Consider 2011 -2012 Hockey Rink Schedule DATE: November 17, 2011 INTRODUCTION This item is in regard to considering the 2011 -2012 hockey rink schedule. DISCUSSION To date the City has only received an application from the Andover Huskies Youth Hockey Association ( AHYHA). Anoka, Coon Rapids and St. Francis Youth Hockey Associations were notified that rinks were available for them to reserve but to date have not responded. Attached is the proposed schedule and the rinks that they plan on using for the 2011 -2012 season. As you can see from the attached schedule, AHYHA will be responsible to provide supervision (either a coach or member of the association) on Monday's, Tuesday's and Thursday's from 4 pm until 8:30 pm on each of those nights at 3 of the facilities. The City will be providing a warming house attendant at Hawkridge Park every day of the week except for Wednesday nights. All rinks are closed on Wednesday's except during Christmas break. All rinks will be open on Friday's, Saturday's and Sunday's. The City will provide staffing on these days as was done last season. It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of the Park and Recreation Commission in scheduling is to allot the limited number of recreational facilities in a fair and equitable manner, using compromise when necessary to accommodate the maximum number of requests possible, The Guidelines for Field Usage by Youth Associations may be used to determine field allocation (see attached). Facility requests submitted by the due date with this completed form will be given the highest priority. Subsequent requests will be filled on a first -come, first - served basis if facilities are available. The sequencing of scheduling will be considered with City youth associations having first priority. Consider Request for Flagpole Location/Veteran's Memorial Boulevard Date: November 17, 2011 INTRODUCTION The Park and Recreation Commission is requested to consider a request for a flag and flagpole to be located somewhere along Veteran's Memorial Boulevard. DISCUSSION Attached is a request from Jeanne Johnson to install a flag and flagpole somewhere along Veteran's Memorial Boulevard. There are a couple options that could be considered. Attached is a drawing of 3 possible locations. The locations are as follows: • The northwest corner of the intersection of Veteran's Memorial Boulevard NW and Nightingale Street NW. There is already a development sign at this location. The only thing that would be missing is light to light up the flags. • The northeast corner of Woodland Estates Park is another possible location. There is already a street light next to the park that would help light up the flags. • At the future intersection of Veteran's Memorial Boulevard and the main collector street that will run north and south at some point as part of the Rural Reserve area. The recommendation will be forwarded to the City Council for consideration. Note: The reason this is being presented to the Commission is due to the possible location in Woodland Estates Park. Date: November 17, 2011 INTRODUCTION The Park and Recreation Commission is requested to continue discussing the proposed park playground surveys for mini parks and neighborhood parks that will be sent when a new park or reconstructed park is being considered for improvements. DISCUSSION Staff has had an opportunity to discuss with the City of Blaine the process /policy they are currently doing. As far as notification, Blaine's policy is to pay for the postage for the survey's that are sent out to residents but the residents are responsible for paying for the return postage and sending the survey back by mail (the residents also do have the option of dropping them off at City Hall or faxing in). At this point the residents do not have the option for the survey on -line but the City of Blaine may consider this in the future as an option. Note: Staff has revised the survey to include the City of Andover's fax number and my e-mail address in case they want to scan the survey and send it back. As far as the online survey, at this point staff is not ready to have the survey available on the City's website but certainly will explore this for 2013 projects. With a short time frame to get going and notifying residents for 2012 projects, it is staff s recommendation to let residents have the option to send the survey back by mail, drop it off at city hall, fax the survey or send the survey to me. As far as the notification process, staff would recommend the Park Commission establish a policy similar to the City of Blaine's which is to notify residents within one -eighth (1 /8) of a mile for mini park and one - quarter (1/4) of a mile for neighborhood parks so there is consistency. Adopting a policy similar to Blaine's will help streamline the process. As far as when new community playfields or community parks are being considered for improvements, a city wide public input process would be suggested by including articles in the city newsletter or in the local official paper. Review Outstanding Items DATE: November 17, 2011 Issues list as of 11/15/11 COMPLETED PROJECTS — • Community Garden Plots — Now that the agreement has been signed by Grace Lutheran Church and the agreement is automatically renewed each year, this will now be removed from the outstanding issues list. ON -GOING PROJECTS - • Develop Site Plans for all existing parks which indicates the facilities available. (On- Going). • UUvdate of Park Dedication Improvement Fund Ouarterly Report — Next quarterly report is due in January. • UUvdate of Ouarterly Sheriffs Department Report on Park Patrol & Vandalism — Next quarterly report is due in January. • 2011 Park Dedication Study — Item is on the agenda. It is also schedule for discussion with the City Council at the workshop meeting of November 29a'. • Artificial Turf/Dome Discussion —Item is scheduled for discussion with the City Council at the work shop meeting of November 29th. ON -HOLD PROJECTS— TASK FORCE UPDATES — OTHER ITEMS OF INTEREST — • Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they plan on starting on the construction. • Hickory Meadows Park — The neighborhood has been out working on receiving donations. So far they have raised $2200. This is an excellent start. They will continue throughout the winter's months to raise more. To date, $600 in donations has been received by the City. Need to be in contact with Kevin Starr in Parks Maintenance about which parks they are to be installed at. • Organized Trail Bike Ride/Lindahl - Need information from Commissioner Lindahl. Once the information has been received, the earliest it would be placed in the newsletter would be spring of 2012. • Walkine/Running Route Butler - Need proposed route from Commissioner Butler. DATE: November 17, 2011 INTRODUCTION The Park and Recreation Commission is requested to continue discussing the Draft Park Dedication study. DISCUSSION A copy of the draft park dedication will be presented to the Park Commission at the meeting. Staff is still finishing up on the written portion of the study and reviewing the calculations. The estimated costs for the future improvements have been identified. Note: Kevin Starr, Public Works Parks Supervisor, and I have made some minor updates to the Future Park Facilities Chart.
