Adjournment C ANDOVER ECONOMIC DEVELOPMENTAUTHORITYMEETING OCTOBER 4, 2011 - MINUTES A Meeting of the Andover Economic Development Authority was called to order by President Mike Gamache, October 4, 2011, 6:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Present: Commissioners Sheri Bukkila, Tony Howard, Mike Knight, Julie Trude, Joyce Twistol and Robert Nowak Absent: None Also present: Executive Director, Jim Dickinson Community Development Director, Dave Carlberg Director of Public Works /City Engineer, Dave Berkowitz ►...I APPROVAL OFMINUTES September 6, 2011 Regular Meeting: Correct as written. Motion by Trude, Seconded by Bukkila, approval of the minutes as written. Motion carried unanimously. REDEVELOPMENT DISCUSSION Mr. Dickinson referenced map #5 that is attached to the packet; he indicated that some properties on Bunker Lake Boulevard and 138`" Avenue between Crosstown Boulevard and Crosstown Drive have come up for sale. Mr. Dickinson stated 2600 138 Avenue is a vacant property, owned by the bank and was up for sale. The City submitted a bid on the property, that bid was accepted and the City will be closing on the property on October 19 He indicated 2537 138 Avenue is also vacant. The bid process on 2537 had been completed before the City could put a bid in. However, there are potential issues with the accepted bid, so the City did submit a bid for the asking price of $149,900. Staff is still waiting to hear about the submitted bid. Mr. Dickinson indicated 2601 138 Avenue is up for sale, the City could pursue the property however the 4 -plex is fully occupied. Mr. Dickinson is looking for direction from the EDA on what area staff should focus on. He stated staff is looking for vacant properties that have gone through foreclosure. Mr. Dickinson stated the properties on the north side of 138 Avenue are not a lot of value to the City until the properties on the south side of 138 Avenue are acquired. He indicated the park is not a dedicated park and the utilities are in the road. President Gamache suggested staff continue to pursue properties that are vacant. © Andover Economic Development Authority Meeting Minutes — October 4, 2011 Page 2 Commissioner Knight would like to see a concept plan put into place. Mr. Dickinson indicated once you label the area a redevelopment project it tends to raise the price of the property. Mr. Dickinson indicated if the City pursues properties that are occupied the City should bring on a relocation consultant. City staff are not experts in the relocation of residential renters. Commissioner Twistol stated the original reason to pursue the properties was because the EDA did not like what they saw along Bunker Lake Boulevard. She asked why waste time pursuing property on the north side of 138` Avenue when it is not seen from Bunker Lake Boulevard. She suggested focusing on the property along Bunker Lake Boulevard. President Gamache agreed with Commissioner Twistol to focus on Bunker Lake Boulevard and the property south on 138 Avenue. Mr. Dickinson indicated the primary focus will be along Bunker Lake Boulevard and south of 138` Avenue, however if a vacant property becomes available on the north side of 138 Avenue, he questioned if the property should be pursued. © Commissioner Trude would like this item to be brought to an EDA workshop so the EDA can set goals based on their budget and maybe have an EDA bus tour. She said waiting to buy only vacant property could take 15 years. Since none of us were specialists, she asked what professional could guide them. Mr. Dickinson stated the time frame on this project if we only pursue vacant properties will be long term. If the EDA wants staff to be aggressive for a shorter term project, then a relocation expert should be in place to work with tenants. Commissioner Knight stated this is not the only location on Bunker Lake Boulevard that should be considered. Mr. Dickinson cautioned the EDA not to spread too thin with too many projects because then projects will struggle to be completed. President Gamache directed staff to gather information on a relocation expert. Mr. Dickinson indicated staff will continue to pursue anything vacant in that area. Commissioner Howard suggested for staff to check into a rental management company. MONUMENT ENTRANCEIELECTRONIC READER BOARD UPDATE Mr. Carlberg indicated Gopher State One locates still need to be completed at both locations; Round Lake Boulevard and Crosstown Boulevard/Bunker Lake Boulevard. The wood laths have been moved at the Round Lake Boulevard location, this may be why the locates have not been completed. He stated letters have been submitted to the Anoka County Highway Department (ACHD) requesting the license agreements. There has been no response from ACHD at this time, he will follow up with them at the end of the week. Once the license agreements have been approved, staff will have the locations surveyed and landscaping designs drawn up. © Andover Economic Development Authority Meeting Minutes — October 4, 2011 Page 3 EDA PROJECT PROGRESS REPORT Mr. Carlberg updated on the following: 2011 Special EDA Events — Contact has been made with the Andover Station Association events coordinator. They coordinate the Halloween event at Andover Station. Mr. Carlberg indicated to the coordinator that the EDA is interested in collaborating with the Andover Station businesses on a summer event. To date no board meeting has been scheduled to discuss an event. Andover Station H Service Road Concept — Contact was made with the President of the Owners Association. Mr. Carlberg requested being at a board meeting to discuss the service road concept. Mr. Carlberg stated he received a cold reception from the President who indicated it was not necessary. The President indicated they do not want any improvements from Martin Street to Jay Street. The President indicated the Association will support a left turn lane at Martin Street from Bunker Lake Boulevard. Mr. Dickinson indicated he requested letters of support for the turn lane from the businesses several months ago to present to Anoka County and © received none. Commissioner Trude requested staff send a letter to the Owners Association confirming their denial of the service road concept. Mr. Carlberg indicated he will call a couple of the Owners Association's Board Members to make sure the denial of the service road is what the entire board has agreed upon. Then follow up with a letter to the President confirming the position of the board. Andover Station Area Medians — September 13' Prairie Restoration performed a maintenance and weed control, as part of their contract. 210 smaller plugs and 4 inch pots were planted on the end caps of the medians and over seed was done on the entire median. The city will need to continue weed abatement twice a year. Commissioner Twistol expressed her concern that the over seeding will not accomplish the goal. www.MetroMSP.org and City Website — An Economic Development website has been created. All the economic development items have been moved from the Planning website. There are also improvements to the Planning website. Potential Restaurants — Follow up has been made to three restaurants. Mr. Carlberg will be submitting information to two other restaurants. be available to market. © TIFDISTRICT CASH FLOW UPDATE In the next few weeks the Moose & Co. site will Mr. Dickinson reviewed that the TIF District is debt free. Sales from the Parkside project and Andover Station North will add to the available balance. Mr. Dickinson indicated TIF District 1 -1 will decertify at the end of 2012 and District 1 -2 at the end of 2014. PARKSIDE AT ANDOVER STATION UPDATE Mr. Dickinson indicated staff is working towards closing; the hope is to close in the next few weeks. The purchase agreement has been finalized, most of the contingences are all cleared up and a walk through on the model needs to be done. The EDA will be providing partial mortgage releases on some of the townhomes that are already built. There are issues between Bruggeman and Premier Bank, the issues do not affect the closing. Mr. Dickinson stated Community Development has initiated some discussion with builders and developers to try and start moving the area, in particular the single - family lots. Contact has been made with the Parkside Home Owners Association and discussions were positive. OTHER BUSINESS © There was none. Motion by Knight, Seconded by Bukkila, to adjourn.
