',/ 29 ''''15\ . , 30 Mr. Dickinson referenced map #5 tlia.~i~fl.ttached to the packet; he indicated that some properties th...", 31 on Bunker Lake Boulevard and 138 Avenge between Crosstown Boulevard and Crosstown 32 Drive have come up for sale. 33 34 Mr. Dickinson stated 2600 138th Avenue is a vacant property, owned by the bank and was up for 35 sale. The City submitted a bid on the property, that bid was accepted and the City will be closing 36 on the property on October 19th. He indicated 2537 138th Avenue is also vacant. The bid process 37 on 2537 had been completed before the City could put a bid in. However, there are potential 38 issues with the accepted bid, so the City did submit a bid for the asking price of $149,900. Staff 39 is still waiting to hear about the submitted bid. Mr. Dickinson indicated 2601 138th Avenue is up 40 for sale, the City could pursue the property however the 4-plex is fully occupied. 41 42 Mr. Dickinson is looking for direction from the EDA on what area staff should focus on. He 43 stated staffis looking for vacant properties that have gone through foreclosure. Mr. Dickinson 44 stated the properties on the north side of 138th Avenue are not a lot of value to the City until the 45 properties on the south side of 138th Avenue are acquired. He indicated the park is not a 46 dedicated park and the utilities are in the road. 47 President Gamache suggested staff continue to pursue properties that are vacant. Andover Economic Development Authority Meeting Minutes -October 4, 2011 Page 2 1 2 Commissioner Knight would like to see a concept plan put into place. Mr. Dickinson indicated 3 once you label the area a redevelopment project it tends to raise the price of the property. 4 5 Mr. Dickinson indicated if the City pursues properties that are occupied the City should bring on 6 a relocation consultant. City staff are not experts in the relocation of residential renters. 7 8 Commissioner Twisto1 stated the original reason to pursue the properties was because the EDA 9 did not like what they saw along Bunker Lake Boulevard. She asked why waste time pursuing 10 property on the north side of 138th Avenue when it is not seen from Bunker Lake Boulevard. She 11 suggested focusing on the property along Bunker Lake Boulevard. President Gamache agreed 12 with Commissioner Twisto1 to focus on Bunker Lake Boulevard and the property south on 138th 13 Avenue. 14 15 Mr. Dickinson indicated the primary focus will be along Bunker Lake Boulevard and south of 16 138th Avenue, however if a vacant property becomes available on the north side of 138th Avenue, 17 he questioned if the property should be pursued. 18 19 Commissioner Trude would like this item to be brought to an EDA workshop and maybe have an 20 EDA bus tour. 21 22 Mr, Dickinson stated the time frame on this project if we only pursue vacant properties will be 23 long term. If the EDA wants staffto be aggressive for a shorter term project, then a relocation 24 expert should be in place to work with tenants. 25 26 Commissioner Knight stated this is not the only location on Bunker Lake Boulevard that should 27 be considered, Mr. Dickinson cautioned the EDA not to spread too thin with too many projects 28 because then projects will struggle to be completed. 29 30 President Gamache directed staffto gather information on a relocation expert. Mr. Dickinson 31 indicated staff will continue to purse anything vacant in that area. Commissioner Howard 32 suggested for staff to check into a rental management company. 33 34 MONUMENT ENTRANCE/ELECTRONIC READER BOARD UPDATE 35 36 Mr. Carlberg indicated Gopher State One locates still need to be completed at both locations; 37 Round Lake Boulevard and Crosstown Bou1evard/Bunker Lake Boulevard. The wood laths have 38 been moved at the Round Lake Boulevard location, this may be why the locates have not been 39 completed. He stated letters have been submitted to the Anoka County Highway Department 40 (ACHD) requesting the license agreements. There has been no response from ACHD at this 41 time, he will follow up with them at the end of the week. Once the license agreements have been 42 approved, staff will have the locations surveyed and landscaping designs drawn up. 43 44 Andover Economic Development Authority Meeting Minutes -October 4, 2011 Page 3 1 EDA PROJECT PROGRESS REPORT 2 3 Mr. Carlberg updated on the following: 4 5 2011 Special EDA Events - Contact has been made with the Andover Station Association events 6 coordinator. They coordinate the Halloween event at Andover Station. Mr. Carlberg indicated to 7 the coordinator that the EDA is interested in collaborating with the Andover Station businesses 8 on a summer event. To date no board meeting has been scheduled to discuss an event. 