Update of Draft Park Dedication Study, Cont. x f All PARK AND RECREATION COMMISSION MEETING — DECEMBER 1, 2011 MINUTES The Regular Bi- Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chair Butler on December 1, 2011, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Ted Butler, Tony Kowalewski, Vice Chair Jim Lindahl, Andrew Melberg, Mark Miskowiec, and Shaun Van Vark Commissioners Absent: None Also Present: Assistant Public Works Director, Todd Haas Others 1 0 RESIDENT FORUM There were no comments at this time. Motion by Kowalewski, seconded by Melberg, to close the resident forum. Motion carried on a 6 -ayes, 0 -nays, 0- absent vote. APPROVAL OF MINUTES There were no changes. Motion by Lindahl, seconded by Van Vark, to approve the November 17, 2011 Park Commission minutes as presented. Motion carried on a 6 -ayes, 0 -nays, 0- absent vote. AGENDAADDITION - ITEM 3A- (CONSIDER APPLICATION FOR SCHEDULE USE OF RECREATIONAL FA CILITIESIMEADO W CREEK CHURCH AREA YOUTH WORKERS) Motion by Miskowiec, seconded by Melberg, to add to the agenda Item 3A (Application for Schedule Use of Recreational Facilities /Meadow Creek Church Area Youth Workers). H Regular Andover Park & Recreation Commission Meeting Minutes — December 1, 2011 Page 2 © CONSIDER APPLICATION FOR SCHEDULE USE OF RECREATIONAL FA CILITIESIMEA D 0 W CREEK CHURCH AREA YOUTH WORKERS Mr. Haas explained the Park and Recreation Commission is requested to consider approving an application scheduled use of recreational facilities as requested by Meadow Creek Church Area Youth Workers. Commissioner Kowalewski asked if the warming house will be open and available for use. Mr. Haas indicated if they wanted to use it they can check out a key for it and they are aware of it. They would have to put a deposit down. Commissioner Miskowiec asked if they would be responsible for cleaning it. Mr. Haas stated they have never had a problem with this group before; they usually clean up after themselves. Motion by Lindahl, seconded by Kowalewski, to approve the application for scheduled use of recreational facilities (hockey rink) at Crooked Lake School as requested by Meadow Creek Church Area Youth Workers, and to waive the requirements. Motion carried on a 6 -ayes, 0 -nays, 0- absent vote. © UPDATE OF PLEASANT OAKS PARK IMPROVEMENTS Mr. Haas provided an update of Pleasant Oaks Park and the status of how the City will be notifying the residents about the online survey that could be available on the City's website. He displayed a map of the area within a one - eighth mile radius of the park identifying the properties that would have the opportunity to complete the City's park improvement survey. Commissioner Butler stated his only concern with this park in regards to restricting to an eighth of a mile is they have a substantial development to the east of the park between Round Lake Boulevard and the park which appears not to be served by any other parks. Mr. Haas stated to the west and north is the Meadows of Round Lake Park, to the east there is no park to Round Lake Boulevard and to the south there is Wild Iris Park located adjacent to Bunker Lake Boulevard which is quite away from Pleasant Oaks Park. He stated they are trying to get some general ideas from the surrounding community on what should be in this park. Commissioner Miskowiec thought they should be able to get a good sampling from the neighbors within the area. Mr. Haas explained what the City will do regarding getting the survey back and what the Park Commission would want to do. M Regular Andover Park & Recreation Commission Meeting Minutes —December], 2011 Page 3 Commissioner Butler noted from what he saw they would be sending surveys to 45 residences which he did not think was a lot and he thought they cut this off in the middle of blocks. Commissioner Miskowiec wondered if they could include some of the blocks that have been cut off in the middle and to also do this in the future. Mr. Haas noted he would square up the area for the survey. Informational; no action required. UPDATE OF WOODLAND MEADOWS PARK IMPROVEMENTS Mr. Haas explained that this item is an update of the Woodland Meadows Park and the status of how the City will be notifying the residents about the online survey that could be available on the City's website. He displayed a map of the area adjacent to the park. Commissioner Lindahl stated one thing to note is that Rum River Elementary is less than a quarter mile away for people to the west which has a significant play structure. Commissioner Melberg asked what the difference was between this item and the previous item. Chair Butler stated they wanted Mr. Haas to gather input on both of these for discussion and no formal action is needed on either item. © The Commission discussed the area that should be surveyed around the park. Commissioner Butler suggested to include a little more area near Partridge Street NW and 175th Lane NW and to include the other five houses. DISCUSS BMX BIKE FACILITIES Mr. Haas explained that this item is a discussion of the possibility of having a BMX facility somewhere in Andover. He noted this topic was mentioned at the last meeting by Commissioner Miskowiec. The Park Commission did explore this activity in 2001 based on a few youth bikers that were interested in a BMX track at Timber Trails Park, which is located in the