3 Mr. Carlberg gave an update on the following:

5 2012 Special EDA Events — Four concert events are scheduled for the summer. Staff will
6 provide the businesses in the area with the dates of the concerts.

8 2012 Business Appreciation Day — To date twelve teams have submitted for the golf outing on
9 June 13th at The Refuge.

11 Andover Station Area Medians — The medians will be mowed on May 16th due to vegetation
12 growth. The mowing will allow light to get to the plant plugs that were planted last summer.

14 Redevelopment Sites — Staff has been working on bid documents for the demolition of the 4 -plex
15 located at 2600 -138th Avenue. Environmental building cleanup could start in June, with the Fire
16 Department and Sheriff's Office conducting internal training after the cleanup.

18 Retail Market Analysis — Staff should have the draft to review by May 18t`.

20 Monument/Entrance Signs — Staff has been working with Demars Signs and Aircon Electric
21 about getting power to the electronic reader board sign at the Bunker Lake Boulevard and
22 Crosstown Boulevard intersection.

24 Wal -Mart — A petition was submitted from a group of residents to the Minnesota Pollution
25 Control Agency for an EAW.

29 Mr. Dickinson reviewed the Cash Flow Analysis — TIF Project Accounts. He reminded the EDA
30 that lot sales in Parkside and Andover Station North will add to the available funds.

34 Mr. Dickinson asked the EDA their opinions on the YMCA fence. Commissioner Trude stated
35 the fence is too far forward and she would like to see the area look better.

37 Mr. Dickinson stated the fence stakes are five feet from the sidewalk to allow for landscaping
38 and snow removal. Commissioner Howard stated he would like to see seven feet from the
39 sidewalk.

41 Mr. Dickinson indicated landscaping will be completed in the fall if it is determined by the EDA
42 to be necessary.

INTRODUCTION
The EDA is requested to approve the low quote received for the demolition of the
four -plex located at 2600 138th Avenue NW.
DISCUSSION
Quotes were solicited for the demolition of the four -plex at 2600 138th Avenue NW
on May 16, 2012 with a submittal deadline of noon on Wednesday, May 30, 2012.
In addition to the demolition of the building, the quote was also to include
environmental hazard abatement, utility disconnect, well capping and site
restoration. Six (6) quotes were received ranging from $14,600 to $43,310. Staff
recommends the EDA approve the low quote received by Sauter & Sons in the
amount of $14,600.
ACTION REQUESTED
Approve the low quote submitted by Sauter & Sons in the amount of $14,600 and
authorize the executive director to execute a contract with Sauter & Sons to
dispose of the building at 2600 138th Avenue NW.

Project Description
The property at 2600 138`" Avenue NW was purchased by the Andover EDA for
future redevelopment opportunities. The existing four -plex must be removed
including portions of the two access drives from 138th Avenue NW (see attached
drawing). The foundation needs to be excavated, backfilled and brought up to
grade. All materials must be removed from the property and disposed of properly.
The contractor shall cap the private well as required by law and disconnect
municipal services (sewer) as required by the City including having the cap /stub
tied off by the Public Works Dept. prior to backfilling. Bidder must acquire all
state, county, and city permits needed for this project if necessary. An asbestos
survey and laboratory report has been completed on the property (attached).
The Andover Fire Department and the Anoka County Sheriff's Office will be
conducting on -site training at this location on Thursday, June 14th and Tuesday,
June 19', 2012. Environmental hazards shall be removed prior to the training
exercises. Upon completion of these exercises, building demolition and site
remediation can occur.
Demolition shall be substantially completed by June 30, 2012 and project
completion by July 15, 2012. The contractor shall be licensed by the City, and it is
understood that it is the contractor's responsibility to fully examine the site prior to
submitting a quote. The undersigned quoter also agrees to enter into a contract
with the City within ten (10) days after the City's acceptance of this quote /proposal
or any section or sections thereof, and further agrees to complete the entire work
covered in the contract award within the time period designated by the City. The
Contractor will be required to be licensed, bonded and insured as required by the
City. The City shall be named as an additional insured.
In submitting this quote, it is understood that the City reserves all rights to reject
any and all quotes, and it is understood that this quote may not be withdrawn
within a period of sixty (60) days after the scheduled time for the receipt of quotes.

