Discuss Use of Fields by Other Associations and 2012 Fee Schedule for Parks Date: October 20, 2011 INTRODUCTION The Park and Recreation Commission is requested to discuss the use of City parks and facilities by youth associations programs that are not Andover teams and determine if the 2012 fee schedule should be amended to reflect a fee for use when 2 teams from other programs play against each other on Andover fields or facilities. DISCUSSION It has been brought to staff's attention recently that 2 teams from other associations played games against each other at one of the fields at Prairie Knoll Park. Staff did contact the Andover Football Association (AF A) about this and they indicated that teams from associations outside of Andover did get scheduled on Andover fields. Staff is not clear the discussions that AF A had with the league scheduler at the beginning of the season about other associations playing against each other and using Andover's fields. Staff has received an e-mail from the league scheduler as to how they schedule games and his opinion about having 2 teams from other associations playing against each other on other cities fields. Also attached is the list of games that were scheduled for the 2011 fall football season for your review. The Andover Football Association has offered to pay the City a fee for all the games but based on the 2011 adopted fee schedule, there are no fees required for teams from other communities that do not play an Andover team (see attached). Note: Attached is an e-mail from both the Football League Scheduler and from AFA after staff had prepared and sent a copy of this agenda item to each of them. Please send any invoices to AFA and we will take care of it. We did discuss this last night at our board meeting. We do request that TCNYFL keep these types of situations to a minimum but we ultimately have no control over the scheduling for TCNYFL. The board expressed concerns about this issue as well. However, the bigger concern is that we are directed by Park and Rec to keep the number of games "down". I just hope they understand that as a not for profit organization we fund raise mainly by having concessions at PK. This fund raising is important and without games there is no concessions. The other concern is we employee referees that are 98% High School Students. These people have come to rely on us for a "fall job" with a flexible schedule. This season with the direction given to "lessen" the games played in Andover we are down about 50 to 60 games compared to last year and even more than in the years before that. Part of the reason we are given these types of games is because we have plenty of referees and we train them. Also, you should know that Fridley, Moundsview, New Brighton and other communities host games that do not consist of a "home" team. Please understand we want to work with Park and Rec. but feel that each year the restrictions become harder and harder to work with. Let me know if I can offer further assistance with this issue. I think you understand what is going on here. Nobody is taking advantage of Andover - this is how the league works. A grand total of 13 games that don't involve an Andover team of a total of approximately 125 games - thats for all levels 2-8th grade. And for night games, at least one game involves an Andover team. Weekends, usually three or four games involve Andover teams. A number of these games involving non-Andover teams have already been played. Four of these games are 2-3 grade games at Sunshine - fields we hardly use. The other 9 games are played at Prairie Knoll and involve 4th, 5th, 6th, 7th and 8th grade games. See below. Of the 94 games played at Prairie Knoll East and West, 85 involve one (or two) Andover teams. 9 games do not involve Andover teams - but always paired with at least one, and often several (on weekends) games that don't involve Andover teams. The problem is not a few games involving non Andover teams, the problem is the number of teams Andover has and my willingness to accomodate their excellent association. And if r perused the website and examined other communities - every one hosts some games not involving their teams - my community Fridley for example just hosted two 7th grade games on Saturday. This is how it works, and is the only way it can work in order to get quality officials and get the games in before the end of MEA for the younger guys and the end of October for the big guys. You need to talk to the other people copied on this. This league has survived and prospered because of inter-community cooperation, common sense, and the avoidance of this type of stuff. All it does is throw a wrench in a two highly successful youth leagues that has prospered because 1 of years of common sense cooperation between dozens (now 30) communities. J I think Twila, Mike and I have clearly stated the necessity of occasionally scheduling games that involve two non- v community teams. It is also beyond dispute that EVERY COMMUNITY does this to varying degrees. Examination of the ~ website confirms this. It is an absolute necessity because of lack of lighted fields, lack of fields period, the ~ short football