INTRODUCTION
The Park and Recreation Commission is requested to consider the Application for Scheduled Use
of Recreational Facilities as requested by the Andover High School Booster Club Girls Fast
Pitch.
DISCUSSION
Attached for your review is the application that has been submitted by the Andover High School
Booster Club to play fast pitch softball games at Sunshine Park on fields 1 -4 on Friday, May l l
from 5 pm to 10 pm. This request does not conflict with any of the youth tournaments as none
are scheduled for that weekend. Note: Just so you, this night will also be youth night and they do
plan on using the field lights for the varsity game.
ACTION REQUIRED
The Park and Recreation Commission is requested to consider the Application for Scheduled Use
of Recreational Facilities as requested by the Andover High School Booster Club Girls. Fast
Pitch.

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may
be used to determine field allocation (see attached). Facility requests submitted by the due date
with this completed form will be given the highest priority. Subsequent requests will be filled on a
first -come, first - served basis if facilities are available. The sequencing of scheduling will be
considered with City youth associations having first priority.

INTRODUCTION
The Park and Recreation Commission is requested hold a public information meeting
with the neighborhood regarding possible improvements to Pleasant Oaks Park.
DISCUSSION
Attached is a copy of the letter that was sent to the owner /occupant and location map of
the area where the park is located. Also attached are copies of the 7 responses the City
received from the neighborhood.
The Park Commission will need to make a recommendation of the improvements that
should be made to Pleasant Oaks Park. The recommendation will be forwarded to the
City Council for their review and approval. Note: Based on comments received from the
residents, staff is recommending that playground equipment for 2 -12 year olds be
installed with a swing set and a couple smaller items to be decided by the residents. The
budgets for other parks of similar size that have been redeveloped have been in the
neighborhood of $22,000 - $25,000. Approximately $35,000 will be available since
$10,000 of the $45,000 budget for 2012 park improvements /replacement will be for the
improvements at Woodland Meadows Park.
ACTION REQUESTED
The Park and Recreation Commission is requested to hold the public information meeting
and make a recommendation to the City Council of the improvements and budget that
should be made to Pleasant Oaks Park.

Dear Owner /Occupant:
The Andover Park and Recreation Commission has scheduled a public
information meeting for Thursday, January 19, 2012 at 7:00 p.m. at Andover
City Hall Council Chambers regarding the possible. redevelopment or
improvements to Pleasant Oaks Park. The existing playground at the park.is
outdated and is in need of improvements. Park location map is on the back side
of this letter.
For the Park Commission to consider what improvements (including equipment
replacement) could be made to the park, the City would like to receive input
from the neighborhood. The way you can participate in this is by completing the
on -line survey that is available on the City of Andover's Website at
http: //www.ci.andover.mn.us /and click on City Departments. Once you get to
this part of the website, click on Parks. Survey is on right side of the screen and
click on Pleasant Oaks Park. For the Park Commission to consider your
comments, the survey must be completed by 4:30 p.m. on Wednesday,
January 11, 2012.

Other Suggestions:: Save the cities money, no one is hardley ever using the park. I have lived here over 6 years and can
see the park out my window. I'll bet I have seen less than 20 people at this park in all these years. If you just look
around, hardley any of the parks are being used much. Unless it's for sport teams. When they make an ice rink it is rarely
used.

INTRODUCTION
The Park and Recreation Commission is requested hold a public information meeting
with the neighborhood regarding possible improvements to Woodland Meadows Park.
DISCUSSION
Attached is a copy of the letter that was sent to the owner /occupant and location map of
the area where the park is located. No comments were received from the area residents.
Most likely no responses were received due to the only improvements that need to be
made are new fall zones and accessibility for the handicapped to the existing_ playground
structure. The estimated cost for these improvements is estimated to be about $10,000.
The Park Commission will need to make a recommendation of the improvements that
should be made to Woodland Meadows Park. The recommendation will be forwarded to
the City Council for their review and approval.
ACTION REQUESTED
The Park and Recreation Commission is requested to hold the public information meeting
and make a recommendation to the City Council of the improvements that should be
made to Woodland Meadows Park.

Re: Woodland Meadows Park/Public Information Meeting and Resident Survey
Dear Owner /Occupant:
The Andover Park and Recreation Commission has scheduled a public
information meeting for Thursday, January 19, 2012 at 7:15 p.m. at Andover
City Hall Council Chambers regarding the new fall zones for the existing
playground structure and providing accessibility for the handicapped to the
existing playground structure at Woodland Meadows Park. Just so you know
the existing playground does not need to be replaced. In order to determine the
best improvements to the park, your help is needed.
For the Park Commission to consider what improvements could be made to the
park, the City would like to receive input from the neighborhood. The way you

The following is a list of reports generated by the Anoka County Sheriff's Office
regarding city park activity for the 4 quarter.

A resident reported misc. personal items abandoned at the park. The Community
Service Officer (CSO) responded and was unable to locate any items.
10.15 15:09 Station North 11236019
A city employee requested we removed people from the West Field because it was
recently repaired and should not be used. When the deputy arrived, there was no one
on the field.
10.17 16:38 Hidden Creek 11237618
A caller reported juveniles riding ATVs in the park and damaging grass. When the
deputy arrived there was no one at the park. He did check the nearby neighborhoods
and was still unable to locate any ATVs.
10.18 15:32 Sunshine 11238265
A caller reported several juveniles fighting at the park and now heading towards the
YMCA. The deputy checked the park and the YMCA but found no juveniles.
10.19 14:32 North Woods East 11239037
A resident reported that the night before someone had disassembled the bleacher seats
in the park. The caller advised he had already contacted the city.
10.19 20:56 North Woods East 11239321
A deputy was called to a suspicious vehicle blacked out in the park. When she arrived
she made contact with the occupants in the vehicle. There were open bottles of liquor
in the vehicle and the two occupants were underage. Two people were arrested.

