INTRODUCTION
This item is in regard to consider a request by the Andover Athletics-Adult Men's Baseball to play 10
games at Andover Station North Ball Field Facility.
DISCUSSION
Attached for your review is the application that has been submitted by the Andover Athletics-Adult
Men's Baseball to play games on certain days yet to be determined at Andover Station North facility
west or middle fields. This is an unusual request as most applications for the following year are not
considered by the Park Commission until the 3rd Thursday in March and generally youth has first priority
on use of the fields. Attached is an e-mail from James Dunham as to why the request is being made
earlier than nonnal. Mr. Dunham has indicated to staff that he will be at the meeting to answer any
questions the Commission may have.
Options for the Park Commission to consider:
. Approve the application with the understanding that the games will have to be scheduled around
the Andover Baseball Association tournaments and regular league games.
. Table the request for use of the fields until March 15th which is the day the Park Commission
considers applications from all associations or other groups that would like to use the facilities
for upcoming season.
. Deny the request and require the applicant to resubmit prior to the deadline of when applications
are due which is March 1 S\ 2012.
Staff has copied the Andover Baseball Association on this so that they are aware of the request.
ACTION REOUlRED
The Park and Recreation Commission is requested to consider the Application for Scheduled Use of
Recreational Facilities as requested by the Andover Athletics - Adult Men's Baseball.

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may
be used to determine field allocation (see attached). Facility requests submitted by the due date
with this completed form will be given the highest priority. Subsequent requests will be filled on a
first-come, first-served basis if facilities are available. The sequencing of scheduling will be
considered with City youth associations having first priority.

As you stated in the email below you offer our opportunity to make a special request. I will be appealing to my league in
early October to allow us entry into the league, I have been informed that if we are unable to state with confidence that
we have a home field then my request will be denied. I completely understand and agree with your policy that Youth
teams are always given priority. I do not have any special requests tor dates of use as I know the league I am attempting
to move into will schedule our games around what we are able to do. My only request is to see if there is any way that
you could offer us 10 dates TBD. We will be required to host 10 home games per our league and beyond that I will
schedule non-league games around what is available provided by you. We would love if there ends up being opportunity
to host 20 games next summer but completely understand that this may be an unreasonable expectation.
So, like I say I completely understand that we cannot be promised any specific dates, but we are hoping that If possible
we could agree to 10 games at least so that I am able to approach my league with confidence. I have a lot of interested
players who are very excited tor this opportunity. Myself and My assistant Coach have signed and agree to all of the
terms on the application which I have attached. I did the best I could to make it clear how flexible we are able to be. We
have no request to which field unless of course it is preferred that we host late in the evening, then of course a lighted
field will be necessary.
Also, Currently, we planned to hold the Name Andover Athletics, unless it is the wish of the board that we use the
Andover Huskies. We are not planning to use the Station fieldsJor practice, and have inquired with other facilities tor
practice time. I'm not clear on when Field Fees would be due, if they are to be paid before we can be approved or if we
are to pay once approved?

guarantee the use of the fields before those dates until the youth associations have determined what they need for the
2012 regular season and for tournaments. You certainly can make a special request before March (even now if you like) but
again there are no guarantees.
. Park Sign Agreement and Policy - Advertisement is acceptable but only if it complies with policy and the advertisement
agreement is signed.
As far as volunteering your time, may want to contact the Andover Baseball Association to determine if they are looking for

Todd,
Good afternoon! We spoke a couple of months ago regarding the use of the adult fields at Andover Station for the 2012
summer season. I have met with my team and our coaches and we would like to apply for use of the field. Could you
please shoot me over an application? Also, a few of our sponsors have asked what the possibility would be for us to post
a banner or small sign at the field would be if we are allowed to use the field? Just a question, I know this may not be
acceptable, but even if it was just during our games/use of the field.
We have secured another practice facility, but the field is not up to par for actual game day use. We would be able to
put a deposit down on the field at any time. I am hoping to have some type of firm agreement to approach our league
with. I understand that our games are to be scheduled after the youth games and that they will be given priority, but like
I had said previously we are only looking for a slot of about 15 games possibly more if necessary.
We would be interested in volunteering our time at any events going on at the field if necessary, we would also be
willing to participate in any park fund raising efforts or clean up events.
Please let me know your thoughts Todd and I look forward to hearing from you.

