Consider Installation of Flagpole /Andover Baseball Association Date: March 1, 2012 INTRODUCTION The Park and Recreation Commission is requested to continue discussing the installation of a flagpole at Andover Station North (ASN) Ballfield Facility as requested by the Andover Baseball Association (ABA). DISCUSSION Based on discussion at the last meeting, staff was requested by the Commission to determine a location of the flagpole at ASN and possibility of lighting the flagpole. Attached is a drawing identifying the recommended location for the flagpole. As far as the lighting of the flagpole, ABA has indicated that they would fund the lighting and work with the electrician once an electrician has been hired to wire the score boards. Note: If the electrician is not able to make the lighting work out, the Park Commission should at least approve the purchase of the flagpole and determine the lighting of the flag at a later date. Without lighting it would be necessary for ABA to raise and remove the flags daily or only fly the flag for tournaments. BUDGETIMPACT This request has not been identified in the CIP. If the Park Commission is interested in installing the flagpole, the annual $15,000 Miscellaneous Park Improvement funds can be used for this request. The estimated cost for a 25 -foot tall flagpole ranges from $1300 to $1700. Lighting of the flagpole will be the responsibility of ABA ACTION REQUESTED The Park and Recreation Commission is requested to consider the installation of a flagpole at Andover Station North Ballfield Facility as requested by the Andover Baseball Association. Discuss MNDNR Outdoor Recreation Grant Application /Tom Anderson and Other Adjoining Trails /12 -06 DATE: March 1, 2012 INTRODUCTION This item is in regard to holding a public hearing for an Outdoor Recreation Grant Application through the Minnesota Department of Natural Resources for the potential of installing Kiosks, Way Finding Signs and Fitness Stations for the Tom Anderson and Other Adjoining Trails located in Section 25, 26, 35, and 36 Township 32, Range 24. DISCUSSION The project scope will include the installation of kiosks, way finding signs and fitness stations. If the grant is received the project is anticipated to start in the spring of 2013. The overall cost for the proposed improvements is estimated to be $39,675. The financing for the project will be 50% DNR funding and the other 50% will be in -kind labor and City funds (park dedication and the general fund /taxpayer source funds). Once the project is complete, the Andover Public Works Department will maintain the park as they normally do on all other City parks, which are paid for from the general funds which are available from City taxes. Some of these maintenance costs include mowing, litter pickup, inspecting and maintaining the kiosks, way finding signs and fitness stations. The current annual cost to maintain the park and trails is about $22,000 per year. BUDGET IMPACT As indicated previously in the memo, 50% will be DNR funding and the other 50% would be in- kind labor and City funds. All written and verbal comments will be received at that time and location. The project scope will include the installation of Kiosks, Way Finding Signs and Fitness Stations. The implementation schedule would be as follows: Selection by the MNDNR would be completed during the summer of 2012 and if selected the Kiosks, Way Finding Signs and Fitness Stations would be installed in the spring of 2013. The overall cost of the project will be approximately $39,675.00. The proposed financing is up to 50% MNDNR funds and the remainder would be funded by City funds. The city would not propose to assess to community residents. Once the project is completed and accepted by the City of Andover, the Andover Public Works Department would maintain the park as they normally do on all other City parks, which are paid for from the general funds, which are funds available from City taxes. The maintenance expenses for park/trail improvements are allocated at approximately $22,000 per year. Such persons desiring to be heard with reference to the proposed improvements will be heard at this meeting. Review Outstanding Items DATE: March 1, 2012 Issues list as of 2/28/12 COMPLETED PROJECTS ON -GOING PROJECTS - • Update of Park Dedication Improvement Fund Ouarterly Report — Next quarterly report will be due in April • Update of Ouarterly Sheriffs Department Report on Park Patrol & Vandalism —Next quarterly report will be due in April. ON -HOLD PROJECTS — TASK FORCE UPDATES • Artificial Turf/Dome — Commissioners Butler and Kowalewski will give an update as to the meeting that is being held prior to the Park Commission meeting. OTHER ITEMS OF INTEREST — • Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they plan on starting on the construction. At this point it will be a spring project. • Hickory Meadows Park — Nothing new to report. The neighborhood has been out working on receiving donations. So far they have raised $2200. They have been in contact with staff and have indicated they will continue throughout the winter's months to raise more. • Pleasant Oaks Park — Item is on the City Council agenda for March 6 for approval. • Woodland