Consider 2012 Application for Scheduled Use of Recreational Facilities/North Metro Soccer Association DATE: April 5, 2012 INTRODUCTION The Park and Recreation Commission is requested to consider the Application for Scheduled Use of Recreational Facilities as requested by the North Metro Soccer Association (NMSA). DISCUSSION Attached for your review is the application that has been submitted by the North Metro Soccer Association for a soccer camp at Sunshine Park from 9 am -4 pm from Monday thru Friday, June 25th -29`h. Public Works staff is recommending NMSA do what they can to rotate around the fields and not practice in the same areas to avoid wear and tear of the fields. The ball fields would be open for use to help spread the camp around. Note: If NMSA wants to use the Sunshine Park pavilion, they will need to make application with the City and pay the necessary fee to reserve it. ACTION REQUIRED The Park and Recreation Commission is requested to consider the Application for Scheduled Use of Recreational Facilities as requested by North Metro Soccer Association. It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of the Park and Recreation Commission in scheduling is to allot the limited number of recreational facilities in a fair and equitable manner, using compromise when necessary to accommodate the maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may be used to determine field allocation (see attached). Facility requests submitted by the due date with this completed form will be given the highest priority. Subsequent requests will be filled on a first -come, first - served basis if facilities are available. Consider Request by Andover Athletic Association/Wheels Restriction at Sunshine Park Date: April 5, 2012 INTRODUCTION The Park and Recreation Commission is requested to consider a request by the Andover Athletic Association (AAA) to allow a no -wheel zone at Sunshine Park. DISCUSSION Attached is a copy of a letter from AAA and a drawing identifying the area that AAA would like to be no -wheel zone. In reviewing City Code 8 -4 -1 (Regulations), there is nothing in the current code to enforce a penalty on an individual. Certainly signage could be considered but most of the time they are ignored and would be unenforceable unless the code is changed. If the Park Commission would like for this request to be enforceable, the Commission would need to make a recommendation to the City Council to revise the City Code. A copy of the current code is available in your Information Packet (Item I). All of our games are played at Sunshine Park, Sunday through Thursday nights, as well as tournaments (this year we will hold 3 tournaments). This year we will have over 600 girls playing slow pitch, 200+ more playing high school co -ed and also have 30 -40 teams playing in each of three tournaments on different weekends. On most game nights we utilize most of 16 time slots, which means we often have a full slate of 16 games each night. With this many kids playing, many spectators come out to watch, many of them kids, either coming with parents or just congregating to the park themselves. A serious safety concern has developed. Wheeled transportation of all types being used by kids to move and play around the Sunshine Park concession building is causing collisions and many near miss collisions with other children, pedestrians, players meeting before games, concession customers standing in line- anyone that is around the concession building stands a good chance at any given time of being run into, knocked over or just-missed by kids on skateboards, roller - blades, rip- sticks, scooters, bikes and the like. With fields and people on all sides of the building along with a nice concrete pad to ride on, the area around the building often turns into a natural race track, of sorts; a playground to keep player siblings busy so parents can watch the games or a secondary skateboard park for kids of all ages. I personally have been run into several times by scooters, bikes and roller bladers. I have also witnessed collisions between kids and child pedestrians and kids with elderly people. As you make your way around the building, the hazard of kids on wheels and collisions are mostly blind until they are upon you. There is no real way to be defensive as an ordinary pedestrian. I ask that the Board consider a no -wheel zone on the concrete pad directly around the concession building. I am not referring to the trails coming into the concession area. This would make the experience at Sunshine more safe. Thank you. Consider Use of Excess Funds/Woodland Meadows Park Date: April 5, 2012 INTRODUCTION The Park and Recreation Commission is requested to consider the use of excess funds that are not necessary for Woodland Meadows Park. DISCUSSION As previously mentioned at the last meeting, there is $15,000 in excess funds that will not be needed for the Woodland Meadows Park upgrades. The Park Commission at the direction of the City Council can determine how to use the remaining excess funds. The options that would be available are as follows: • Carry the excess funds over into next year's budget and would be used to purchase a larger piece of playground equipment at both.Northwood's East and Green Acres Parks. These 2 parks are identified in the CIP for playground equipment replacement for 2013. • Allow $5000 to be used at Pleasant Oaks Park to buy a larger piece of playground equipment and carryover $10,000 to 2013 for both Northwood's East and Green Acres Parks. • Allow $5000 to be used