Adjournment U S PARKAND RECREATION COMMISSIONMEETING— AUGUST 18, 2011 MINUTES H The Regular Bi- Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chair Butler on August 18, 2011, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Ted Butler, Tony Kowalewski, Jim Lindahl (arrived at 7:05 p.m.), Mark Miskowiec, and Shan Ramnath Commissioners Absent: Shaun Van Vark and Andrew Melberg Also Present: Assistant Public Works Director, Todd Haas Others RESIDENT FORUM There were no comments at this time. Motion by Ramnath, seconded by Miskowiec to close the resident forum. Motion carried on a 4 -ayes, 0 -nays, 3- absent vote (Van Vark, Lindahl, and Melberg). APPROVAL OFMINUTES Motion by Ramnath, seconded by Kowalewski, to approve the July 21, 2011 Park Commission minutes as presented. Motion carried on a 4 -ayes, 0 -nays, 3- absent (Van Vark, Lindahl, and Melberg) vote. Commissioner Lindahl arrived at 7:05 p.m. CONSIDER ANOKA COUNTYPARK PROPERTYMOUND LAKE BOAT LANDING Mr. Haas reviewed this item is in regards to the Anoka County Park Property located on Round Lake on the east side of the lake near the boat landing. He showed the location of the properties on a drawing and noted the City owns the property (boat landing) between the two Anoka County parcels. The property on the south side of the boat landing is unbuildable due to the lake and wetlands covering most of the property. The 2 properties Regular Andover Park & Recreation Commission Meeting Minutes — August 18, 2011 Page 2 on the north side have a frontage road that is currently maintained by the County. The boat landing area is maintained by the City. Mr. Haas stated this is being brought before the Commission to see what should be done to avoid both governmental agencies having to maintain the boat landing and frontage road. Staff has been in contact with Anoka County to discuss this. At this point the County has indicated that either the County or the City should have ownership of all 4 parcels (which includes the City -owned property). The last discussion that City Staff had with the County is that they would prefer to have the City take ownership of the County parcels. By taking ownership of these parcels, it will add to maintenance the entire access to Round Lake. If the Park Commission agrees with recommending taking the ownership of the parcels, this will need to be presented to the City Council for their consideration. Chair Butler asked where the access for the frontage road was and Mr. Haas indicated on the drawing the access points. Chair Butler asked if the boat landing was used and Mr. Haas stated there are a few canoes and smaller boats. He stated it's more of a wildlife lake than a fishing or recreational lake. Commissioner Miskowiec asked if there was any potential for incorporating it into the trails system. Mr. Haas stated there is currently a trail on the east side of Round Lake Blvd. Commissioner Miskowiec asked how much maintenance is required and if there isn't a huge cost to maintain then why wouldn't the City want to take it over. Chair Butler asked if there was potential for a scenic wildlife viewing area with possibly a small structure. Mr. Haas stated the City has applied for a fishing pier a couple of times. Mr. Haas stated there is a lot of wildlife in the lake especially during the fall migration. Commissioner Lindahl stated there is a storm water retention area and that may be a liability. Mr. Haas stated an easement may be necessary and would remain with the county so can have the rights to maintain the storm water ponds. Commissioner Kowalewski asked about if the DNR had control over the lake and Mr. Haas stated they do since it is considered public waters. Commissioner Miskowiec stated he believes the City could do more with it if it was all owned by the City. Commissioner Ramnath stated there couldn't be any structures built. Commissioner Kowalewski asked if a discussion could be held with Kevin Starr and Mr. Haas stated Mr. Starr is aware and he had no comments. © Motion by Miskowiec, seconded by Ramnath, to recommend to the City Council, the City begin negotiations with the County regarding take ownership of the three Anoka Regular Andover Park & Recreation Commission Meeting Minutes — August 18, 2011 Page 3 ® County parcels and further research be done on the storm water retention area. Motion carried on a 5 -ayes, 0 -nays, 2- absent vote (Van Vark and Melberg). UPDATE ON JOINT MEETING WITH CITY COUNCIL Mr. Haas reminded the Commission of the scheduled joint meeting with the City Council on Tuesday, August 23, 2011 beginning at 6:00 p.m. The items that are planned to be discussed at the meeting are as follows: -Park Comprehensive Plan/Future Improvements to the Park System Mr. Haas reminded Commissioners to bring their copies of the Comprehensive Plan to the meeting. The philosophy statement will also be reviewed. - Discuss Proposed 2012 -2016 Park Capital Improvement Plan (CIP) - Update regarding interest of artificial turf at one of the parks /facilities. The meeting held on July 21 St will be reviewed. - Discuss use of Free Skating Rinks. 4 OUTSTANDING ITEMS Mr. Haas reviewed the outstanding items providing updates on Completed Projects, On- Going Projects, Task Force Updates and Other Items of Interest. Commissioner Kowalewski noted he has been to the skateboard park and things are going well. CHAIR'S REPORT Commissioner Kowalewski stated Fall Sports at the High School are starting. He gave his condolences to Scott LeDoux's family on his death. He announced on September 19 there will be a 5K run. Commissioner Lindahl reminded residents there are a lot of activities going on in the parks and drivers should take extra care. Commissioner Miskowiec reported from his recent kayaking trips. He suggested info be communicated on places within the city for kayaking. Mr. Haas suggested QCTV is always looking for show ideas and possibly a program on kayaking could be done. © Chair Butler reminded residents to keep an eye out for children and stop for pedestrians in crosswalks.
