INTRODUCTION
This item is in regard to considering the attached softball /baseball tournament
application forms for the upcoming 2012 softball /baseball season as requested by the
MN USSSA State Fast Pitch Directors.
DISCUSSION
Attached is the application that the City has received from MN USSSA for a girls fast
pitch state tournament for June 22 -24. Listed below are the tournaments that have
already been approved by the Park Commission.

Note: The Andover Family Fun Fest is scheduled for July 13 & 14.
The Andover Athletic Association (AAA) will be sponsoring the tournament therefore no
tournament fees will be required. Also we have indicated to the tournament directors
that metal spikes will not be allowed as per the application.
ACTION REQUIRED
The Park & Recreation Commission is requested to consider approving the attached
tournament application forms from the MN USSSA State Fast Pitch Directors.

Note: If your organization schedules 2 fields and uses additional fields the organization will be charged double the field usage
fee for each additional field plus an administration fee of 10% penalty.
SPECIAL_ REQUEST SECTION Check the following boxes if applicable.

department will be necessary prior to any use.
List any special instructions necessary for the Public Works Department so arrangements can be made prior to the
tournament (Example: Include the location /distance of pitching rubbers and /or base locations_)
AIJ requests for tournaments must be submitted by December 15. The application will be considered by the Park & Recreafon
Commission of the first Thursday meeting in January. Any tournament application after that will be on a space available basis
and must be submitted at least eight weeks prior to the tourn ament date. A penalty ft 50
assessed for applications made less than eight weeks prior to the tournament date. All ees must be /sub amiittted with be
application no later than eight weeks prior to the tournament date. For any late application; the late fees must also be submitted
with the application, including the penalty fee. Late applications must. be approved by the Park and Recreation Commission at
least two weeks prior to the date of the tournament. The sequencing of scheduling will be considered with City Youth
Associations having first priority.
A $500.00 damage deposit fee (or $250.00 deposit fee for non - profit organizations) is due eight weeks before the tournament
date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The 5500.00
(or the $250.00), less any money for damages, will be returned after inspection by the Public Works Parks Department
Supervisor.
` If the tournament organization is requesting a Non - Intoxicating Liquor License, it will be necessary to request Attachment A.
The City Council has adopted the following refund policy:
"Fees for tournaments shall be paid no later than eight weeks prior to the tournament date. If the tournament is cancelled,
neither the Tournament Fee, Field Usage Fee nor the Non- Intoxicating Liquor License.Fee will be returned. In the event that
another sponsor requests the use of the facilities after a tdumament has been cancelled, the new sponsor must pay the tuff
amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City."

from and returned to the City of Andover, Parks Coordinator, 1685 Crosstown Boulevard NW, Andover, MN 55304.
The City reserves the right to cancel or delay usage of the fields due to weather, field conditions, etc.
` During the months of May &June, no more than three consecutive weekend tournaments in a row will be allowed.

INTRODUCTION
The Park and Recreation Commission is requested to consider the installation of a
flagpole at Andover Station North (ASN) Ballfield Facility as requested by the Andover
Baseball Association (ABA).
DISCUSSION
Attached is a copy of the letter that has been received by the City from ABA with the
request.
BUDGETIMPACT
This request has not been identified in the CIP. If the Park Commission is interested in
installing the flagpole, the annual $15,000 misc funds can be used for this request. The
estimated cost for a 25 -foot tall flagpole ranges from $1300 to $1700. Note: This
estimate does not include the cost to provide lighting for the flag. This cost will be
determined once the Commission has indicated interest in the flagpole or not.
At this point ABA has indicated they would not be participating in funding of the
flagpole as they are putting their funding efforts to have the scoreboards completed at
ASN this spring.
ACTION REQUESTED
The Park and Recreation Commission is requested to consider the installation of a
flagpole to be Andover Station North Ballfield Facility as requested by the Andover
Baseball Association.

Subject: 7. Consider Pleasant Oaks Park Improvements

INTRODUCTION
The Park and Recreation Commission is requested to consider possible improvements to
Pleasant Oaks Park.
DISCUSSION
As directed by the Park Commission at the last meeting, staff met with residents to
discuss the possible improvements to the park. Based on input from the residents that
attended the meeting they would like to have playground equipment (2 -12 year olds),
new swing set and a Frisbee Golf Disc Basket placed near the north end of the open space
area.
If the Park Commission is in agreement with the neighborhood recommendation, the
Commission is to make a motion of the recommendation which will be forwarded to the
City Council for their review and approval. As a reminder, staff has indicated to the
neighborhood that up to $18,000 or so would be available for equipment and the
remaining $7000 will be other items such a wood chips for the fall zones, ADA access
and borders that will be installed around the equipment.
In reviewing the location of the Pleasant Oaks Park in relation to the location of the
Meadows of Round Lake Park and the relatively new playground equipment that was
installed in 2008, staff is suggesting that other types of activities should be considered in
Pleasant Oaks Park instead of playground equipment. Items to consider would include a
picnic shelter, volleyball or basketball court, tether ball and/or a swing set (no playground
equipment). Attached is location map of where the parks are in relation to each other.
Staff did indicate to the residents that this would be mentioned to the Park Commission
so that all options can be explored.
ACTION REQUESTED
The Park and Recreation Commission is requested to consider possible improvements to
Pleasant Oaks Park and make a recommendation to the City Council of the improvements
and budget that should be made to Pleasant Oaks Park.