at Pleasant Oaks Park to buy a larger piece of playground equipment and the remaining $10,000 to be used at Hickory Meadows Park if additional funds are not available from the Sunshine Park parking lot improvement project that is scheduled for bid opening on April 12th. • Table this item until the next Park Commission meeting (April 19th) to allow staff to review the Sunshine Park parking lot bids and provide a recommendation on the funds that may or may not be available. Haas Attachments: City Council meeting minutes of March 6th Regular Andover City Council Meeting Minutes —March 6, 2012 Page 17 1 Councilmember Trude stated there had not been a large response by residents. stated she is 2 not sure if new playground equipment would be used by more than just le of people. She 3 also stated she would like to see the City take better care of the la t this park. Wild Iris Park 4 is within walking distance of this park and there is a trail fro ne of these neighborhoods to this 5 park. City Engineer Berkowitz stated Meadows of l3taind Lake Park is north of Pleasant Oaks as well. Councilmember Trude suggested the approve the Park Commission's recommendation and hope there will be better feedback the future. The area is in a transition period and the neighborhood may have mor ildren as new owners move into the area. Councilmember BuVhra stated Pleasant Oaks Park serves a different area than the Meadows of Round Lake Par d she would support the Park Commission's recommendation. Motion ouncilmember Knight, Seconded by Councilmember Howard to Approve the im ements (new playground equipment for 2 -12 year olds, add a new swing set and install e Frisbee Golf disc basket) for Pleasant Oaks Park. The motion carried unanimously. DISCUSS /APPROVE WOODLAND MEADOWS PARK IMPR 0 VEMENTS City Engineer Berkowitz stated the Park Commission held a public information meeting and online survey to discuss improvements to the Woodland Meadows Park. There was no response from residents probably due to the fact that the only improvements that are needed are new fall zones and handicapped accessibility to the existing playground structure. The estimated cost would be $10,000 and the remaining $15,000 of the budget could be carried over to 2013 for proposed larger playground structures that need to be replaced or the funds could be allocated to Pleasant Oaks Park so that a larger playground structure with more features could be purchased. Councilmember Howard suggested the Council allow the Park Commission to do its due diligence in determining how the funds should be allocated. Councilmember Bukkila asked how old the existing equipment is. City Engineer Berkowitz stated he is not sure how old the equipment is but Parks Maintenance Supervisor Kevin Starr had evaluated it and found it to be in good shape and relevant and not in need of replacement at this time. Councilmember Bukkila suggested staff look into when the original equipment was installed and what the expectations are of the neighborhood. 42 Mayor Gamache asked why the fall zone was being redone when there is no new equipment *3— being added. He stated he understood that things would need to be up to new code if there were Regular Andover City Council Meeting Minutes - March 6, 2012 Page 18 1 changes to the park or construction. 2 3 City Engineer Berkowitz stated the fall zone does not meet the requirements and there is 4 exposure and liability for the City. The fall zone did not meet the original requirements or the 5 requirements have changed so much that they need to be redone. 6 7 Mayor Gamache asked if there were other parks that had fall zones that would require updating. 8 9 City Engineer Berkowitz stated he was not sure at this time but felt this was the last one the City 10 needed to complete. He stated he would check into this and report back to the Council. 11 12 Councilmember Trude suggested the City roll the excess money into the budget for park 13 improvements in 2013. 14 15 Mayor Gamache stated he agreed with Councilmember Howard and let the Park Commission 16 determine where the funds should be used. 17 18 Councilmember Trude suggested the Park Commission look at rolling these funds into the 19 Hickory Meadows Park. Residents there are trying to raise money for a swing set. 20 21 Councilmember Bukkila congratulated the Park Commission on saving money. 22 23 City Engineer Berkowitz stated there are larger playground structures proposed for replacement 24 in 2013 and the money could be used for these improvements. 25 26 Councilmember Howard stated that is something the Park Commission should decide. 27 28 Motion by Councilmember Trude, Seconded by Councilmember Howard to Approve the 29 improvements (new fall zones and accessibility for the handicapped to the existing structure) for 30 Woodland Meadows Park as recommended by the Park and Recreation Commission and the 31 remaining funds to be available for review by the Park Commission. ON -HOLD PROJECTS — TASK FORCE UPDATES — Artificial Turf/Dome — Commissioners Butler and Kowalewski will give an update of the March 22nd meeting as to what has been discussed at the Task Force meetings. Next meeting is scheduled for Wednesday, April 18''. OTHER ITEMS OF INTEREST — Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they plan on starting on the construction. Hickory Meadows Park —Bid opening for paving the Sunshine Park west parking lot has been rescheduled for April 12th. Any savings from the bid will be used towards the purchase of additional playground equipment for this