season, and travel considerations (having Big Lake and Mounds View playa game on a Thursday evening at Prairie Knoll, for example, to avoid one very long trip for one team on a school night) How do you quantify in dollars such things? To this point we haven't, as league participants acknowledge and understand this. The quid pro quo is Mounds View providing their varsity field on many occasions, and of course hosting games at Chippewa and Highview on weekends that don't involve Mounds View teams. If the goal is lowering the physical use of Prairie Knoll East, West and Sunshine 100, which apparently you are already trying to accomodate by not using the fields for practice, I suggest we can examine the following: 1. Limiting somewhat the use of these three fields on weekends. While the Centennial, Fridley, Blaine, Brooklyn Park/Center and St. Francis fields are also used excessively, (Centennial on weekends only - look at the website), next year through scheduling we could either eliminate a couple of Saturdays and Sundays on each of the three 100 yard fields, and utilize the Blaine Baseball Complex, Edgewood, Chippewa, Highview, and St. Anthony and Columbia Heights fields more (I note this would involve non Columbia Heights and St. Anthony teams playing considerably more games on their fields). 2. Playing more on Monday evenings with the younger (4-6 grades) This way we could try to "rest" one of the 100 yard "" fields at least one weeknight "play date" per week. Also, utilize the Sunshine 100 field more. -+- 1: ~ 3. For the 4-6 grades, I could construct divisions differently - not use geography as much - and split the Andover teams r among three or four divisions. This would ease the burden, again, but would result in more games away from home for E Q Andover teams. Again - in essence we would be using Chippewa, Edgewood, Highview, St. Anthony, Fridley, and ~ Heights more, easing the burden on the Andover fields. This would also result in more late Saturday afternoon or early t Saturday morning games. All doable, of course, but not without creating another set of issues, 4. Is it possible to convert one of the Sunshine 80 yard fields to a 100 yard field at little cost? With another 100 yard field, we could rotate to the extent that on any given date only two out of the four 100 yard fields are in use. Again, from my perspective, charging for a dozen games not involving Andover teams does nothing to solve the problem - but creates a potential significant issue for two really successful youth leagues that relies on the cooperation of 30 communities and hundreds of volunteers. The Park Commission has asked us to not use the fields for practices, which we have done. They have asked us to keep the game load lighter, a: which we have done, and in turn we have lost concession revenue, which keeps the fees down, and job opportunities for our referees. In the end we can not strictly limit games to Andover teams. If we have to do that, most likely the AFA 'tt would choose to incur the cost and we would raise the fees to soak up those costs. If we, the AFA do not choose to incur l the extra costs, the result would be higher fees to TCNYFL to pay for field usage elsewhere and more traveling for the ~ AFA participants. So ultimately who are we hurting? The taxpayer, those taxes do go for field maintenance. DISCUSSION As you know, some of the high school students have been parking at the Sunshine Parking west parking for the past few years to avoid paying the student parking lot fee at the Andover High School. Attached is the Anoka-Hennepin School District No. 11 student parking lot fee policy and fees/procedures that has been research by Commissioner Miskoweic. Discuss Proposed Park Playground and Neighborhood Park Surveys Date: October 20,2011 INTRODUCTION The Park and Recreation Commission is requested to consider the proposed park playground (Mini Parks) and neighborhood park surveys that will be sent when a new park or reconstructed park is being considered for improvements. DISCUSSION At the direction of the City Council and the Park Commission, it has been determined that before a new park or existing park is being considered for improvements, surveys are to be sent out to the neighborhood for their input as to what the neighborhoods would like to see in the park. Attached are two draft surveys, one for mini parks (parks such as Woodland Estates) and one for neighborhood parks (parks such as Hidden Creek North or Prairie Knoll Parks). The recommended process/policy that is being suggested by staff would be as follows, Ifthe park is located in the rural area of the city (generally the 1.0 acre size lots or larger) the survey would be sent to everyone within 700 feet of the park boundaries, If the park is located in the residential area with lots sizes generally less than 1.0 acres (urban areas), a survey would be sent to everyone within 350 feet of the park boundaries. Once the survey has been sent out, the neighborhoods would have 10 days to respond (a date will be identified in the survey). The City will be responsible for all postage for the surveys to be sent out and will also responsible to pay postage for the survey