Deputies responded to a child having a seizure. He was transported to Mercy.
10.24 15:16 Sunshine 11242821
A caller reported two kids in the park with a dog and they were not picking up after the
animal. The CSO responded to the park and could not locate the kids or dog.
10.25 19:35 Prairie Knoll 11243871
A caller reported multiple vehicles in no parking areas at the location. While the CSO
was in route to the location, the caller reported some of the people were leaving. When
the CSO arrived, everyone moved their vehicles.
10.29 18:04 Sunshine 11247116
While on patrol a deputy was flagged down and advised it looked like 2 kids were trying
to steal a sign at the skate park. When the deputy arrived he saw the juveniles and
they tried to flee. The deputy did catch the kids and identified them. They admitted
they were trying to steal the sign. The boys were trespassed from the skate park and
apologized for their actions.
10.30 21:51 Strootman 11248165
A caller reported two vehicles in the park and thought they were suspicious. When the
deputy arrived the vehicles were gone.
11.08 10:56 Sunshine 11254673
A CSO observed piles of broken car window class in the parking lot at the location. She
contacted the city and requested it be cleaned up.
11.13 01:20 Station North 11258371
On patrol a deputy noticed a vehicle at the location that was blacked out. He
approached the vehicle and made contact with the driver. The driver was identified and
stated he came to the location to change his clothes. He was advised to find another
place to change.
11.13 10:20 RL Boat Launch 11258539
A deputy was asked to check on a possible hunter at the launch. He made contact with
the man who wasn't hunting, but trapping muskrats.
11.16 14:34 Sunshine 11260804
A deputy was called to a theft from vehicle at the location. The thief broke the window
to steal an Ipod and CD's.
11.16 14:54 Sunshine 11260819
A deputy was called to a theft from vehicle at the location. The thief broke the window
to steal a GPS.
11.20 15:10 Crooked Lake Landing 11263778
A caller advised two children were playing on thin ice at the location. The deputy
arrived and could not locate anyone.
11.22 01:28 Station North 11264841
A deputy responded to an alarm at the location. A city employee arrived with a key and
the deputy searched the building. Nothing was out of order.
11.23 16:24 RL Boat Launch 11266034
A deputy was called to the location to answer hunting questions. The deputy answered
the man's questions.
11.25 09:03 Station North 11267226
A deputy responded to a call of a male starting a fire in the woods. When the deputy
arrived he located the male who seemed to be disoriented and confused. He was
transported to the hospital.
12.02 14:42 Pleasant Oaks 11272423
A caller reported a suspicious vehicle at the park. When the deputy arrived there was
no vehicle in the parking lot.
12.05 01:21 Station North 11274307
A deputy was responding to a loud music call at the location. When he arrived he found
a vehicle doing doughnuts in the parking lot with a male hanging on to the rear bumper
on a sled. He made contact with all the people at the location who were juveniles. The
deputy could smell an odor of alcohol coming from the vehicle and found a vodka and
tequila bottle hidden under the seat. All were cited for curfew and one was issued a
minor consumption citation. Parents were contacted and came to the location to pick up
their child.
12.01 15:11 Rose 11279024
A caller reported juveniles at the location possibly lighting a fire. Deputies responded to
the location and located three juveniles. One deputy checked the park for damage while
the other interviewed the kids. There was no damage and the boys said they did try to
light some pennies on fire. They were warned and sent home.
12.18 11:11 Hawk Ridge 11283918
On routine patrol a CSO noticed a port-a -poty at the location was tipped over. He
advised the sanitation company who advised they would take care of it.
12.22 14:59 North Woods East 11286900
A resident reported a male at the location trying to steal the handicapped sign. The
caller went to the location and tried to secure the sign but to no avail. The caller did call
city hall.
12.27 00:23 Station North 11289714
A deputy received a call of loud music at the location. When he arrived he spoke with a
female who stated she was helping a friend who was having vehicle problems. The
female was identified and advised to turn the music down.

• Artificial Turf/Dome — Commissioner Kowalewski will give an update of the first meeting that was

• Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they
plan on starting on the construction. At this point it will be a spring project.
• Hickory Meadows Park — Nothing new to report. The neighborhood has been out working on
receiving donations. So far they have raised $2200. They will continue throughout the winter's
months to raise more.
• Pleasant Oaks Park — Item is on the agenda.
• Woodland Meadows Park — Item is on the agenda.
• DoE Park — Nothing new to report. The Dog Park representatives have been working on getting
donations. To date, $600 in donations has been received by the City. Information about the dog park

• BMX Bike Facility — Commissioner Miskowiec has been doing research on this and possible park
locations. Information will be provided once Commissioner Miskowiec has been able to the research.

2012 Events in City Parks or Facilities — At this point, the following activities are being checked
into by the following Commissioners:
• Geocaching/Melbere — What's next for 2012?
• Skate Park Competitions and CamgNan Vark — Commissioner Van Vark is looking
at having another skate park competition scheduled during the 2012 Andover Fun Fest.
• Building of Bird Houses/Kowalewski — Bluebird houses have been completed. Public
Works staff will try to install them yet this year.
• Organized Trail Bike Ride/Lindahl - Need information from Commissioner Lindahl.
Once the information has been received, the earliest it would be placed in the newsletter
would be spring of 2012 (May -June newsletter). Need information by March 23`
• Walkine/Runnine Route Butler - Need proposed route from Commissioner Butler.