park. The neighborhood has been out working on receiving more donations. So far they have raised $2200. They have been in contact with staff and have indicated they will continue raising funds until they are ready to select the equipment they want (probably sometime in late April or early May). Pleasant Oaks Park — Has been approved by City Council for the installation of playground equipment, a new swing set and one Frisbee Golf disc basket. • Woodland Meadows Park — The improvements to the park have been approved by the City Council. Staff was approached recently by another resident of Andover about having the dog park started. This individual has been in contact with the group that has been trying to get this up and going. Staff will know more by the next meeting. To date, $600 in donations has been received by the City. Information about the dog park can be found at (http://andoverdogpark.com/) • BMX Bike Facility — Commissioner Miskowiec will give an update as to the discussions with the Open Space Commission and to ideas for a location of a BMX bike facility at one of the City parks. • Sophie's Park — The neighborhood will be having a grand ceremony opening of the park on Thursday, May 17th at 6 pm. Plan on being there. They will be providing food and snacks. Please let me know at Thursday's meeting how many are coming. • Sunshine Park North Parking Lot Lighting — The City Council has approved the installation of lighting and the agreement with Connexus Energy has been signed. Installation will be done this spring. • Sunshine Park West Parking Lot — Bid opening is scheduled for April 12th. Any savings from the bid will go towards park improvements at Hickory Meadows Park. Staff is expecting quite a few contractors bidding the project. • Hawkridae Park Grand Opening —The grand opening is scheduled for Saturday, April 21" at 9 am. Please plan on attending. Mayor Gamache will be speaking. Need to know if Chairman Butler would like speak on behalf of the Park Commission. • 2012 Events in City Parks or Facilities — At this point, the following activities are being checked into by the following Commissioners: • Geocaching/Melberg — Article for May /June newsletter — "Top 5 Reasons to go Bird Watching" • Skate Park Competitions and Camp/Van Vark — Commissioner Van Vark has indicated that they will be having another skate park competition scheduled during the 2012 Andover Fun Fest. Application has been received and is on the agenda. • Building of Bird Houses/Kowalewski — Bluebird houses have been completed. Public Works Parks Department staff has already installed them. • Organized Trail Bike Ride/Lindahl - Need information from Commissioner Lindahl. Next available newsletter is July- August. Need information by May 23`d. • Walking/Running Route Butler - Need proposed route from Commissioner Butler. Next available newsletter is July- August. Need information by May 23`d Update of the Council Policy Regarding Pedestrian Trails — The City Council at their recent workshop of January 31 st agreed to not modify the policy but did agree to have staff keep the Park Commission up to date as to trails that will be constructed each year and the grants that the City will be applying for. At this point this is what has been going on with trails: • A trail will be constructed along the north side of Bunker Lake Blvd between 7t" Avenue (CSAH 7) and Underclift Street NW as part of the reconstruction of Bunker Lake Blvd road reconstruction project. For those that are not familiar with this project, the section of the county road will be widened from a 2 -lane facility to a 4 -lane facility. The project will start in the fall of 2012 and be completed in 2013. • South Coon Creek Drive between Round Lake Boulevard and Crosstown Boulevard will be reconstructed in 2012. The shoulder along the entire stretch will be widened on both sides of the street to allow for pedestrians and bikers. The widening is considered a shoulder which can be used for pedestrians and bicyclists. Project will be going out for public bids shortly. HAEngineeringTarks\Park & Rec Packet Inform ationNItems Q01 210 4 0 51 21item 9.doc • The City has submitted the application for a MNDNR Local Trails Connections Grant for a connection from the Kensington Estates development to the Andover Station North development area. It will be late summer before the City knows if it was awarded the grant. The City Council has requested the engineering staff to explore trail opportunities for the following locations as part of the Anoka County overlay projects: • A trail along the south side of Andover Blvd NW between Bluebird Street NW and Vale Street NW. • A trail along the north side of 161St Avenue NW (CSAH 20) between Crane Street NW (White Pine Wilderness development) and Wintergreen Street NW (Country Oaks West development). The issue with this section is the existing MNDNR wetland along the north side of 161" Avenue NW which will make it difficult to obtain the necessary permits but staff will explore the possibility. The City has submitted the application for a MNDNR Outdoor Recreation Grant for a kiosk, way finding signs and fitness stations along the Tom Anderson Trail located in Coon Creek Park between Hanson Boulevard NW and the railroad tracks. It will be late summer before the City knows if it was awarded the grant. Staff does recommend the Commission to continue reviewing the City Council meeting minutes that you receive by e-mail as to discussions of various projects the City Council has been working on or is considering.