that need to be returned back to the City, The survey will also identify the date when the Park Commission will hold a public input hearing with the neighborhood, Once the hearing is complete, the Park Commission will need to recommend to the City Council the park improvements that should be made. As far as when new community playfields or community parks are being considered for improvements, this will need to be discussed with the City Council at the November workshop which is scheduled to include a joint meeting with the Park Commission. ACTION REQUESTED The Park and Recreation Commission is requested to consider the proposed park playground (mini park) and neighborhood park surveys that will be sent when a new park or an existing park is proposed to be reconstructed for possible improvements and the process/policy for notifying the neighborhoods. Update Trail Plan and Policy Date: October 20,2011 INTRODUCTION The Park and Recreation Commission is requested to discuss current regional trail plan and policy that has been adopted by the City Council in regards to involvement by the Park and Recreation Commission. DISCUSSION Attached is the protocol for the planning, design, construction and financing of pedestrian trails that was approved by the City Council in November 2002. Also attached is a copy of the most current proposed Regional Trails Plan that was done just a few years ago by the Transportation Committee and approved by the City Council. The trail plan just so the Commission knows was prepared with parks in mind so that some parks could possibly be linked up at some point in the future with some of the regional trail systems. At this point, staff does not feel that any changes should be made to the plan since it has gone through extensive review just a few years ago, The next time the trails plan will be reviewed is when the overall city comprehensive plan needs to be updated sometime in the next few years, ACTION REOUESTED As determined by the Park and Recreation Commission. The planning, design, construction, and funding of City trails for pedestrian travel are. a critical component of the City's bi-inodal I transportation system, As such, the City Council retains direct authority for all pedestrian trail improvements in the community. I Multi-use pedestrian trails will be defined as "separate and distinct from recreational trails as they provide the walking public with alternate means of travel along County and , City roadways." Accordingly, the purpose of pedestrian trails is to keep non-motorized [ I ~ pedestrian travel off of County and City roadways. Planning activities associated with I pedestrian trail construction shall be under the direct authority of the City Council. , I ! The deputy arrived and did not locate the vehicle and there was no disturbed mulch. 07.03 14:01 Sunshine Park 11147256 A CSO observed a tipped over port-a-potties at the park; she advised Elite Sanitation. 07.06 17:54 Hidden Creek North 11150114 A deputy as called to the park on a report of teenagers breaking the tether ball game. Upon arrivalthe kids were gone and the ball was lying on the ground. The deputy returned the ball to the city. 07.07 14:06 Terrace Park 11150803 A resident reported finding a squirrel leg in a baggie and a rabbit without a head in the park during the last two weeks. The deputy also noticed graffiti on the sidewalks. The information was passed for extra patrol. 07.10 11:20 Sunshine Park 11153630 A CSO was called to the park because a woman lost her keysduring the Fun Fest. 07.10 20:41 Crooked Lake Access 11153985 A deputy responded to a vehicle break-in at the location. Suspects broke the vehicle's window to steal a wallet. 07.13 10:47 Terrace Park 11156202 A resident reported that an unknown person pulled up freshly planted trees and placed them randomly in the park. He also reported a port-a-potty was tipped over. There was also spray painted words on the bike path. ------ 07.16 15:22 Andover Station North 11159097 A deputy responded to a fire alarm at the location. As he was arriving he was advised it was a false alarm. 07.17 12:27 Sunshine Park 11159825 A deputy responded to a 16 yo female who was possibly having a heat stroke. Upon arrival she was being iced down. Allina arrived and transported her to Mercy. 07.17 13:31 Sunshine Park 11159866 A deputy responded to a 14 yo female who was possibly having a heat stroke. When the deputy arrived there were three people suffering from medical emergencies due to the heat. All were given oxygen and Allina responded and transported them to Mercy. The Fire Chief came and shut down the tournament due to the heat. 07.17 21:25 Sunshine Park 11160202 A deputy responded to a medical on the soccer field at the location. A juvenile male had popped his knee, Allina arrived and transported him to Mercy. 07.22 02:20 Round Lake Access 11163865 On routine patrol a deputy observed a vehicle parked at the launch and it was obstructing the driving lane to the boat launch. He stopped and the vehicle was unoccupied. He ran the plate and the registered owner had a KOPS alert out on him for a felony burglary that occurred in Eagan. The deputy contacted EPD who had no interest in the vehicle so the deputy towed it. 07.26 20:26 Parking 11168032 On routine patrol a CSO observed a vehicle parked in the handicapped spot without a permit. The CSO issued a citation. 