INTRODUCTION
The Andover Athletic Association (AAA) has requested to be on the agenda to talk about
considering new dugout benches with backs at Sunshine Park ball fields.
DISCUSSION
Attached is an e -mail from Pat Wilson of the Andover Athletic Association (AAA) to be
on the agenda to discuss the possibility of new dugout benches with backs. But since the
agenda was posted officially in the Anoka union, AAA just recently have requested the
Park Commission to reconsider their request and change the request to protective netting
for the scoreboards since they are having problems with fly balls denting the scoreboards.
Pat Wilson from AAA will be at the meeting to present the information to the
Commission.
ACTION REQUESTED
The Andover Athletic Association (AAA) has requested to be on the agenda to talk about
considering new dugouts benches with backs at Sunshine Park ball fields but would like
the Park Commission to consider protective netting for the scoreboards instead.

Hi Todd,
Is there any way I could get a lock box put up at Sunshine (like the one baseball has) for keys? I could pay for it of
course.
I dropped off my storage escrow payment on Friday -is there a lock on the pod yet?
May I change the wording on my request to Park n Rec this coming Thursday? I would like to scratch the dugout bench
request and change it to protective netting for the scoreboards. They are being dented by fly balls.

INTRODUCTION
The Park and Recreation Commission is requested to consider the use of available funds
that are not necessary for Woodland Meadows Park.
DISCUSSION
As previously mentioned at the last meeting, there is $15,000 in excess funds that will not
be needed for the Woodland Meadows Park upgrades. The Park Commission at the
direction of the City Council can determine how to use the remaining excess funds. The
options that would be available are as follows:
• Carry the excess funds over into next year's budget and would be used to
purchase a larger piece of playground equipment at both Northwood's East and
Green Acres Parks. These 2 parks are identified in the CIP for playground
equipment replacement for 2013.
• Allow $5000 to be used at Pleasant Oaks Park to buy a larger piece of playground
equipment and carryover $10,000 to 2013 for both Northwood's East and Green
Acres Parks.
• Allow $5000 to be used at Pleasant Oaks Park to buy a larger piece of playground
equipment and the remaining $10,000 or a portion to be used at Hickory
Meadows Park. The low bid for the Sunshine Park parking came in at about
$26,000. The budgeted amount identified in the CIP was $35,000. Staff would
recommend $8000 of the Sunshine Park parking lot budget be available for
Hickory Meadows Park and the remaining $1000 be used for in case the final
quantities are higher than the estimated quantities.

The Park and Recreation Commission is requested to consider the use of available funds
that are not necessary for Woodland Meadows Park.

SUBJECT: 6. Discuss 2013 -2017 Parks Capital Improvement Plan

INTRODUCTION
The Park and Recreation Commission is requested to discuss the 2013 -2017 Parks Capital Improvement
Plan (CIP).
DISCUSSION
It is that time of the year to begin discussing the 2013 -2017 Parks CIP. The target date for draft CIP is
June 8th. Also attached is a projected fund balance sheet that was prepared recently by the Finance
Department for your use. The Commission should pay attention to the status of 2012 end of the year
balance. The Commission should discuss if there is a project that you may want to consider a project for
2013. Based on last year's CIP, no improvements are planned for 2013 or 2014. A larger project is
identified for 2015 but a park has not been identified.
There are some parks that still need access to meet ADA requirements such as Rose Park.
Again there are a number of parks that do not have security lights. Also keep in mind the Public Works
Parks Department has expressed concern in the past that some of the parks need to be updated with a
paved surface parking lot. One of those parks includes Prairie Knoll Park north and south parking lots. If
the Commission is interested in knowing the planned improvements for all the parks, review Section F of
the Information Packet (20 10 Existing and Future Park Facilities Chart).
BUDGET IMPACT
Depending on what the Commission would like to recommend for projects, the Finance Department has
indicated to the Public Works Department that the ending fund balance for each of the 5 years should
have a minimum positive balance of $50,000.00 or more.
ACTION REQUIRED
The Park and Recreation Commission is requested to discuss the 2013 -2017 Parks Capital Improvement
Plan.

The following is a list of reports generated by the Anoka County Sheriffs Office
regarding city park activity for the 1s quarter.

A resident reported three vehicles in the area being loud and disturbing. Deputies made
contact with the occupants and they were told to leave. They complied.
01.04 15:14 Round Lake Boat Landing 12002462
A resident reported suspicious activity. The deputy located an unoccupied vehicle and
ran the plate. Short after running the plate, the deputy made contact with the male who
stated he was setting traps. He left.
01.05 00:55 Terrace 12002871
A resident reported a possible fire in the park. The deputy checked the park and found
no fire.
01.16 06:50 Andover Station 12070857
Deputies were called to an alarm. They check the doors and windows and everything
was locked.