northwest corner of Andover just west of Tulip Street NW and 178 Lane NW. Commissioner Miskowiec stated when he brought this up he intended to include all forms of off road trail riding and it could amount to mountain bike riding in some of the undeveloped parks. He did not know if the criteria would be the same for the insurance for different types of vehicles. Mr. Haas stated Mountain Biking would probably fit in the same category. Commissioner Miskowiec wondered if they could do something smaller in a park, a few jumps or something like that. Mr. Haas stated if they build one, they need to follow the © guidelines, and then the City would have the necessary coverage. Regular Andover Park & Recreation Commission Meeting Minutes —December], 2011 Page 4 © Commissioner Butler thought a good place could be in Martin Meadows Park and Open Space but he was concerned when he read through the liability issues related in particular to BMX in terms of being liability for injuries if unsupervised. Commissioner Lindahl stated it would need to be a fenced in facility. Commissioner Lindahl stated Timber Trails Park would be used as a dirt bike track if considered. Mr. Haas stated they are already having issues with that park. Commissioner Lindahl stated that is because it is so isolated. Commissioner Butler thought if they looked at other locations they would run into upset neighborhoods. Commissioner Miskowiec stated they have a lot of undeveloped parks in the City where he thought they could make a facility. The Commission discussed some of the parks that could handle a facility in the City. Commissioner Butler thought this was something to keep on the back burner and review occasionally for feedback. Commissioner Miskowiec wondered if the insurance was cost prohibitive. Mr. Haas stated that the Mountain Biking course that they were considering to build at Rum River Central Park which is Anoka County land thought the construction was on the high side © so they decided to wait. The City does have the ability to do something including the necessary equipment to construct a course with its own Public Works staff. Commissioner Miskowiec volunteered to check out some parks and report back to the Commission in a couple of months. OUTSTANDING ITEMS Mr. Haas reviewed outstanding items. Chair Butler reviewed the Joint City Council /Park Commission meeting. He noted the City Council would like to set up a Task Force to review with City Staff financing and analysis regarding artificial turf and possible dome. He thought the Task Force would need to meet during the day to accommodate staff. He thought there should be five to seven people on the task force. He wondered if anyone would be interested from the Park Commission to be on the task force. Motion by Miskowiec, seconded by Melberg, to recommend Chair Butler and Commissioner Kowalewski as primary members and Miskowiec and Melberg as alternates to the task force. Motion carried on a 6 -ayes, 0 -nays, 0- absent vote. Commissioner Kowalewski reported to the Commission the work that was done with the © bird houses in Andover. Regular Andover Park & Recreation Commission Meeting Minutes —December], 2011 Page 5 0 CHAIR'S REPORT Commissioner Kowalewski reviewed the sports happenings in Andover this past month. It was noted the Park Commission will not be meeting on December 15, 2011. ADJOURNMENT OF REGULAR MEETING Motion by Commissioner Lindahl, seconded by Commissioner Van Vark, to adjourn the regular meeting at 7:39 p.m. Motion carried on a 6 -ayes, 0 -nays, 0- absent vote. The Special Work Session Meeting of the Andover Park and Recreation Commission was called to order by Chair Butler on December 1, 2011, 7:40 p.m. Commissioners Present: Chair Ted Butler, Tony Kowalewski, Vice Chair Jim Lindahl, Andrew Melberg, Mark Miskowiec, and Shaun Van Vark Commissioners Absent: None © Also Present: Assistant Public Works Director, Todd Haas. UPDATE ONDRAFT PARKDEDICATIONSTUDY, CONT. Mr. Haas explained that the Park and Recreation Commission is requested to continue its discussion of the draft Park Dedication study. Commissioner Lindahl stated originally they looked at connecting a trail from Shadowbrook to Hickory Meadows and he wondered if it was in there. Mr. Haas stated it is in the transportation plan so would not be included in this plan. The Commission discussed a possible park site in Winslow Hills. The Commission thought they needed something in the area, at least a ballfield or two. Mr. Haas suggested only one type of sport field be placed in the park. Chair Butler preferred to say they would like two playfields, but would prefer not to say what kind at this time, with an area with play equipment. They would like the park adjacent to a future collector street because of traffic. The City should also include parking for the facility. The Commission would like to also include a medium size shelter in the park. The Commission thought they should include an additional $25,000 for each of the 3 © parks (Sophie's Park, Oakview Park and Hickory Meadows Park) for future park expansion. Regular Andover Park c& Recreation Commission Meeting Minutes — December 1, 2011 Page 6 The Commission was fine with updating the proposed facilities chart with the improvements mentioned above and is to be included in the park dedication study so a fee can be determined.