9 10 Andover Station II Service Road Concept - Contact was made with the President of the Owners 11 Association. Mr. Carlberg requested being at a board meeting to discuss the service road 12 concept. Mr. Carlberg stated he received a cold reception from the President who indicated it 13 was not necessary. The President indicated they do not want any improvements from Martin 14 Street to Jay Street. The President indicated the Association will support a left turn lane at 15 Martin Street from Bunker Lake Boulevard. Mr. Dickinson indicated he requested letters of 16 support for the turn lane from the businesses several months ago to present to Anoka County and 17 received none. 18 19 Commissioner Trude requested staff send a letter to the Owners Association confirming their 20 denial of the service road concept. 21 22 Mr. Carlberg indicated he will call a couple of the Owners Association's Board Members to 23 make sure the denial of the service road is what the entire board has agreed upon. Then follow 24 up with a letter to the President confirming the position of the board. 25 26 Andover Station Area Medians - September 13th Prairie Restoration performed a maintenance 27 and weed control, as part of their contract. 210 smaller plugs and 4 inch pots were planted on the 28 end caps of the medians and over seed was done on the entire median. The city will need to 29 continue weed abatement twice a year. Commissioner Twisto1 expressed her concern that the 30 over seeding will not accomplish the goal. 31 32 www.MetroMSP.ore and City Wehsite - An Economic Development website has been created. 33 All the economic development items have been moved from the Planning website. There are 34 also improvements to the Planning website. 35 36 Potential Restaurants - Follow up has been made to three restaurants. Mr. Carlberg will be 37 submitting information to two other restaurants. In the next few weeks the Moose & Co. site will 38 be available to market. 39 40 TIF DISTRICT CASH FLOW UPDATE 41 42 Mr. Dickinson reviewed that the TIF District is debt free. The sale ofland to Dynamic Sealing 43 has left a cash balance of$I,116,035 to pursue available properties. Sales from the Parkside 44 project and Andover Station North will add to the available balance. Mr. Dickinson indicated Andover Economic Development Authority Meeting Minutes -October 4, 2011 Page 4 1 TIF District 1-1 will decertify at the end of2012 and District 1-2 at the end of2014. 2 3 PARKS/DE AT ANDOVER STATION UPDATE 4 5 Mr. Dickinson indicated staff is working towards closing; the hope is to close in the next few 6 weeks. The purchase agreement has been fma1ized, most of the contingences are all cleared up 7 and a walk through on the model needs to be done. The EDA will be providing partial mortgage 8 releases on some of the townhomes that are already built. There are issues between Bruggeman 9 and Premier Bank, the issues do not affect the closing. 10 11 Mr. Dickinson stated Community Development has initiated some discussion with builders and 12 developers to try and start moving the area, in particular the single-family lots. Carlberg, Community Development Director SUBJECT: Commercial/Industrial Property Discussion DATE: November 1,2011 INTRODUCTION The EDA is requested to receive a presentation from the Community Development Director at the meeting. DISCUSSION The Planning Commission at their September 13,2011 meeting had a lengthy discussion regarding the appropriate amount of commerciallindustria11and to be zoned in Andover. Currently only 2% ofland (436 acres) is zoned for commercial and industrial uses. Staff informed the Commission that the issue is not how much land is zoned accordingly but instead what percentage of your tax base is generated by commerciallindustrial properties. In a typical community, 20% of a city's tax base is desired to come from commerciallindustrial1and uses. The Commission's discussion included the idea of having a retail market analysis done for the City. The analysis would determine the appropriate amount and type of retail uses a community can support in the marketplace. The Commission suggested that the EDAlCity Council consider having an analysis done to base future discussions on. If the EDA is interested in having an analysis done staffwill solicit proposals to conduct the study. In addition, the Commission was also interested in what neighboring bedroom communities had for commercial development percentages and that they be evaluated and reported back