A resident called in a suspicious vehicle driving on the bike path. The deputy followed
the path and did not locate the vehicle.
01.20 16:13 Round Lake Boat Landing 12013825
A caller reported that a dog was lost at the location. The CSO attempted to call the
owner back but did not get an answer. Information about the animal was broadcast.
01.21 00:00 Prairie Knoll 12014120
A caller reported a co -cart driving in the park. The deputy checked the area and found
the go -cart parked in a driveway. He made contact with the people at the home and
identified them; both admitting to driving the vehicle. They were advised not to drive
the go -cart on city streets or in the park. They stated they understood.
02.03 21:32 Prairie Knoll 12024009
A caller reported juveniles at the park. When the deputy arrived he located a group of
kids playing broom ball. He advised them that the park closes at 2300 and they stated
they would be gone by then.

A caller reported two vehicles tearing up the baseball fields. The deputy arrived and
observed no vehicles in the park and he checked the field and did not observe any
damage.
02.13 15:26 Wild Iris 12030801
A caller reported juveniles in the woods starting a fire. When the deputy arrived
Andover Fire was already on scene. They advised the two persons fled on foot when
they saw the fire department arriving. The deputy checked the area but was unable to
locate them.
02.16 11:27 Crooked Lake Boat 12032751
A deputy was called to assist a lost motorist at the landing. The motorist stated she got
lost coming off 610. The deputy explained to her how to get home and she stated she
was fine to get home from there.
03.10 01:02 Station North 12050057
On routine patrol a deputy observed a vehicle in the lot after hours and it appeared
occupied. He approached the vehicle and identified the occupants — who advised they
were arguing. Everything appeared fine and they were told to leave the park. They
complied.
03.11 16:57 Oak Hallow 12051185
A caller reported ATV's in the area, driving through her yard, on the street, and in the
park. The caller stated she tried to tell the ATV driver that he could not drive through
her yard or on the streets and in the park and she felt he did not listen to her. She
requested a deputy go talk to him. A deputy did make contact with the ATV driver and
he was advised.

A caller reported an ATV in the park. The deputy arrived and did not locate any ATVs.
He checked the park and did not see tracks in the soft mud.
03.16 17:13 Andover Station 12055338
A caller reported people playing baseball on the fields that were closed. The CSO
located the players and advised them to leave. They complied.
03.16 15:14 Andover Station 12055229
A caller reported people playing on the fields that were closed. The CSO arrived and
advised them that the field was closed and they would have to leave. The group
advised that they saw a "closed" sign on only one field so they played on the field that
was not closed. The CSO explained they were all closed and the group left.
03.17 21:12 Rose 12056397
A caller reported juveniles in the park. The deputy arrived and located the kids. They
were told to leave and they complied.
03.22 20:20 Andover Station 12060445
Deputies were dispatched to an alarm. While in route they were canceled. A short time
later a city worker asked that the location be checked. They arrived and found the
building secure.
03.23 21 :43 Timber Rivers 12061401
A caller reported people in his back yard with flashlights. The deputy arrived and
located a vehicle parked at the park. He also located the owner of the vehicle who
stated he and his friends were at a campsite on the Rum River and used the path in the
park and did not know it went into any backyards. The deputy advised him about the
overnight parking in a city park rule and they agreed to leave.
03.25 19:01 Suspicious Vehicle 12063005
A caller reported there were people in a vehicle at the location smoking marijuana.
When the deputy arrived the vehicle was gone.
03.28 19:40 Sunshine 12065368
A caller reported a male walking two dogs without a leash. When he arrived he was
unable to locate the male or the dogs.
03.03 17:31 Woodland Crossing 12066827
A caller reported juveniles on top of the gazebo smoking marijuana. The deputy arrived
and found five juveniles on top of the gazebo. He instructed them to come down and he
checked the bags they were carrying — which contained pop and snacks. The deputy
talked to them about respecting park property and the serious injuries they could
receive if they fell off the structure.