07.27 11:51 Sunshine Park 11168424 A deputy responded to a theft from vehicle report. A woman parked in the handicapped space reported that her handicapped placard was stolen. 07.27 20:45 Wild Iris 11168866 On patrol a CSO observed a tipped over port-a-potty. She advised Elite Sanitation. 07.27 21:25 Lions Park 11168909 On routine patrol a CSO located two abandoned bikes. The bikes were taken to the Sheriff's Office. 07.28 21:53 Terrace Park 11169792 A resident reported an argument occurring at the park. A deputy arrived and check the area and was unable to locate anything. 07.30 16:21 Andover Station North 11171336 An Andover Baseball Association volunteer requested a deputy to come to the location. He advised a team from POVS was practicing at the location and hitting balls into the fence and digging up the field. The deputy spoke to the group and advised them of the problem and that they should leave. They complied. 08.06 20:53 Crooked Lake Access 11177596 A deputy responded to a call of suspicious activity at the location. A caller reported a male and female appeared to be snorting and smoking something. The deputy made contact with the two and they said they were sitting at the table writing. The two agreed to leave the park. 08.08 12:55 Pine Hills 11178863 A victim reported he was at the park and left his long board on the sidewalk near the playground when he witnessed a male drive up onto the grass and take the board and get back in his vehicle and leave Jacob was unable to get the license plate number. 08.12 19:05 Sunshine Park 11182641 A CSO responded to a report of a truck parked at an angle taking up 3 spots. The CSO ran the license plate and attempted twice to contact the registered owner with no success. The CSO wrote a warning ticket to the owner. 08.13 22:50 Prairie Knoll 11183857 A deputy responded to a call of a suspicious vehicle at the location. The deputy located the vehicle with two occupants in it. They were advised the park was closed and they agreed to leave. 08.14 01:23 Oak Hallow 11183139 A caller reported 6 kids in the woods. The deputy responded and located the kids in a tent. They stated they lived a couple blocks away and thought that they could camp at the location. They were advised that they could not and their parents were informed and came to the location to pick them up. 08.14 15:13 Strootman 11184341 A deputy responded to a call of a porta-potty being knocked over. Upon arrival the deputy spoke to the reporting party who stated that a male was in a verbal argument with his brother when he exited a vehicle and tipped over the porta-potty. The deputy made contact with the suspect and he admitted to knocking it over. The deputy informed him he had 2 hours to upright the porta-potty and clean the inside or he would receive a citation. The suspect returned and did as told. 08.15 15:17 Sunshine Park 11185082 A deputy responded to the skate park because a child had reported older children not allowing him to use the equipment at the location. When the deputy arrived he observed only one male at the park and informed the male of the park rules because he was using a bicycle on the equipment which is not allowed. 08.15 17:17 Rose Park 11185175 A CSO was called to a dog bite report. When she arrived the victim advised that a dog bite occurred four days prior and the victim had no information about the dog owner or where the dog lives. The victim informed the CSO that she did obtain the number off the dog's collar and wanted to know if we could help track the dog. The woman was directed to Animal Control. 08.18 18:08 Hills of Bunker Lake West 11187731 A deputy was called to a parking complaint. When he arrived he saw vehicles parked close to the fence of the residence on the grass. He advised all the people nearby that the vehicles needed to be moved. The vehicle owners complied. 08.27 17:48 Crooked Lake Landing 11195399 A caller reported a theft from vehicle. The deputy arrived and the victim stated someone broke out her rear right window and stole her GPS and a work bag. 08,30 20:53 Pine Hills 11198064 A deputy responded to a suspicious vehicle parked in the lot. Upon arrival he made contact with the driver who stated he was waiting for his friend to get off work. The driver was advised the park was closed and he agreed to leave. 08.31 22:20 Wild Iris 11198901 A deputy responded to the park due to a male who was there sending messages to his ex-girlfriend. She was concerned for his safety. The deputy got the male the help he needed. 09.11 19:39 Prairie Knoll 11208313 A deputy was called to a suspicious vehicle; the caller stated he thought the people inside the vehicle were watching his house, The deputy arrived and located the vehicle which was unoccupied. Another person in the park advised the deputy the couple who were in the vehicle were on a walk in the park. 09.15 21:29 Sunshine Park 11211541 On routine patrol a CSO observed a backpack leaning up against the bleachers unattended.