Meadows Park — Item is on the City Council agenda for March 6 for approval. • Dos Park — Nothing new to report. The Dog Park representatives have been working on getting donations. To date, $600 in donations has been received by the City. Information about the dog park can be found at (http: / /andoverdogpark.com / • BMX Bike Facility — Commissioner Miskowiec will give an update as to the discussions with the Open Space Commission and to ideas for a location of a BMX bike facility at one of the City parks. Installation will be done this spring. • Sunshine Park West Parking Lot — Bid opening is scheduled for April 4` Any savings from the bid will go towards park improvements at Hickory Meadows Park. • Hawkridue Park Grand Opening —The grand opening is scheduled for Saturday, April 21 at 10 am. Please put that on your calendar. The reason for scheduling this on a Saturday is that North Metro Soccer Association did not feel there was enough time to have a grand opening, play a bunch of games and have referee training during the weeknight before sunset which is a little after 8 pm. • 2012 Events in City Parks or Facilities — At this point, the following activities are being checked into by the following Commissioners: • Geocaching/Melberg — Article for May /June newsletter — "Top 5 Reasons to go Bird Watching" • Skate Park Competitions and Camp/Van Vark — Commissioner Van Vark has indicated that they will be having another skate park competition scheduled during the 2012 Andover Fun Fest. Application submittal is pending. • Building of Bird Houses /Kowalewski — Bluebird houses have been completed. Public Works staff will be installing them this spring. • Organized Trail Bike Ride/Lindahl - Need information from Commissioner Lindahl. Once the information has been received, the earliest it would be placed in the newsletter would be spring of 2012 (May -June newsletter). Need information by March 23` • Walking/Running Route Butler - Need proposed route from Commissioner Butler. Once the information has been received, the earliest it would be placed in the newsletter would be spring of 2012 (May -June newsletter). Need information by March 23 Update of the Council Policy Regarding Pedestrian Trails — The City Council at their recent workshop of January 31" agreed to not modify the policy but did agree to have staff keep the Park Commission up to date as to trails that will be constructed each year and the grants that the City will be applying for. At this point this is what has been going on with trails: • A trail will be constructed along the north side of Bunker Lake Blvd between 7` Avenue (CSAH 7) and Underclift Street NW as part of the reconstruction of Bunker Lake Blvd road reconstruction project. For those that are not familiar with this project, the section of the county road will be widened from a 2 -lane facility to a 4 -lane facility. The project will start in the fall of 2012 and be completed in 2013. • South Coon Creek Drive between Round Lake Boulevard and Crosstown Boulevard will be reconstructed in 2012. The shoulder along the entire stretch will be widened on both sides of the street to allow for pedestrians and bikers. The widening is considered a shoulder which can be used for pedestrians and bicyclists. This not considered a bike lanes because bike lanes require additional striping and signing and do not allow for pedestrian traffic. Shared use trails are required by design standards to be off road in which this case would not be feasible from a cost and resident impact. • The City will be reapplying for a MNDNR Local Trails Connections Grant for a connection from the Kensington Estates development to the Andover Station North development area. This section has been applied for in each of the last 2 years. • The City Council has requested the engineering staff to explore trail opportunities for the following locations as part of the Anoka County overlay projects: • A trail along the south side of Andover Blvd NW between Bluebird Street NW and Vale Street NW. • A trail along the north side of 161" Avenue NW (CSAH 20) between Crane Street NW (White Pine Wilderness development) and Wintergreen Street HAEngineeringlParksTark & Rec Packet Information lltems1201210301121item 6.doc NW (Country Oaks West development). The issue with this section is the existing MNDNR wetland along the north side of 161" Avenue NW which will make it difficult to obtain the necessary permits but staff will explore the possibility. • Staff will also continue looking at the Safe Routes to School grants that are available for possible extension of constructing a trail along the west side of Crosstown Blvd NW between Andover Blvd NW and South Coon Creek Drive. Available funding of this from year to year is still pending from the state. • The City will be applying for MNDNR Outdoor Recreation Grant for kiosks, way finding signs and fitness stations along the Tom Anderson Trail and a couple other segments. There will be a public hearing scheduled for Thursday, March 15 Park Commission meeting which is required as part of applying for the grant. Item is also on this agenda so that the Park Commission will be familiar with the grant application for the upcoming public hearing.
