Consider Request for Netting/Sunshine Park Ball Fields /Andover Athletic Association Date: May 17, 2012 INTRODUCTION The Andover Athletic Association (AAA) is requesting the Park and Recreation Commission to consider the purchase of protective netting due to the issues with balls hitting the scoreboards that are located at Sunshine Park ballfields. DISCUSSION Staff has contacted the Daktronics representative regarding the cost of the brackets and netting ( Daktronics was the manufacture of the electronic scoreboards). Each kit which includes the brackets and netting for each scoreboard is $875 (tax and delivery are not included in this price). The total cost for all six scoreboards would be $5250 not including tax or delivery. Staff his in contact with Daktronics about information regarding the netting and we hope to have that information available at the meeting. BUDGETIMPACT If the Park Commission would like to purchase brackets and netting, this funding source would need to be from the annual miscellaneous fund of $15,000 that is set aside each year for these types of requests. ACTION REQUESTED The Park and Recreation Commission is requested to consider the request by the Andover Athletic Association to purchase protective netting for the six existing electronic scoreboards at Sunshine Park. Review Outstanding Items DATE: May 17, 2012 Issues list as of 5/14/12 COMPLETED PROJECTS ON -GOING PROJECTS - • Update of Park Dedication Improvement Fund Quarterly Report Next report is due in July. • Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Next report is due in July. ON -HOLD PROJECTS — TASK FORCE UPDATES — • Artificial Turf/Dome —Item is on the agenda. The Task Force met last week on May 10th. Commissioners Kowalewski and Butler will provide an update as part of the agenda item as to the discussion that took place. Next meeting is scheduled for June 7` f '. OTHER ITEMS OF INTEREST — • Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they plan on starting on the construction. • Hickory Meadows Park — Staff met recently with the neighborhood representative. It is staff's understanding in talking with the neighborhood representative that they have been out working on receiving more donations. So far to date they have raised $2200. The site will need tree clearing and some grading to level out the area where the playground equipment will be installed. The portion of site will need to be irrigated due the sandy soils. The total budget as of right now including the $2200 donation is $35,200. Pleasant Oaks Park — Has been approved by City Council for the installation of playground equipment, a new swing set and one Frisbee Golf disc basket. Staff is currently working with the neighborhood representatives to pick out the playground equipment. Woodland Meadows Park — The improvements to the park have been approved by the City Council. H:\EngineeringlParkslPark & Rec Packet Information lltems120121051712Vtem 5.doc • Doe Park — Andi Sirek, resident of Andover, has decided to step up and will be aggressively working on getting the dog park moving along. Ms. Sirek will continue to make efforts in contacting and working with the Frisby's (were originally the individuals that obtained approval from the City Council). To date, $600 in donations has been received by the City. Information about the dog park can be found at ( http: / /andoverdyogrk.comn • BMX Bike Facility — Commissioner Miskowiec will give an update as to the discussions with the Open Space Commission and to ideas for a location of a BMX bike facility at one of the City parks. • Sophie's Park — Grand ceremony opening of the park is this Thursday, May 17 at 6 pm. Plan on being there. They will be providing food and snacks. • Sunshine Park North Parkins Lot Lighting — The parking lot lighting has been installed and is working. The lights are set to turn off every night at 11:30 pm. There is a little bit of restoration to be done that will be completed within the next week or two. • Sunshine Park West Parking Lot — Work has not yet started but it will be done before the Andover Fun Fest which is scheduled July 13 and 14th. • 2012 Events in City Parks or Facilities — At this point, the following activities are being checked into by the following Commissioners: • Geocaching/Melberg — Done for 2012. • Skate Park Competitions and CampNan Vark — Skate park competition has been approved for Friday, July 13 • Building of Bird Houses/Kowalewski — Done for 2012. • Orsanized Trail Bike Ride/Lindahl — Waiting for information from Commissioner Lindahl. Next available newsletter is July- August. Need information by May 23`a • Walking/Running Route Butler — Waiting for information from Commissioner Butler. Next available newsletter is July- August. Need information by May 23` • Update of the Council Policy Regarding Pedestrian Trails — The City Council at their recent workshop of January 31 agreed to not modify the policy but did agree