PARK AND RECREATION COMMISSION WORKSHOP MEETING
APRIL 21, 2005
MINUTES
A Special Workshop Meeting of the Andover Park and Recreation Commission was
called to order by Chairman Jim Lindahl on April 21, 2005, 7:36 p.m., at the Andover
City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota.
Commissioners Present:
Dan Masloski, Meg Dudgeon, Dave Blackstad (arrived at
9:00), Chairman Jim Lindahl, Ernest Bedor, Wendy Albee,
and Devon Walton.
Commissioners Absent:
None.
Also Present:
Parks Coordinator, Todd Haas
Parks Maintenance Supervisor, Kevin Starr
CONSIDER CITY CODE 8-4-1 K (3) a AMENDMENT / DOMESTIC ANIMALS
Mr. Haas explained that this item is in regard to considering amendments to City Code 8-
4-1 K (3) in regard to domestic animals. He reviewed that at the last meeting, it was
determined to discuss this matter at the workshop tonight. He referred the Commission
to the information packet that included the most current park map and asked the
Commission to determined which parks should be recommend to not allow domestic
animals. Mr. Haas also noted the current City Code in regard to domestic animals in
certain parks.
Chairperson Lindahl explained there was quite a bit of concern expressed by the public
when the Commission addressed the issue of horses in the park. He suggested the
Commission concentrate on major ball fields with tournaments and multiple game
locations.
Commissioner Albee noted this issue resolved around the health issue and dealing with
dog waste.
Commissioner Walton noted it was also a safety issue if the City allowed dogs around
areas where many people were gathered. .

Mr. Starr explained some cities had taken the approach of providing stations where the
waste could be deposited. He noted his crew spent much time dealing with the waste in
the parks.

Chairperson Lindahl stated these stations could be placed along the trails to increase
awareness of the issue.
Mr. Haas noted the Commission could spend up to $1,000. He suggested installing three
or four of the stations to see if they would be used.
After discussion, the Commissioners concurred on a trial for the stations. The
Commissioners further determined the following criteria for selecting the parks where
Domestic Animals would be prohibited: multi-use, mowed, highly urban, high usage,
weekend tournament sites and a high concentration of the population.
Motion by Commissioner Walton, seconded by Commissioner Albee, to recommend to
the Council that domestic animals not be allowed in the following parks:
. Andover Station North
. Prairie Knoll
. Shadowbrook East
. Hidden Creek North
. Eveland Fields
Motion carried on a 6-ayes, O-nays, I-absent (Blackstad) vote.
DISCUSS 2006-2010 PARKS CAPITAL IMPROVEMENT PLAN
Mr. Haas stated this item is in regard to the 2006-2010 Parks Capital Improvement Plan.
He reviewed that at the last meeting, the Commission scheduled a workshop for tonight
to begin discussing the CIP. He noted the Commission has been provided with
information related to the projected fund balance that was prepared by the Finance
Department. The projects that are identified are from the 2005-2009 CIP. Also, the park
at Country Oaks West has been included.
After discussion, the Commissioners agreed to list each park and its known information.
A timeframe for upgrades would be assigned to each park (1 to 5 years, 5 to 10 years,
etc.). The list was as follows:
. Oak Hollow - Residents have not called about the park. It is a nice piece of
ground. There is not a connection to Miller's Woods development, which would
have its own private park. (5 to 10 years)
. Moore's Estate - It has mostly high ground. It is an older neighborhood and there
is a possibility development could happen in the near future. (5 to 10 years)
. Dehns - It is mostly wetlands and not developable. Remove from consideration.

. Creekridge - It is a low area and the equipment has been removed. The City has
received no calls since the playground equipment had been removed. Access to
the park is difficult. It is in a poor location and vandalism is an issue. It has areas
that do get wet at certain times of the year. It is surrounded by hardwoods and
evergreen trees. (5 to 10 years).
. Red Oaks East - There is some high ground and some wetland. There was at one
time a ball field there. The infield is wet most the time. There is currently no off
street parking area. The park is right up against the old landfill and there is a
ditch on the south side. The park has had a lot of vandalism in the past. It would
be a decent piece of land if it were re-graded. It would be a big proj ect, but there
is alot of potential. There has never been any play structure at the park. (5 to 10
years).
. Woodland Estates - 4th Edition - It is a small lot with potential of only having one
set of playground equipment on it. There are many younger families in the area
A tot lot is all that would really fit, but in two years, the children would have
outgrown the park. It is a possible site for a basketball court, which could serve
children from 7 to 18 years old. (1 to 5 years).

