banner to be placed on 9 Bunker Lake Boulevard the day of the event. Mr. Carlberg indicated a banner would cost 10 approximately $400. 11 12 The EDA consensus was to have staff order the event banner in blue with white lettering. 13 14 2012 Business Appreciation Day — To date twenty teams and 14 hole sponsors are secured for 15 the golf outing on June 13"' at The Refuge. 16 17 Andover Station Area Medians — The medians have been mowed and garbage has been 18 removed. Staff will monitor re- growth over the summer. 19 20 Andover Station North — The Wal -Mart project is pending. Interest in the area has increased 21 with the potential Wal -Mart project. 22 23 Retail Market Analysis — Staff has received the draft analysis and is reviewing it. 24 25 Parkside at Andover Station — Closing on the initial two lots occurred June 1, 2012. 26 27 Monument/Entrance Signs — Staff is working with Demars Signs regarding the electronic reader 28 board sign at the Bunker Lake Boulevard and Crosstown Boulevard intersection. Demars has 29 pulled a sign permit with the Anoka County Highway Department. The EDA has ordered the 30 Watch Fire sign that will be installed on the monument. Construction will begin soon. Entrance 31 signs are also being pursued, staff most recently has been working on the east Bunker Lake 32 Boulevard sign. 33 34 Commissioner Trude indicated Anoka County did not receive a federal grant and will not be 35 pursuing the expansion for Bunker Lake Boulevard in the entrance sign area. Carlberg, Community Development Director SUBJECT: Consider Request by Pinnacle Engineering on behalf of Ryan Companies — Revised Wetland Mitigation Plan ( Outlots A &B, Andover Station North DATE: July 3, 2012 INTRODUCTION Pinnacle Engineering on behalf of Ryan Companies is requesting the Andover EDA approve the proposal to run additional storm water from the Andover Station North and adjacent properties to the pond/wetland mitigation site on Outlots A & B, Andover Station North owned by the EDA. See the attached letter. BACKGROUND When Andover Station (Target area) was developed by Ryan Companies in 2004, a wetland mitigation plan was created to address the filling of wetlands. The area selected as the mitigation or replacement site was Outlots A & B, Andover Station North. Storm water from the properties in the area was to be diverted to the pond /mitigation area to achieve the wetland mitigation goals. However due to the lack of development in the area there currently is not enough water being added to the mitigation site. Therefore, the request is being made to divert additional storm water which normally would be retained and infiltrated on site as required by the Coon Creek Watershed District (CCWD). The CCWD is supportive of the request. Please note that the additional storm water will not affect the ability for future development of Andover Station North from discharging to the pond/mitigation basin. RE: Wetland Mitigation Monitoring Andover Station Andover, Minnesota Pinnacle Project No.: R012161.000 Dear Mr. Berkowitz, The Andover Station North project consists of wetland mitigation areas for impacted wetlands. that occurred at Andover Station during project construction activities within the City of Andover (Andover) and the Coon Creek Watershed District (CCWD) during 2004. The Wetland Conservation Act (WCA) permit administered and approved by the CCWD (File No. 2- 1-03-92) and Andover called for 5.60 acres of replacement wetlands to mitigate the wetland impacts. However, due to the lack of development area that was anticipated to supply hydrology to the mitigation areas, drought conditions of the past few years, and a drop in the groundwater elevations, the mitigation areas are approximately 3.11 acres below the required 5.60 acres. An additional constraint on the hydration of mitigation areas is the CCWD's requirement of new developments to infiltrate a 1 -inch rainfall event, thereby deducting this runoff from the anticipated runoff hydrology to the mitigation areas. This development condition would decrease the much needed runoff into mitigation areas from any anticipated adjacent and surrounding area development. In order to achieve the goals approved in the mitigation plan, . Pinnacle Engineering, Inc. (Pinnacle) on behalf of Ryan Companies, US Inc. (Ryan) formally requests that the CCWD's rule of infiltration of the first 1 -inch of precipitation of any development adjacent to within the surrounding area of the Andover North Station mitigation areas be waived. Additionally, Pinnacle and Ryan request that runoff from any development be routed into the mitigation areas, when possible, for as long as the original wetland mitigation design is not adversely affected and no adverse impacts effect the hydraulically connected Department of Natural Resources (DNR) protected Public Water Wetland No. 2 -616W. Routing runoff from any new developments would add hydration to the mitigation areas, increasing the acreage needs to meet the mitigation goals of the approved WCA permit and enhancing the natural resources of the area by aiding the success of the mitigation. Due to the natural groundwater flow of the area and interaction between the mitigation areas and groundwater, the water routed through the mitigation areas will enter the DNR protected wetland. An additional benefit of routed water going through initial stormwater treatment, into the mitigation area, and eventually into the DNR protected wetland is the water will have received additional treatment prior to entering the DNR protected wetland. Carlberg, Community Development Director SUBJECT: EDA Activity - Project Status Report DATE: July 3, 2012 INTRODUCTION This .memo provides a brief update of all EDA activities. Further details will be provided at the meeting. DISCUSSION 2012 Special EDA Events — "Concert in the Park" — Erin Rogue performed on June 27 at 7:00 p.m. with an estimated attendance of 17 -20 people not including band and family members. Summer schedule includes Bellows and Brass on July 18 and the Andover High School Band on August 22 " Concert in the Park Tonight" banner is being placed the morning of the events along Bunker Lake Boulevard NW. 2012 Andover Business Development Day — Event was held on Wednesday, June 13, 2012 at The Refuge. There were 24 teams with 97 golfers. 