DISCUSSION Attached for your review is the application that has been submitted by the Andover High School Boys Lacrosse Boosters to play games against other high schools all day on the Prairie Knoll Park east field on Saturday, May 12th. The west and north fields at Prairie Knoll Park are closed until the end of May to allow the grass to grow due to the overuse of the fields from last year. ACTION REQUIRED The Park and Recreation Commission is requested to consider the Application for Scheduled Use of Recreational Facilities as requested by the Andover High School Boys Lacrosse Boosters Booster. The goal of the Park and Recreation Commission in scheduling is to allot the limited number of recreational facilities in a fair and equitable manner, using compromise when necessary to accommodate the maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may be used to determine field allocation (see attached). Facility requests submitted by the due date with this completed form will be given the highest priority. Subsequent requests will be filled on a first -come, first - served basis if facilities are available. The sequencing of scheduling will be considered with City youth associations having first priority. Consider 2012 Spring /Summer Softball/Baseball Schedule DATE: March 15, 2012 INTRODUCTION This item is in regard to consider approval of the 2012 spring/summer softbalVbaseball schedule. DISCUSSION Attached for your review is the proposed 2012 softball/baseball schedule. The City has received three applications for use of the fields for the upcoming season (Andover Athletic Association (AAA), Andover Baseball Association (ABA), TCMABL Dodgers and Grace Community Fellowship Church). At this point, AAA has indicated that they would like maintain the same arrangement with the Andover Baseball Association (ABA) regarding the use of Sunshine Park Fields 5 and 6 on Tuesday's and Thursday's. This means ABA would only use these fields on Tuesday's and Thursday's when they have games scheduled. In regards to the request from Grace Community Fellowship Church, the church has requested the use of any field on Monday nights from 6:30 pm to 9:30 pm. The one concern on the application the Commission will need to address is that only one (1) resident of the fourteen (14) members of the team are from Andover. Also just so you know, past Park Commissions have indicated that adult teams are to play at Sunshine Park. Note: If approved, they will be subject to paying the required fees. The other application is from TCMABL Dodgers, an adult men's baseball team that received approval of Andover Station North Ball Field Facility last year (2011). They are looking to use ASN on Sunday night's from 4 pm to 8 pm. If approved, this group will be subject to paying the required fees. DISCUSSION The project scope includes the installation of kiosks, way finding signs and/or fitness stations. If the City is recipient of the grant the project it is anticipated to start in the spring of 2013. The total overall cost for the proposed improvements is estimated to be $39,675. The estimated cost of the improvements for just that portion of the Tom Anderson Trail will be provided at the meeting. The financing for this segment of this project will be 50% DNR funding and the other 50% will be in -kind labor and City funds (park dedication and the general fund /taxpayer source funds). Once the project is complete, the Andover Public Works Department will maintain the park as they normally do on all other City parks, which are paid for from the general funds which are available from City taxes. Some of these maintenance costs include mowing, litter pickup, inspecting and maintaining the kiosks, way finding signs and fitness stations. The current annual cost to maintain the park and trails is about $22,000 per year.. BUDGET IMPACT As indicated previously in the memo, 50% will be DNR funding and the other 50% would be in- kind labor and City funds (park dedication and the general fund /taxpayer source funds). Four years ago, Oklahoma City Mayor Mick Cornett issued a challenge to his city: lose 1 million pounds. In Janniai�=, Cornett announced that more than 47,000 Oklahoma City residents had met the challenge. "We're a million pounds lighter," Cornett said in a statement. The city's website, OKC Million, was even more triumphant: "We lost the equivalent of 100 elephants!" They have been in contact with staff and have indicated they will continue throughout the winter's months to raise more. ➢ Pleasant Oaks Park —The improvements to the park have been approved by the City Council. One item will need to be addressed by the Commission in regards to the $15,000 that is available from Woodland Meadows Park. The City Council has given the option to the Park Commission allow some or all of $15,000 to be utilized for improvements to this park and/or to carry some or all of the $15,000 to 2013 for the other park equipment that needs to be replaced. Next year (as indicated in the CIP) Green Acres and Northwood's East Parks are scheduled for replacement. • Woodland Meadows Park — The improvements to the park have been approved by the City Council. Installation will be done this spring. • Sunshine Park West Parking Lot — Bid opening is scheduled for April 4 Any savings from the bid will go towards park improvements at Hickory Meadows Park. • Hawkridee Park Grand Opening —The grand opening is scheduled for Saturday, April 21 at 10 am. Application submittal is pending. • Building of Bird Houses/Kowalewski — Bluebird houses have been completed. Public Works staff will be installing them this spring. • Organized Trail Bike Ride/Lindahl - Need information from Commissioner Lindahl. Once the information has been received, the earliest it would be placed in the newsletter would be spring of 2012 (May -June newsletter). Need information by March 23` • Walkina/Running Route Butler - Need proposed route from Commissioner Butler. Once the information has been received, the earliest it would be placed in the newsletter would be spring of 2012 (May -June newsletter). Need information by March 23` • Update of the Council Policy Regarding Pedestrian Trails — The City Council at their recent workshop of January 31 st agreed to not modify the policy but did agree to have staff keep the Park Commission up to date as to trails that will be constructed each year and the grants that the City will be applying for. At this point this is what has been going on with trails: • A trail will be constructed along the north side of Bunker Lake Blvd between 7 th Avenue (CSAH 7) and Underclift Street NW as part of the reconstruction of Bunker Lake Blvd road reconstruction project. For those that are not familiar with this project, the section of the county road will be widened from a 2 -lane facility to a 4 -lane facility. The project will start in the fall of 2012 and be completed in 2013. • South Coon Creek Drive between Round Lake Boulevard and Crosstown Boulevard will be reconstructed in 2012. The shoulder along the entire stretch will be widened on both sides of the street to allow for pedestrians and bikers. The widening is considered a shoulder which can be used for pedestrians and bicyclists. This is not considered a bike lane because bike lanes require additional striping and signing and do not allow for pedestrian traffic. Shared use trails are required by design standards to be off road in which this case would not be feasible from a cost and resident impact. • The City will be reapplying for a MNDNR Local Trails Connections Grant for a connection from the Kensington Estates development to the Andover Station North development area. This section has been applied for in each of the last 2 years. • The City Council has requested the engineering staff to explore trail opportunities for the following locations as part of the Anoka County overlay projects: HAEngineeringTarksTark & Rec Packet Information lltems12 01 21031 5 1 21item 8.doc • A trail along the south side of Andover Blvd NW between Bluebird Street NW and Vale Street NW. • A trail along the north side of 161" Avenue NW (CSAH 20) between Crane Street NW (White Pine Wilderness development) and Wintergreen Street NW (Country Oaks West development). The issue with this section is the existing MNDNR wetland along the north side of 161 Avenue NW which will make it difficult to obtain the necessary permits but staff will explore the possibility. The City will be applying for NINDNR Outdoor Recreation Grant for kiosks, way finding signs and fitness stations along the Tom Anderson Trail and a couple other segments. Item is on the agenda.
