Update of Draft Park Dedication Study, Cont. H PARK AND RECREATION COMMISSION MEETING — NOVEMBER 17, 2011 MINUTES The Regular Bi- Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chair Butler on November 17, 2011, at 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Ted Butler, Tony Kowalewski, Vice Chair Jim Lindahl, Andrew Melberg, Mark Miskowiec, and Shaun Van Vark Commissioners Absent: None Also Present: Assistant Public Works Director, Todd Haas Others 0 RESIDENT FORUM There were no comments at this time. Motion by Miskowiec, seconded by Van Vark, to close the resident forum. Motion carried on a 6 -ayes, 0 -nays, 0- absent vote. APPROVAL OF MINUTES There were no changes. Motion by Lindahl, seconded by Kowalewski, to approve the October 20, 2011 Park Commission minutes as presented. Motion carried on a 5 -ayes, 0 -nays, 0- absent 1- present (Van Vark) vote. CONSIDER 2011 -2012 HOCKEY RINK SCHEDULE Mr. Haas reviewed to date the City has only received an application from the Andover Huskies Youth Hockey Association ( AHYHA). Anoka, Coon Rapids and St. Francis Youth Hockey Associations were notified that the rinks were available for them to reserve but to date have not responded. Mr. Haas provided the proposed schedule and the rinks AHYHA plan on using for the 2011 -2012 season. C I T Y O F ND OVE C-1 C i c Regular Andover Park & Recreation Commission Meeting Minutes — November 17, 2011 Page 2 The Park and Recreation Commission is requested to consider approving the 2011 -2012 hockey rink schedules as presented. The rinks to be used will be Prairie Knoll, Crooked Lake School, City Complex East and City Complex West. Commissioner Kowalewski asked if Mr. Starr did any maintenance on the Crooked Lake Rink. Mr. Haas stated some maintenance has been done and the building is deteriorating. There is a plan to move the rink to Rose Park sometime in the future. Motion by Kowalewski, seconded by Melberg, to approve the 2011 -2012 Hockey Rink Schedule as presented. Motion carried on a 6 -ayes, 0 -nays, 0- absent vote. CONSIDER REQUEST FOR FLAGPOLE LOCATIONIVETERAN'S MEMORIAL BOULEVARD The Park and Recreation Commission is requested to consider a request for a flag and flagpole to be located somewhere along Veteran's Memorial Boulevard. Mr. Haas indicated on a map of the possible locations. Ms. Jeanne Johnson was present at the meeting. Mr. Haas reviewed a request was received from Jeanne Johnson to install a flag and flagpole somewhere along Veteran's Memorial Boulevard. Three locations are offered for consideration: • The northwest corner of the intersection of Veteran's Memorial Boulevard NW and Nightingale Street NW. There is already a development sign at this location. The only thing that would be missing is a light to light up the flags. • The northeast corner of Woodland Estates Park is another location. There is already a street light next to the park that would help light up the flags. • At the future intersection of Veteran's Memorial Boulevard and the main collector street that will run north and south at some point as part of the Rural Reserve area. Ms. Jeanne Johnson stated she had driven and looked for the memorial. She feels it would be a good idea to put at least a flag along Veteran's Memorial Blvd. Commissioner Miskowiec asked if the flag would be taken down on a daily basis. Ms. Johnson stated it would stay up and be lit. The flag would need to be replaced when it becomes tattered. Commissioner Kowalewski asked if it would be a single American flag or a MIA flag also. Ms. Johnson stated both would be nice. Commissioner Van Vark asked how this falls under Parks. Chair Butler stated one of the possible locations is within a park. Mr. Haas stated there has been no discussion with the Regular Andover Park & Recreation Commission Meeting Minutes — November 17, 2011 Page 3 © Council yet. Commissioner Van Vark asked if the VFW or American Legion were involved. Ms. Johnson stated there are no chapters within the City. Chair Butler stated he preferred a more significant memorial be built in the future. In the meantime the northwest corner of Nightingale Street NW would be a good location. Ms. Johnson asked if solar lighting was a possibility. Commissioner Kowalewski stated he agrees but would like to see the possible renaming of Woodland Estates Park This recommendation will be forwarded to the City Council for consideration. This is being presented to the Commission because of one of the location options at Woodland Estates Park. The Park and Recreation Commission is requested to consider a request for a flag and flagpole to be located somewhere along Veteran's Memorial Boulevard. Motion by Lindahl, seconded by Kowalewski, to recommend to the City Council that a flag and flagpole be located at the corner of Nightingale Street NW and Veteran's Memorial Boulevard NW. Motion carried on a 6 -ayes, 0 -nays, 0- absent vote. Chair Butler suggested staff contact the American Legion and VFW in neighboring communities for possible funding suggestions. DISCUSS PROPOSED PARK PLAYGROUND AND NEIGHBORHOOD PARK SURVEYS, CONT. The Park and Recreation Commission is requested to continue discussing the proposed park playground surveys for mini parks and neighborhood parks that will be sent when a new park or reconstructed park is being considered for improvements. Mr. Haas reviewed staff has had discussions with the City of Blaine on their process /policy. As far as notification, Blaine's policy is to pay for the postage for the survey's that are sent out to residents but the residents are responsible for paying for the return postage and sending the survey back by mail. The residents do have the option of dropping them off at City Hall or faxing them in. At this point the residents do not have the option for the survey on -line but the City of Blaine may consider this in the