update of the recycling program.

Cindy DeRuyter will be giving update of the overall recycling program and address the
efforts of recycling in the park facilities. There will be an opportunity to ask questions so
if you have any, bring those with you to the meeting.

INTRODUCTION
This item is in regards to the status of netting for Sunshine Park ball fields.
DISCUSSION
Staff has received quotes from the following suppliers to provide protective nets for 10
scoreboards:
• Beacon Athletics -- $251.00 (includes shipping but does not include tax or brackets).
• Daktronics -- $8010 (includes brackets and freight but does include tax).
The quote was based on the following information:
• Sunshine Park -- 6 Daktronics scoreboards (5 ft. x 10 ft.)
• Andover Station North — 3 Victory scoreboards (4 ft. x 8 ft.)
• Eveland Fields — 1 Daktronics scoreboard (4 ft. x 9 ft.)
Staff has ordered 1 Daktronics scoreboard protective netting kit (netting and brackets) for
Sunshine Park. Also 9 sets of netting for the other scoreboards from Beacon Athletics have been
ordered. Once the one Daktronics kit has arrived, staff will determine if the Public Works
maintenance staff can make the remaining 9 brackets that are needed for the other scoreboards
otherwise we will have a local welding company make the brackets.
BUDGET IMPACT
This will be funded by the $15,000 annual miscellaneous funding that is available for each year.
ACTION REQUESTED
The Park and Recreation Commission is requested to approve the recommendation to purchase
protective netting for the scoreboards at Andover Station North (3 scoreboards) and for Eveland
Fields (1 scoreboard).

• Artificial Turf/Dome — Item is on the agenda. Commissioners Kowalewski and Butler will provide
an update as part of the agenda item as to the discussion that took place. Next Task Force meeting is
scheduled for June 7 As a reminder this meeting is open to the public and Commissions.
OTHER ITEMS OF INTEREST —
• Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they
plan on starting on the construction.
• Hickory Meadows Park Staff met recently with the neighborhood representative. It is staff's
understanding in talking with the neighborhood representative that they have been out working on
receiving more donations. So far to date they have raised $2200. The site will need tree clearing and
some grading to level out the area where the playground equipment will be installed. The portion of
site will need to be irrigated due the sandy soils. The total budget as of right now including the $2200
donation is $35,200.
Pleasant Oaks Park — Has been approved by City Council for the installation of playground
equipment, a new swing set and one Frisbee Golf disc basket. Staff is still working with the
neighborhood representatives to pick out the playground equipment.
Woodland Meadows Park — The improvements to the park have been approved by the City Council.

• Dog Park — Nothing new to report. Andi Sirek, resident of Andover, has decided to step up and will
be aggressively working on getting the dog park moving along. Ms. Sirek will continue to make
efforts in contacting and working with the Frisby's (were originally the individuals that obtained
approval from the City Council). To date, $600 in donations has been received by the City.

• BMX Bike Facility — Commissioner Miskowiec will give an update as to the discussions with the
Open Space Commission and to ideas for a location of a BMX bike facility at one of the City parks.
• Sunshine Park West Parking Lot — By the time of the meeting the parking lot should be near
completion. Parks Maintenance Department will be doing the restoration and will be done for the
Andover Fun Fest.
• 2012 Events in City Parks or Facilities — At this point, the following activities are being checked
into by the following Commissioners:
• Geocachina/Melberg — Done for 2012.
• Skate Park Competitions and Camp/Van Vark — Skate park competition has been
approved for Friday, July 13"'
• Building of Bird Houses/Kowalewski — Done for 2012.
• Organized Trail Bike Ride/Lindahl — Waiting for information from Commissioner
Lindahl. Next available newsletter is September- October. Need information by July
20th.
• Walkine/Running Route Butler — Waiting for information from Commissioner Butler.
Next available newsletter is July- August. Need information by July 20th .
• Update of the Council Policy Regarding Pedestrian Trails — The City Council at their recent
workshop of January 31 agreed to not modify the policy but did agree to have staff keep the Park
Commission up to date as to trails that will be constructed each year and the grants that the City will
be applying for. At this point this is what has been going on with trails:
• A trail will be constructed along the north side of Bunker Lake Blvd between 7 th Avenue
(CSAH 7) and Underclift Street NW as part of the reconstruction of Bunker Lake Blvd
road reconstruction project. For those that are not familiar with this project, the section
of the county road will be widened from a 2 -lane facility to a 4 -lane facility. The project
will start in the fall of 2012 but most of the work will be completed in 2013.
• South Coon Creek Drive between Round Lake Boulevard and Crosstown Boulevard will
be reconstructed in 2012. The shoulder along the entire stretch will be widened on both
sides of the street to allow for pedestrians and bikers. The widening is considered a
shoulder which can be used for pedestrians and bicyclists. Project construction is
anticipated to start in the middle of June.
• The City has submitted the application for a MNDNR Local Trails Connections Grant
for a connection from the Kensington Estates development to the Andover Station North
development area. It will be late summer before the City knows if it was awarded the
grant.
• The City Council has requested the engineering staff to explore trail opportunities as part
of the Capital Improvement Plan for the following locations:
• A trail along the south side of Andover Blvd NW between Bluebird Street
NW and Vale Street NW.
• A trail along the north side of 161 Avenue NW (CSAH 20) between Crane
Street NW (White Pine Wilderness development) and Wintergreen Street
NW (Country Oaks West development). The issue with this section is the
existing MNDNR wetland along the north side of 161 Avenue NW which