to the Commission at a later meeting date. Staff is currently preparing this information for the November 8, 2011 Commission meeting. ACTION REOUESTED Receive a presentation and provide direction to staff. Carlberg, Community Development Director SUBJECT: Selection of Venue for 2012 Annual Business Development Day DATE: November 1,2011 INTRODUCTION The City has conducted an annual business development day for the past nine years to promote business and development networking. From 2003-2009 the event was held at Green Haven. In 2010 the event was held at The Refuge and this year the event was held at Majestic Oaks. The event has been held in June. Staff has obtained four price quotes for the 2012 venue and they are The Refuge ($62), Majestic Oaks ($66.00), Green Haven ($67.98), and The Links at Northfork ($68.00). All golf courses quoted a round of golf and a sirloin steak dinner (See attachments). Note that the proposals from The Refuge and Majestic Oaks included one free round of golf for each person who plays in the tournament. The Refuge also included $100.00 Pro Shop Gift Certificates for every 30 golfers. When you figure these additional benefits into the equation, staff feels that The Refuge would be the best option for 2012. Carlberg, Community Development Director SUBJECT: EDA Activity - Project Status Report DATE: November 1, 2011 INTRODUCTION This memo provides a brief update of all EDA activities. Further details will be provided at the meeting. DISCUSSION 2011 Special EDA Events -"Music at Andover Station Tonight" - To date there has not been any association meetings scheduled to discuss this event with Andover Station businesses. Staffhas made contact with the promotional event group (OnCue Corporate Events Management, LLC) of the Festival Foods area to discuss ideas for EDA collaboration with upcoming events sponsored by the association. Staff will continue to explore ideas and ways to collaborate preferably something in the summer months to take advantage of favorable weather conditions for outdoor events. The Andover Station Halloween Event was held on Saturday, October 29th from 10 a.m. to 12 noon. The event included trick or treating throughout center, gift trick or treat bags, face painting, cookies and apple cider, and free pumpkins for all participating kids. ASN Parking Lot - Parking lot has been installed. No parking sign installation to occur this spring on the drive lane accesses to the lot. This driveway/parking lot was budgeted for as a TIF project expense. Andover Station Service Road Concept - Staff did finally make contact with an association board representative who indicated that a discussion of this concept was not necessary before the board and that the association does not support promoting access through the site (between Martin Street and Jay Street south of Tanners and the Andover Cinema). In fact they would like to eliminate cut through traffic. They did indicate the interest of the association was to have a left turn lane from Bunker Lake Boulevard to Martin Street. Andover Station Area Medians - No update until spring 2012. Andover Station North - Available sites are actively being marketed. www.MetroMSP.or~ and City Website - Staff continues to monitor the EDA's land sales information on the MetroMSP website sponsored by Anoka County. We have also shown information on other commercial and industrial lands that are for sale in Andover on both the www.metromsp.org and in the past on the city planning department's website. Staff has updated the city's website to include and economic development department to provide prospective businesses easier access to available commercial/industrial properties as most parties interested look for an economic development section of a city's website if they are inquiring about available properties/bui1dings. Staff recently updated the site to include a link to the article in the Anoka Union on Dynamic Sealing Technologies, Inc. Potential Restaurants - Staff has submitted site and demographic information to nine potential restaurants in October. Additional follow-up will occur in early November. Redevelogment -Staff is monitoring the area for potential acquisitions as they become available. Closing on 2600 138 Avenue NW occurred on October 26, 2011. Staff also continues to pursue the use of Community Development Block Grant Funds (CDBG) to install municipal water service in the area of 140th Lane NW. Surveys have been sent out to owners/residents on family income qualifications. Parkside at Andover Station Negotiations - Staff has completed negotiations with Premier Bank and Bruggeman Homes.