to have staff keep the Park Commission up to date as to trails that will be constructed each year and the grants that the City will be applying for. At this point this is what has been going on with trails: • A trail will be constructed along the north side of Bunker Lake Blvd between 7 1h Avenue (CSAH 7) and Underclift Street NW as part of the reconstruction of Bunker Lake Blvd road reconstruction project. For those that are not familiar with this project, the section of the county road will be widened from a 2 -lane facility to a 4 -lane facility. The project will start in the fall of 2012 but most of the work will be completed in 2013. • South Coon Creek Drive between Round Lake Boulevard and Crosstown Boulevard will be reconstructed in 2012. The shoulder along the entire stretch will be widened on both sides of the street to allow for pedestrians and bikers. The widening is considered a shoulder which can be used for pedestrians and bicyclists. Project is out for bids. • The City has submitted the application for a MNDNR Local Trails Connections Grant for a connection from the Kensington Estates development to the Andover Station North development area. It will be late summer before the City knows if it was awarded the grant. • The City Council has requested the engineering staff to explore trail opportunities as part of the Capital Improvement Plan for the following locations: • A trail along the south side of Andover Blvd NW between Bluebird Street NW and Vale Street NW. • A trail along the north side of 161 Avenue NW (CSAH 20) between Crane Street NW (White Pine Wilderness development) and Wintergreen Street HAEngineeringTarks\Park & Rec Packet Info rmation\Items\2012 \051712 \item 5.doc NW (Country Oaks West development). The issue with this section is the existing MNDNR wetland along the north side of 161 Avenue NW which will make it difficult to obtain the necessary permits but staff will explore the possibility. • The City has submitted the application for a MNDNR Outdoor Recreation Grant for a kiosk, way finding signs and fitness stations along the Tom Anderson Trail located in Coon Creek Park between Hanson Boulevard NW and the railroad tracks. It will be late summer before the City knows if it was awarded the grant. Staff does recommend the Commission to continue reviewing the City Council meeting minutes that you receive by e -mail as to discussions of various projects the City Council has been working on or is considering. Artificial Turf Task Force Update /11 -34 DATE: May 17, 2012 INTRODUCTION Chairman Butler and Commissioner Kowalewski are members of the Task Force and will be discussing with the Park Commission the status of the recommendation that will need to be presented to the City Council most likely in June. DISCUSSION The last meeting of the Task Force was May 1O The Task Force has not yet finalized the report that will most likely be presented to the City Council on June 26th. The next meeting of the Task Force is scheduled for Thursday, June7th. ACTION REQUIRED Chairman Butler and Commissioner Kowalewski are members of the Task Force and will be discussing with the Park Commission the status of the recommendation that will need to be presented to the City Council most likely in June. Haas, Assistant Public Works Director SUBJECT: A2. Discuss 2013 -2017 Parks Capital Improvement Plan, Cont. DATE: May 17, 2012 INTRODUCTION The Park and Recreation Commission is requested to continue discussing the 2013 -2017 Parks Capital Improvement Plan (CIP). DISCUSSION As may recall from the last meeting, this item was tabled. The Finance Department has indicated a target date of June e for draft CIP. Attached is a projected fund balance sheet that was prepared recently by the Finance Department for your use. The Commission should pay attention to the status of 2012 end of the year balance. The Commission should discuss if there is a project that you may want to consider a project for 2013. Based on last year's CIP, no improvements are planned for 2013 or 2014. A larger project is identified for 2015 but a park has not been identified. There are some parks that still need access to meet ADA requirements such as Rose Park. Again there are a number of parks that do not have security lights. Also keep in mind the Public Works Parks Department has expressed concern in the past that some of the parks need to be updated with a paved surface parking lot. One of those parks includes Prairie Knoll Park north and south parking lots. If the Commission is interested in knowing the planned improvements for all the parks, review Section F of the Information Packet (2010 Existing and Future Park Facilities Chart). BUDGET IMPACT Depending on what the Commission would like to recommend for projects, the Finance Department has indicated to the Public Works Department that the ending fund balance for each of the 5 years should have a minimum positive balance of $50,000.00 or more.
