INTRODUCTION
Chairman Butler and Commissioner Kowalewski are members of the Task Force and will be
discussing with the Park Commission the status of the recommendation that will be presented to
the City Council at their workshop meeting scheduled for June 27th.
DISCUSSION
Since this has been a Park Commission workshop agenda item for the last month or so, this
would be a good time to update the Park Commission members and the public as to what the
recommendation from the Task Force is for working to resolve the issue of overuse of fields.

INTRODUCTION
The Park and Recreation Commission is requested to consider approving the 2013 -2017 Parks Capital
Improvement Plan (CIP).
DISCUSSION
Attached is the proposed Park Improvement Fund Balance Sheet identifying the projects and the funds to
be allocated to each improvement that have been recommended by the Park Commission based on the
workshop meeting of June 7th.
ACTION REQUIRED
The Park and Recreation Commission is requested to consider approving the 2013 -2017 Parks Capital
Improvement Plan.

COMPLETED PROJECTS —
• Sunshine Park West Parkine Lot — The west parking lot has been paved and the restoration (topsoil
and seeding) has also been completed.
ON -GOING PROJECTS -
• Update of Park Dedication Improvement Fund Quarterly Report Next report is due in July.
• Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Next report is
due in July.
• Hickory Meadows Park — The playground equipment has been ordered as of last week. Delivery will
be in 4 -6 weeks. The trees have been cleared by Public Works maintenance staff. The next step is to
grade the site. The engineering department will be surveying the site within the next week or so.
There will be challenges with the site due to the steep grade on the east side of the park which may
require a combination of grading and some retaining wall to allow the drainage to work.
• Pleasant Oaks Park — The playground equipment has been ordered as of last week. Delivery will be
in 4 -6 weeks. The Frisbee Golf Disc Basket has also been ordered.
• Woodland Meadows Park — The improvements have not started as of yet.
ON -HOLD PROJECTS —
TASK FORCE UPDATES —
• Artificial Turf/Dome — Item is on the agenda.
OTHER ITEMS OF INTEREST —
• Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they
plan on starting on the construction.
• Doe Park — Nothing new to report. Andi Sirek, resident of Andover, has decided to step up and will
be aggressively working on getting the dog park moving along. Ms. Sirek will continue to make
efforts in contacting and working with the Frisby's (were originally the individuals that obtained

approval from the City Council). To date, $725 in donations has been received by the City.

• BMX Bike Facility — Commissioner Miskowiec may give an update as to ideas for a location of a
BMX bike facility at one of the City parks.
• 2012 Events in City Parks or Facilities — At this point, the following activities are being checked
into by the following Commissioners:
• Geocachina/MelberE — Done for 2012.
• Skate Park Competitions and Camy/Van Vark — Skate park competition has been
approved for Friday, July 13
• Building of Bird Houses/Kowalewski — Done for 2012.
• Organized Trail Bike Ride/Lindahl — Waiting for information from Commissioner
Lindahl. Next available newsletter is September- October. Need information by July
20th.
• Walking/Running Route Butler — Waiting for information from Commissioner Butler.
Next available newsletter is July- August. Need information by July 20th .
• Update of the Council Policy Rcaardin>_ Pedestrian Trails — The City Council at their recent
workshop of January 31 agreed to not modify the policy but did agree to have staff keep the Park
Commission up to date as to trails that will be constructed each year and the grants that the City will
be applying for. At this point this is what has been going on with trails:
• A trail will be constructed along the north side of Bunker Lake Blvd between 7 tH Avenue
(CSAH 7) and Underclift Street NW as part of the reconstruction of Bunker Lake Blvd
road reconstruction project. For those that are not familiar with this project, the section
of the county road will be widened from a 2 -lane facility to a 4 -lane facility. The project
will start in the fall of 2012 but most of the work will be completed in 2013.
• South Coon Creek Drive between Round Lake Boulevard and Crosstown Boulevard will
be reconstructed in 2012. The shoulder along the entire stretch will be widened on both
sides of the street to allow for pedestrians and bikers. The widening is considered a
shoulder which can be used for pedestrians and bicyclists. Project construction is
anticipated to start in the middle of June.
• The City has submitted the application for a MNDNR Local Trails Connections Grant
for a connection from the Kensington Estates development to the Andover Station North
development area. It will be late summer before the City knows if it was awarded the
grant.
• The City Council has requested the engineering staff to explore trail opportunities as part
of the Capital Improvement Plan for the following locations:
• A trail along the south side of Andover Blvd NW between Bluebird Street
NW and Vale Street NW.
• A trail along the north side of 161 Avenue NW (CSAH 20) between Crane
Street NW (White Pine Wilderness development) and Wintergreen Street
NW (Country Oaks West development). The issue with this section is the
existing MNDNR wetland along the north side of 161 Avenue NW which
will make it difficult to obtain the necessary permits but staff will explore
the possibility.
• The City has submitted the application for a MNDNR Outdoor Recreation Grant for a
kiosk, way finding signs and fitness stations along the Tom Anderson Trail located in
Coon Creek Park between Hanson Boulevard NW and the railroad tracks. It will be late
summer before the City knows if it was awarded the grant.

considered, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff does recommend the
Commission to continue reviewing the City Council meeting minutes that you receive by e -mail as to
discussions of various projects the City Council has been working on or is considering.