84 attended the dinner event. The EDA will need to set a date for next year's event. A tentative date of Wednesday, June 19, 2013 is being considered. EDA needs to confirm. Andover Station Area Medians — Medians were mowed the week of May 14 The mowing will assist in the development and growth of the plants. Re- growth will be monitored over the summer. Andover Station North — Available sites are actively being marketed. Interest in the area has increased with the potential Wal -Mart project. www.MetroMSP.org and City Website — Staff continues to monitor the EDA's land sales information on the MetroMSP website sponsored by Anoka County. We have also shown information on other commercial and industrial lands that are for sale in Andover on both the www.metromsp.org and in the past on the city planning department's website. Staff has updated the city's website to include and economic development department to provide prospective businesses easier access to available commercial /industrial properties as most parties interested look for an economic development section of a city's website if they are inquiring about available properties/buildings. Staff has received positive feedback on the information provided and ease of access to the information. Potential Restaurants — Staff continues to submit demographic information to potential restaurants as leads become available. Staff continually reviews various businesses journals looking for restaurants, retailers and other companies who are expanding their operations. As the EDA is aware, there continues to be two issues facing Andover in attracting sit down restaurants. The first is not enough daytime traffic and the second being the lack of square footage of retail space to support a restaurant. Redevelopment Sites —Staff is monitoring the area for potential acquisitions as they become available. EDA provided additional direction at the May 1St meeting directing staff to aggressively pursue parcels in the area. The four plex at 2600 138 Avenue NW has been demolished and site restoration has occurred. Community Development Block Grant Funds (CDBG) funds are being used to install municipal water service in the area of 140 Lane NW. Construction is in progress with a July 15 completion date. Parkside at Andover Station — Closing on the initial two lots to occur on Friday, June 1 Both model homes are under construction by Capstone Homes.. Hakanson Anderson is preparing the preliminary plat, grading and drainage plan and other necessary documents to replat the additional 33 lots. Staff is also actively pursuing the development of the remaining multi - family property. Retail Market Analysis — Staff met with Jim McComb of the McComb Group on June 8 Based on the meeting, revisions and additional information is being included in the study. Once the revised study is received, a meeting will be scheduled to share the results with the business community. Monument/Entrance Signs — Sign installation at Bunker and Crosstown to commence on July 9th. Work on Round Lake Boulevard entrance sign is next. DISCUSSION Final Plat was approved by the City Council on June 19, 2012. The Commercial Site Plan application was received June 28, 2012. Work continues on the trail easement and the development agreement needs to be executed. The construction on the building is to commence in July /August with the facility to be open by late summer 2013. Carlberg, Community De o ent Director SUBJECT: Bunker /Crosstown Redevelopment Area Discussion Le DATE: July 3, 2012 INTRODUCTION The EDA is requested to receive an update from staff on the redevelopment of the Bunker Lake Boulevard/Crosstown area. DISCUSSION As directed by the EDA, staff has been contacting property owners in the Bunker Lake Boulevard/Crosstown area. More specifically, the area to the east of Crosstown Drive, north of Bunker Lake Boulevard and south of 138 Avenue NW. Staff has received an array of responses to the owner's interest in selling their properties. Some of indicated that they are turning a profit and doing well and others who purchase when the market was inflated are struggling to make ends meet. There are also those who realize that they must make an investment in their property in the near term in order to achieve a rental license from the City. The demolishing of the four -plex at 2600 138 Avenue NW by the City has also sent a message to the neighborhood of the City's interest in redeveloping the area, based on phone calls received inquiring on what the City intends to do with the property they purchase. ACTION REQUESTED The EDA is requested to continue discussions on the redevelopment of this area. Respectfully submitted, David L. Carlberg