INTRODUCTION
This memo provides a brief update of all EDA activities. Further details will be provided at the
meeting.
DISCUSSION
2012 Special EDA Events — "Concert in the Park" — The Oak View Middle School Jazz Band
performed on May 30th at 7:00 p.m. with an estimated attendance of 70 -80 people. Performance
lasted about an hour. Summer schedule includes Erin Rogue on June 27th, Bellows and Brass on
July 18th and the Andover High School Band on August 22 °d. Staff will be drafting contracts with
each entity being compensated for their performance outlining responsibilities and cancellation
policies due to inclement weather.
2012 Business Appreciation Day — The date has been set for Wednesday, June 13, 2012 at "The
Refuge ". The current paid registrations as of May 30th is 16 teams with another 5 -7 pending. There
are 12 hole sponsors with more pending. Last year there were 23 teams and 13 hole sponsors.
Andover Station Area Medians — Medians were mowed the week of May 14th. The mowing will
assist in the development and growth of the plants. Re- growth will be monitored over the summer.
Andover Station North — Available sites are actively being marketed. Interest in the area has
increased with the potential Wal -Mart project.
www.MetroMSP.org and City Website — Staff continues to monitor the EDA's land sales
information on the MetroMSP website sponsored by Anoka County. We have also shown
information on other commercial and industrial lands that are for sale in Andover on both the
www.metromsp.org and in the past on the city planning department's website. Staff has updated the
city's website to include and economic development department to provide prospective businesses
easier access to available commercial/industrial properties as most parties interested look for an
economic development section of a city's website if they are inquiring about available
properties/buildings. Staff has received positive feedback on the information provided and ease of
access to the information.
Potential Restaurants — Staff continues to submit demographic information to potential restaurants
as leads become available. Staff continually reviews various businesses journals looking for
restaurants, retailers and other companies who are expanding their operations. As the EDA is aware,
there continues to be two issues facing Andover in attracting sit down restaurants. The first is not
enough daytime traffic and the second being the lack of square footage of retail space to support a
restaurant.
Redevelopment Sites —Staff is monitoring the area for potential acquisitions as they become
available. EDA provided additional direction at the May 1St meeting directing staff to aggressively
pursue parcels in the area.
Quotes for the demolition have been received and the low quote has been requested to be approved
by the EDA under a separate item on the agenda. The Fire Department and the Anoka County
Sheriff's Office will be training on June 14th and the 19th. The plan is to have the building
substantially raised by July 1St
Community Development Block Grant Funds (CDBG) funds are being used to install municipal
water service in the area of 140th Lane NW this year. The preconstruction meeting was held on
Tuesday, May 15, 2012. Construction commencement scheduled for the week of June 7th
Parkside at Andover Station — Closing on the initial two lots to occur on Friday, June 1St
Hakanson Anderson has been retained to prepare the necessary documents to replat the additional 33
lots. Staff is also actively pursuing the development of the remaining multi - family property.
Retail Market Analysis - The McComb Group submitted the first draft of the analysis on May 21,
2012. Staff is currently reviewing the analysis. Findings will likely be presented in June.
Monument/Entrance Signs — Staff, representing the EDA as general contractor, is currently
working with Demars sign to install the monument/electronic reader board sign on the northeast
corner of Crosstown Boulevard NW and Bunker Lake Boulevard NW. Demars will be responsible
for securing the necessary permits from Anoka County as they will be doing the physical
construction of the sign. Aircon Electric has been retained to bring electrical service to the sign.
Connexus Energy has also been authorized to proceed with providing power to the area. The
Watchfire electronic message center sign has been ordered. Meeting occurred on site on May 17th to
discuss options for communicating with the sign.