will make it difficult to obtain the necessary permits but staff will explore
the possibility.
• The City has submitted the application for a MNDNR Outdoor Recreation Grant for a
kiosk, way finding signs and fitness stations along the Tom Anderson Trail located in
Coon Creek Park between Hanson Boulevard NW and the railroad tracks. It will be late
summer before the City knows if it was awarded the grant.
If you have any questions or comments regarding any of the trail projects or grants that are being
considered, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff does recommend the
Commission to continue reviewing the City Council meeting minutes that you receive by e -mail as to
discussions of various projects the City Council has been working on or is considering.

Chairman Butler and Commissioner Kowalewski are members of the Task Force and will be
discussing with the Park Commission the status of the recommendation that will need to be
presented to the City Council at their work shop meeting scheduled for June 27th.
DISCUSSION
The Task Force is meeting prior to the Park Commission meeting. Chairman Butler and
Commissioner Kowalewski will provide an update as to the status of the final report.
ACTION REQUIRED
Chairman Butler and Commissioner Kowalewski are members of the Task Force and will be
discussing with the Park Commission the status of the recommendation that will need to be
presented to the City Council on June 27th.

INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the 2013 -2017 Parks Capital
Improvement Plan (CIP).
DISCUSSION
This item was tabled from the last meeting so that additional information could be gathered by the
Artificial Turf Task Force. The target date is June 8 for the draft CIP but at this point it does not appear
the Commission is ready to make a recommendation. Attached is a projected fund balance sheet that was
prepared by the Finance Department for your use. The Commission should pay attention to the status of
2012 end of the year balance. The Commission should discuss if there is a project that you may want to
consider for 2013. Based on last year's CIP, no improvements are planned for 2013 or 2014. A larger
project is identified for 2015 but a park has not been identified.
There are some parks that still need access to meet ADA requirements such as Rose Park (just as a
reminder there has been interest to redevelop Rose Park at some point in the future).
There are a number of parks that do not have security lights. Also keep in mind the Public Works Parks
Department has expressed concern in the past that some of the parks need to be updated with a paved
surface parking lot. One of those parks is Prairie Knoll Park north and south parking lots. This project
could be constructed in 2014 if enough funds are available. If the Commission is interested in knowing
the planned improvements for all the parks, review Section F of located in the Information Packet (2010
Existing and Future Park Facilities Chart).
BUDGETIMPACT
Depending on what the Commission would like to recommend for projects, the Finance Department has
indicated to the Public Works Department that the ending fund balance for each of the 5 years should
have a minimum positive balance of $50,000.00 or more.
ACTION REQUIRED
The Park and Recreation Commission is requested to discuss the 2013 -2017 Parks Capital Improvement
Plan.

INTRODUCTION
The Park and Recreation Commission is requested by the Andover Athletic Association (AAA)
to reconsider the type of roofing for the Sunshine Park ballfield dugouts.
DISCUSSION
Attached is the request from AAA to reconsider the roofing materials from a metal roof to a
shingled roof. A representative from AAA will be at the meeting to discuss this with the
Commission. As you may recall, the City Council approved the donation for dugouts with metal
roofs for all six ballfields based on a recommendation from the Park Commission.
Attached is a picture from AAA of the dugout that was presented to the Commission on April 5 t '
Note: AAA has discussed this with Public Works Department staff about allowing a shingled
roof on the dugouts over the past couple weeks. The Public Works Department staff has
reviewed the request and is not recommending the use of shingles due to the vandalism that the
city has had on other shingled structures over past few years. Attached are pictures of damage
that the City has had on the picnic shelters in Purple Park north of the Andover Community
Center.
ACTION REQUIRED
The Park & Recreation Commission is requested by the Andover Athletic Association (AAA) to
reconsider the type of roofing for the Sunshine Park ballfield dugouts.

Can you please put AAA on the Park Commission agenda for Thursday night? I would like to state, for the Park Board's
knowledge that there wasn't a specific design commitment or requirement of steel roofing going into this project. Any
conversation with the Building Inspector that I recall was centered around the footings, structural integrity; issues of
that ilk. l do remember stating I wasn't 100% decided on the roofing since the dugouts we are using as a model had a
plain corrugated metal roof of which I did not care for the appearance. I do remember you stating at that meeting that
it would be nice to match the building colors already there. Yes, metal was discussed but not to the extent that finishing
the roofs with shingles would be considered a 'design change'. I just wanted to state that for the Board's information
going into Thursday.
