MN.US ANDOVER ECONOMIC DEVELOPMENT AUTHORITY WORKSHOP FEBRUARY16, 2011 - MINUTES A Workshop of the Andover Economic Development Authority was called to order by Vice Chair Julie Trude, February 16, 2011, 7:04 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Present: Commissioners Sheri Bukkila (arrived at 7:07 p.m.), Don Jacobson, Mike Knight and Joyce Twistol Absent: President Mike Gamache and Commissioner Robert Nowak Also present: Executive Director, Jim Dickinson EDA GOAL/VISIONDISCUSSION Mr. Dickinson reviewed the TIF District area maps. TIF Districts are: — Andover Station — expires 2012 —Downtown Center — expires 2014 — The Farmstead Project — expires 2015 — Hughes Industrial Park — expires 2032 Commissioner Knight suggested renewing Andover Station North as a TIF District. Mr. Dickinson stated the area could not be renewed as a redevelopment district, so you would not get 25 years like the current district is. The new district would be 9 years. Mr. Dickinson put together 6 sites that could be areas of interest to the EDA. #1 — Putting a road from Martin Street to Jay Street, through the Andover Cinema parking lot. #2 — Kottkes Property, talking to Kottkes about condensing their site, which could create opportunities for new businesses to come in. #3 — Pov's Property, the property is up for sale. Mr. Dickinson reviewed the Bruggeman property. He indicated there are two developers interested in the property. #4 — Rademacher Properties, located at 140'' Lane and Round Lake Boulevard. #5 — The area between Crosstown Drive and Crosstown Boulevard on Bunker Lake Boulevard. Mr. Dickinson offered a concept through livable communities funding. This would produce cash ® Andover Economic Development Authority Meeting Minutes — February 16, 2011 Page 2 flow and by joining as a livable community you are eligible for grants. The EDA was not in favor of participating as a livable community. Commissioner Knight asked about placing commercial in that area. Mr. Dickinson stated commercial would likely not succeed in that area because of the limited access. Vice Chair Trude asked if there is a way to improve access in the area, so traffic would enter from 138 Avenue rather than Bunker Lake Boulevard. Mr. Dickinson indicated he does not see this area as a commercial site and current access off Bunker Lake Boulevard is probably as good as it gets. #6 — 140 Lane between Raven Street and Nightingale Street. Commissioner Jacobson stated his concern is looking at too many areas and spreading the activity out. He believes they should focus on one area. Vice Chair Trude suggested going around the table and having all members indicate what area they would like to see focused on. Commissioner Knight stated he would like to look at establishing new TIF Districts and renovating Bunker Lake Boulevard from Round Lake Boulevard to Hanson Boulevard as a commercial strip. Commissioner Twistol asked if TIF funds can be used to enhance the fagade of existing strip malls. Mr. Dickinson stated a program could be created. Commissioner Knight asked if Bunker Lake Boulevard was to become a commercial strip would builders be interested in developing rather than the city. Mr. Dickinson indicated probably not, the city would mostly have to acquire most of the parcels and clear them out. Most developers do not want to do the dirty work in a redevelopment. Commissioner Jacobson indicated looking at the area on Bunker Lake Boulevard from Kwik Trip east to the Mobile station and south on Hanson Boulevard. He would like to concentrate on one specific area. Mr. Dickinson stated the Kottkes property is not located in a TIF District, but in the development area. The Moose & Co. parcel was discussed. Vice Chair Trude suggested being more aggressive when property is for sale or in foreclosure and © having a fund where the EDA could authorize staff to negotiate the purchase of the property for a low purchase price. Commissioner Bukkila is interested in the Pov's site. Mr. Dickinson indicated the Pov's property is large enough for two businesses. Commissioner Bukkila stated the Pov's site and Kottkes site are areas that should be focused on for the short term. © Andover Economic Development Authority Meeting Minutes — February 16, 2011 Page 3 Commissioner Twistol indicated she would like to see focus on the Pov's site, acquiring property in foreclosure on Bunker Lake Boulevard, more sprucing up at the Target ponds and the median on Bunker Lake Boulevard. There was further discussion regarding the area on Bunker Lake Boulevard between Crosstown Boulevard and Crosstown Drive. Commissioner Jacobson asked if the EDA did acquire parcels in the area, what would be done with them. Mr. Dickinson indicated a new TIF Districts could be created. Mr. Dickinson reviewed the Hughes Industrial area. Vice Chair Trude suggested concentrating the funds in the south part of the City since that is where the traffic and density is. The EDA agreed. Mr. Dickinson reviewed direction to Staff: 1. Evaluate Bunker Lake Boulevard between Round Lake Boulevard and Hanson Boulevard and come back with what could be viable areas to create as commercial. © 2. Work on a master plan for the Kottkes site and talk to the other property owners in the area. 3. Look at programs to be more aggressive on sub -par properties, such as gaining control of foreclosed properties and fagade improvement loans. 4. Look at the Pov's site for potential redevelopment opportunities. 5. Ideas to enhance the aesthetics of areas. 6. Using the $25,000 from United Properties for capital improvement. Vice Chair Trude indicated there are issues regarding the electronic reader boards and entrance monument signs, at this point she sees getting one sign going and see how that works. Commissioner Jacobson stated he would like to see all the signs done this year. Vice Chair Trude suggested the EDA have more workshops. Commissioner Twistol suggested meeting quarterly.