. Oakview - There are many younger families here. The park was planned to have
a structure, green space play area, and a basketball court. The residential portion
of the development is mostly done. A tot lot would be heavily used now since the
children are still at the younger age group for that area.
. Forest Meadows - The damaged equipment was removed from the site and has
not replaced. There have been no complaints from residents. There is a soccer
field there so it would be nice to have play equipment for the siblings. There is
not a lot of use since it is used for practice only. (Possible 1 to 5 years).
. Northwood's West - Removed from consideration. The equipment was removed
and not replaced. It is right in the middle of two other parks. Currently there are
2 tennis courts at the park.
. Crooked Lake - Removed from consideration. It is right across from a school.
. Terrace - It needs a basketball court and a paved parking lot. It is a relatively
large park. It has currently has 1 baseball field. Most of the complaints received
are about the parking. The current parking is gravel. It is currently identified in
the CIP. The existing playground equipment was installed six years ago. There
could be a free skating and hockey rink constructed in south end part of the park.
(1 to 5 years)

. Shady Knoll- There is an existing basketball court. There do not appear to be a
lot of any younger aged children in the neighborhood. The park is overdue for

equipment. The free skating rink does get a lot of use. There is funding proposed
for equipment replacement in the CIP within 2-5 years. (1 to 5 years).
. Creekview Crossing - It is listed in Mr. Starr's CIP so does not need funding
allocated from the park dedication.
. Hidden Creek North - It has an age 2 to 5 years old tot lot. The existing
equipment for the 5-12 year olds needs to be replaced. It does not meet ADA
requirements and is ready to rust away. The park is used constantly. Mr. Starr
will allocate funds for it and decide when to make the upgrades. Removed from
consideration.
. Hidden Creek South - It is also under Mr. Starr's allocated CIP funds. The
structure is in good shape and Mr. Starr will decide when it needs upgrading.
Removed from consideration.

. Fox Meadows - The structure is in bad shape and used while the soccer field is in
use. No one uses the park on the weekends or in the off-season. The Commission
discussed possible tennis courts there, but felt the high school had eight courts.
Basketball would be one possible use. !here is much land that is all high ground.
It is a regional park so it should have more amenities. There are no basketball
courts on the west side of the City now. If hockey boards are installed around the
basketball court, it could be used all year long. TIlls would be a good location for
a Frisbee golf course. The course could go around the soccer fields. There are
some smaller hills within the park area (Equipment replacement 5 to 10 years.
Basketball Court 1 to 5 years.)
. Red Oaks West - Equipment needs replacement. (5 to 10 years).
. Meadow Woods North - It is in the CIP for a tot lot and equipment in 5 to 12
years. Remove the $25,000. (5 to 10 years).
. 138th Tot lot - (5 to 10 years).
. Crooked Lake Boat Landing - The DNR is considering funding the reconstruction
of the parking lot and ramp in 2006. Playground equipment is not needed since
there is a school across the street.
. Strootman - The existing ball fields need to be reconstructed and rotated. The
parking lot needs to be paved. It only has a 4-foot fence in the outfield. It sees
use even on the weekends. TIlls should be a high priority. It could be converted
to a softball and baseball for younger aged children. (1 to 5 years).

. Hawkridge - It is a regional park and a $500,000 project. It has an existing ball
field and a soccer field. The playground was rebuilt last year. It also has a

hockey rink and free skating rink. The park could use new building with
concessions, storage room and bathrooms. Other new improvements should
include a paved parking lot, new septic system, bleachers, and
landscaping/irrigation system. (1 to 5 years, but closer to 5 years.)
· Timber Trails Park - It is not a regional park. The baseball association does not
use it very often. (5 to 10 years).
· Andover Lions Park - It needs outfield fencing and an irrigation system. It has
city water adjacent to the park and is very visible to the public. (1 to 5 years).
· Andover Station North -This is a separate issue. The ball field project is a
valuable improvement to the city and the funding needs to be set aside to build a
reserve so that the project can be built.
Commissioner Walton questioned whether something could be done to the
Agricultural Reserve Lots in his neighborhood. He asked if they could put in a
temporary basketball court, soccer field, or skateboard park. He felt the skateboard
park would not need to be moved for 5 to 10 years.
Mr. Haas noted he would redo the numbers and bring the information back to the
Commission for further discussion.
Motion by Commissioner Blackstad, seconded by Commissioner Walton, to hold another
workshop after the next Commission meeting on May 5, 2005.
Motion carried on a 7-ayes, O-nays, O-absent vote.
ADJOURNMENT
Motion by Commissioner Bedor, seconded by Commissioner Blackstad, to adjourn the
workshop meeting at 9:46 p.m. Motion carried on a 7-ayes, O-nays, O-absent vote.