TASK FORCE UPDATES —
• Artificial Turf/Dome — Commissioners Butler and Kowalewski will give an update of the April 18th
meeting as to what has been discussed at the Task Force meetings. The Task Force is scheduled to
meet with the City Council on Tuesday, April 24
OTHER ITEMS OF INTEREST —
• Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they
plan on starting on the construction.
• Hickory Meadows Park — The low bid for the Sunshine Park west parking lot improvement came in
at about $26,000. As indicated in the CIP for parks, $35,000 was budgeted for the parking lot
improvement. To be on the safe side it is recommended that $1000 above the bid received be set aside
to cover the final quantities of the parking lot improvements. Just so you know the contractor final
payment is paid based on agreed final quantities. Therefore it is recommended $8000 be available for
the purchase of a larger playground equipment structure for Hickory Meadows. It is staff s
understanding in talking with the neighborhood representative that they have been out working on
receiving more donations. So far to date they have raised $2200.
• Pleasant Oaks Park - Has been approved by City Council for the installation of playground
equipment, a new swing set and one Frisbee Golf disc basket.
• Woodland Meadows Park — The improvements to the park have been approved by the City Council.

• Dog Park — Andi Sirek, resident of Andover, has decided to step up and will be aggressively working
on getting the dog park moving along. Ms. Sirek will continue to make efforts in contacting and
working with the Frisby's (were originally the individuals that obtained approval from the City
Council). To date, $600 in donations has been received by the City. Information about the dog park

• BMX Bike Facility — Commissioner Miskowiec will give an update as to the discussions with the
Open Space Commission and to ideas for a location of a BMX bike facility at one of the City parks.
• Sophie's Park — The neighborhood will be having a grand ceremony opening of the park on
Thursday, May 17"' at 6 pm. Plan on being there. They will be providing food and snacks. Please let
me know at Thursday's meeting how many are coming.
• Sunshine Park North Parking Lot Lighting — The City Council has approved the installation of
lighting and the agreement with Connexus Energy has been signed. Installation will begin in a few
weeks.
• Sunshine Park West Parking Lot — Bid have been received. The bid received was $26,000. Item is
also on discussion as part of the Woodland Meadows Park agenda item.
• Hawkridge Park Grand Opening —The grand opening is scheduled for Saturday, April 21 at 9 am.
Please plan on attending. Mayor Gamache will be speaking.
• 2012 Events in City Parks or Facilities — At this point, the following activities are being checked
into by the following Commissioners:
• Geocachina/Melberg — Article for May /June newsletter — "Top 5 Reasons to go Bird
Watching"
• Skate Park Competitions and Camn/Van Vark — Skate park competition has been
approved for Friday, July 13 th
• Building of Bird Houses/Kowalewski — Bluebird houses have been completed. Public
Works Parks Department staff has already installed them.
• Organized Trail Bike Ride/Lindahl - Need information from Commissioner Lindahl.

• Walking/Running Route Butler - Need proposed route from Commissioner Butler.

Update of the Council Policy Regarding Pedestrian Trails — The City Council at their recent
workshop of January 31 agreed to not modify the policy but did agree to have staff keep the Park
Commission up to date as to trails that will be constructed each year and the grants that the City will
be applying for. At this point this is what has been going on with trails:
• A trail will be constructed along the north side of Bunker Lake Blvd between 7 t Avenue
(CSAH 7) and Underclift Street NW as part of the reconstruction of Bunker Lake Blvd
road reconstruction project. For those that are not familiar with this project, the section
of the county road will be widened from a 2 -lane facility to a 4 -lane facility. The project
will start in the fall of 2012 and be completed in 2013.
• South Coon Creek Drive between Round Lake Boulevard and Crosstown Boulevard will
be reconstructed in 2012. The shoulder along the entire stretch will be widened on both
sides of the street to allow for pedestrians and bikers. The widening is considered a
shoulder which can be used for pedestrians and bicyclists. Project will be going out for
public bid shortly.
• The City has submitted the application for a MNDNR Local Trails Connections Grant
for a connection from the Kensington Estates development to the Andover Station North
development area. It will be late summer before the City knows if it was awarded the
grant.

The City Council has requested the engineering staff to explore trail opportunities as part
of the Capital Improvement Plan for the following locations:
• A trail along the south side of Andover Blvd NW between Bluebird Street
NW and Vale Street NW.
• A trail along the north side of 161 Avenue NW (CSAH 20) between Crane
Street NW (White Pine Wilderness development) and Wintergreen Street
NW (Country Oaks West development). The issue with this section is the
existing MNDNR wetland along the north side of 161S Avenue NW which
will make it difficult to obtain the necessary permits but staff will explore
the possibility.
The City has submitted the application for a MNDNR Outdoor Recreation Grant for a
kiosk, way finding signs and fitness stations along the Tom Anderson Trail located in
Coon Creek Park between Hanson Boulevard NW and the railroad tracks. It will be late
summer before the City knows if it was awarded the grant.