future as an option. Mr. Haas stated Andover staff has revised the survey to include the City's fax number and email address in case they want to scan the survey and send it back. As far as the online survey, at this point staff is not ready to have the survey available on the City's website but certainly will explore this for 2013 projects. With a short time frame to get © going and notifying residents for 2012 projects, staff recommends to let residents have Regular Andover Park & Recreation Commission Meeting Minutes —November 17, 2011 Page 4 © the option to mail the survey back by mail, drop it off at city hall, fax the survey or send the survey to Mr. Haas via email. Mr. Haas stated as far as the notification process, staff would recommend the Park Commission establish a policy similar to the City of Blaine's which is to notify residents within one - eighth (1/8) of a mile for mini park and one - quarter (1/4) of a mile for neighborhood parks so there is consistency every time a survey is sent out. Mr. Haas suggested a policy be set to streamline the process. As far as when new community playfields or community parks are being considered for improvements, a city wide public input process would be suggested by including articles in the city newsletter or in the local official paper. The Commission is requested to continue discussing the proposed park playground surveys for mini parks and neighborhood parks that will be sent when a new park or reconstructed park is being considered for improvements. Commissioner Kowalewski asked if the notification area would be from the center of the park or each edge. Mr. Haas stated it would be from the outside edges of the park. Chair Butler suggested with the technology available he would think an online option would be well received. He suggested this issue be discussed. Mr. Haas stated the IT Department © is very busy and suggested the surveys be mailed this year and look at online surveys in 2013. Commissioner Miskowiec stated he also likes the idea of an online survey. Chair Butler stated some of the parks notification area should be reviewed by the Commission and he is concerned about setting a specific standard. Mr. Haas stated a sign could be used outside the park to indicated to residents the park was being surveyed for improvements. Commissioner Lindahl suggested if a park borders a major street, more people on the side of the street where the park is located should be notified. Commissioner Melberg suggested one meeting be held to determine the area of notification for each park. Chair Butler stated we know each year which parks will be affected. Commissioner Van Vark stated we would not want to go more than a year out to plan notification areas because new construction can occur. Chair Butler offered to help develop an online survey using survey monkey. Mr. Haas stated he will discuss with IT. Mr. Haas will bring this back to the next meeting along with a recommendation. Commissioner Miskowiec stated he would like to see a sign placed in the park when it will be surveyed. Discuss the Use of Park Facilities /Artificial Turf/Project #11 -34 B. Discuss Andover Station North Ball Field Facility/Use of Fields C. Discuss Use of Fields by Non - Andover Teams D. Discuss Sunshine Park West Parking Lot by Andover High School Students E. Review of the Draft Park Dedication Study F. Discuss Trail Plan and Policy G. Discuss Traffic Control Signing of Recreational Trails. H. Discuss Playground and Neighborhood Survey. I. Discuss Cell Tower@ Rose Park. OUTSTANDING ITEMS Mr. Haas reviewed the outstanding items providing updates on On -Going Projects, On- Hold Projects, Task Force Updates and Other Items of Interest. © Mr. Haas will send out a reminder to the Associations about the Nov 29 meeting. CHAIR'S REPORT Commissioner Kowalewski stated during the winter he will be working on a website involving the bluebird houses. Commissioner Miskowiec stated he would like to have a discussion on off -trial bike riding within the City. Chair Butler suggested it be added to a future agenda. Commissioner Kowalewski congratulated the Andover Fall Sports Teams. ADJOURNMENT OF REGULAR MEETING Motion by Lindahl, seconded by Miskowiec, to adjourn the regular meeting at 7:40 pm. A Special Work Session Meeting of the Andover Park and Recreation Commission was called to order by Chair Butler on November 17, 2011, at 7:45 p.m. Commissioners Present: Chair Ted Butler, Tony Kowalewski, Vice Chair Jim Lindahl, Andrew Melberg, Mark Miskowiec, and Shaun Van Vark 1 401 Regular Andover Park & Recreation Commission Meeting Minutes —November 17, 2011 Page 6 0 Commissioners Absent: None Also Present: Assistant Public Works Director, Todd Haas Others UPDATE ONDRAFTPARKDEDICATIONSTUDY, CONT. Mr. Haas reviewed the Commission is requested to continue discussing the Draft Park Dedication study. Mr. Haas stated this draft was originally done in 2002 and last updated in 2005. Mr. Haas presented the Update to the Andover Park Dedication Study. He stated this was based on the 2010 census and planned census for 2030. Mr. Haas reviewed the details of the draft study. Mr. Haas referred to the Met Council's guidelines. Andover follows these guidelines regarding parks. Commissioner Lindahl stated Andover is unique because of its mix of rural and urban areas. Mr. Haas stated some of the parks could be reclassified as mini parks or some could be reclassified as neighborhood parks. Chair Butler stated the purpose of the park needs to be considered. Sunshine, Eveland Fields, Kelsey Round Lake, Andover Station North Ball Field Facility, City Hall campus hockey rink are considered community parks /playfields. Mr. Haas reviewed the Summary and Recommendations included in the Study. Mr. Haas © stated he will be finalizing the draft study with other City Staff in the next few days.