I have prepared the following revised proposal to install new outdoor lights in the
Sunshine Park parking lot as shown on the attached sketch. Connexus Energy will
install, retain ownership, and will provide ongoing maintenance of the lights under our
monthly energy and maintenance rate. The installation costs shown below are a
preliminary estimate prior to the final design by Connexus Energy's engineering
department.
Liaht Fixtures
6 - 130 Watt LED Phillips Roadview light fixtures on 30' fiberglass poles
3 — Double 130 Watt LED Phillips Roadview light fixtures on 30' fiberglass poles
All material and labor including electrical feed point and controls.
Total $36,480.00
The monthly maintenance only rate for the 130 watt LED lights will be $2.25 per light
per month. Maintenance will include replacement for; knockdowns, vandalism, and
storm damage, as well as lens cleaning, pole painting, locating services, and all other
needed repairs. The material cost of replacement of the light fixtures due to failure after
the manufacturer's warranty has expired (7 years), will be at the city's expense.
The lights will be installed to utility specifications, will be metered, and will operate on a
prograrr med schedule to your choosing via an astronomical time clock within the
Lighting Control Cabinet to be installed in the park. The above installation costs are
based upon our best practices. If job site conditions beyond our control prevent normal
installation procedures or if winter construction is required, additional charges may be
applied.

• Prairie Knoll Park Cell Tower —Nothing new to report. Still waiting for them to indicate when they
plan on starting on the construction. At this point it will be a spring project.
• Hickory Meadows Park —Nothing new to report. The neighborhood has been out working on
receiving donations. So far they have raised $2200. They will continue throughout the winter's
months to raise more.
• Pleasant Oaks Park — Item is on the agenda.
• Woodland Meadows Park — The parks department will move forward with making improvements as
soon as weather permits in the spring.
• Dog Park —Nothing new to report. The Dog Park representatives have been working on getting
donations. To date, $600 in donations has been received by the City. Information about the dog park

• BMX Bike Facility — Commissioner Miskowiec will give an update as to the discussions with the
Open Space Commission and to ideas for a location of a BMX bike facility at one of the City parks.

• 2012 Events in City Parks or Facilities — At this point, the following activities are being checked
into by the following Commissioners:
• Geocachine/Melberg — What's next for 2012?
• Skate Park Competitions and Camp/Van Vark — Commissioner Van Vark has
indicated that they will be having another skate park competition scheduled during the
2012 Andover Fun Fest.
• Buildine of Bird Houses/Kowalewski — Bluebird houses have been completed. Public
Works staff will be installing them this spring.
• Organized Trail Bike Ride/Lindahl - Need information from Commissioner Lindahl.
Once the information has been received, the earliest it would be placed in the newsletter
would be spring of 2012 (May -June newsletter). Need information by March 23`a
• Walkins/Runnine Route Butler - Need proposed route from Commissioner Butler.

• Update of the Council Policy Regardin¢ Pedestrian Trails — The City Council at their recent
workshop of January 31St agreed to not modify the policy but did agree to have staff keep the Park
Commission up to date as to trails that will be constructed each year and the grants that the City will
be applying for. At this point this is what has been going on with trails:
• A trail will be constructed along the north side of Bunker Lake Blvd between 7th Avenue
(CSAH 7) and Underclift Street NW as part of the reconstruction of Bunker Lake Blvd
road reconstruction project. For those that are not familiar with this project, the section
of the county road will be widen from a 2 -lane facility to a 4 -1ane facility. The project
will start in the fall of 2012 and be completed in 2013.
• South Coon Creek Drive between Round Lake Boulevard and Crosstown Boulevard will
be reconstructed in 2012. The shoulder along the entire stretch will be widen on both
sides of the street to allow for pedestrians and bikers.
• The City will be reapplying for a MIVDNR Local Trails Connections Grant for a
connection from the Kensington Estates development to the Andover Station North
development area. This section has been applied for in each of the last 2 years.
• The City Council has requested the engineering staff to explore trail opportunities for the
following locations as part of the Anoka County overlay projects:
• A trail along the south side of Andover Blvd NW between Bluebird Street
NW and Vale Street NW.
• A trail along the north side of 161St Avenue NW (CSAH 20) between Crane
Street NW (White Pine Wilderness development) and Wintergreen Street
NW (Country Oaks West development). The issue with this section is the
existing MNDNR wetland along the north side of 161" Avenue NW which
will make it difficult to obtain the necessary permits but staff will explore
the possibility.
• Staff will also continue looking at the Safe Routes to School grants that are available for
possible extension of constructing a trail along the west side of Crosstown Blvd NW
between Andover Blvd NW and South Coon Creek Drive. Available funding of this
from year to year is still pending from the state.

Commission to continue reviewing the City Council meeting minutes that you receive by e-mail as to
discussions of various projects the City Council has been working on or is considering.