. Communitv Garden Plots -As mentioned at the last meeting the agreement between the church and
the City expires in November. Staff has received direction from the City Council to prepare a new
agreement and meet with Grace Lutheran Church to determine where a possible expansion to the
community gardens would be.
. DOl! Park - Nothing new to report. The Dog Park representatives have been working on getting
donations. To date, $600 in donations has been received by the City. Information about the dog park

INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the options to meet
growing demand for field usage with the associations and school districts.
DISCUSSION
The Park and Recreation Commission at the last meeting requested the associations and school
districts to go back to their respective boards to discuss what their interest, thoughts, ideas and
possible commitments are on having artificial turf or even the possibility of a seasonal or
permanent dome. Now that each of the associations and school districts had the opportunity to
discuss this with respective boards, now it is time for the associations and school districts to
report to the Park Commission what the interest, thoughts, ideas and possible commitments are.
City staff has notified a number of local associations that serve the residents of Andover
(Andover, Anoka, Coon Rapids and St. Francis) and all four high schools that serve the Andover
area (Andover, Anoka, Coon Rapids and St. Francis High Schools) bye-mail to attend the
workshop, Also others that were present at the July 21 st meeting were also notified.
Note: To date staffhas only received one response from the Andover Baseball Association.
ACTION REQUIRED
The Park and Recreation Commission is requested to continue discussing the options to meet
growing demand for field usage with the associations and school districts.

October 6th. I did discuss this with the Park Commission at their meeting last night and it agreed by the Commission to

Dear Associations and School District Representatives;
This is just a reminder that the Andover Park and Recreation Commission has scheduled a workshop meeting for
Thursday, October 6th @ 6:30 pm at Andover City Hall. It is very important that at least one representative from each of

the associations and school districts attend the meeting. This meeting is your opportunity to let the Andover Park
Commission know what are the thoughts, ideas and possible commitment is from your association board about having
artificial turf and/or the possibility of a seasonal or permanent dome. If you have not met with your board as of yet or
have not determined what your thoughts, ideas and possible commitment is, it is strongly encouraged that this be done
so they can be presented to the Park Commission at this meeting. Depending on the thoughts, ideas and possible
commitment that are received will determine the next step that the Park Commission will need to take.
If you are not able to attend the meeting, please forward this to another individual within your association so they can
participate and present your thoughts, ideas and possible commitment to the Park Commission. If no one from your
association is able to attend the meeting, please forward me an e-mail or letter to my office by Monday, October 3'd so
that I can include your comments in the Park Commission packets. To date, the city has received only one e-mail of their
association thoughts.

I just wanted to drop you a note as we briefly discussed the options presented in the commission meeting at our board
meeting and the consensus was that either a full-season dome option would be something we would look, but more so
the addition of fields would be the ideal option the ABA would be most interested in. With the full-season dome it
would allow the ABA to provide season-long training and also an ideal location for us to hold our tryout process.

INTRODUCTION
Chairman Ted Butler has requested this item be placed on the agenda for discussion.
DISCUSSION
Chairman Butler has been discussing the concern that he has raised with the City Administrator
over the last couple weeks concerning why funds that are being collected are going to the utility
fund and not to the park improvement fund for Rose Park since the elevated water tower is
located on dedicated park property.
Attached is the agenda item and meeting minutes in regards to the City Council approving the
lease agreement with Clear Wireless LLC.

INTRODUCTION
City Administration has negotiated a lease agreement with Clear Wireless LLC for space in the Rose
Park Water Tower for the purpose of placing wireless communication antennas. .!ftb.e .a~ement is ~
approved the funds the City receives will be used to support the water utility.

DISCUSSION
The attached agreement with Clear Wireless LLC was a contingency of a recent CUP approval for
wireless communication antenna placement on the Rose Park Water Tower at 14055 Rose Street NW.
The term of the Agreement would commence upon the date Clear Wireless LLC begins construction of
the Tenant Facilities or six months following the date of full execution of the agreement, whichever first
occurs and shall terminate on the fifth anniversary of the commencement date unless otherwise
terminated as provided by the agreement. Clear Wireless would have the right to extend the term for
five (5) successive five (5) year periods ("Renewal Terms") on the same terms and conditions as set
forth in the agreement. The Agreement shall automatically be extended for each successive Renewal
Term unless either party notifies the other of its intention not to renew at least thirty (30) days prior to
commencement of the succeeding Renewal Term.
The agreement calls for the payment of rent in the amount of $1,200.00 per month for the first year and
the and the rent shall be increased on each anniversary of the Commencement Date by an amount equal
to three percent (3%) of the rent for the previous year.
Clear Wireless further acknowledges that it is the City of Andover's intention to demolish the Water
Tank after five years from the Term Commencement Date. The City will have the right, after the ftfth
(5th) anniversary of the Commencement Date, to require Clear Wireless, at their own sole cost and
expense, to relocate their Tenant Facilities to a new premises or tower in Rose Park and upon at least
twelve (12) months prior written notice. The provisions at that time are outlined in section 6.3 of the
agreement, but any relocation of the Tenant Facilities must follow the City of Andover's conditional use
permit (CUP) process. If the relocation remains in Rose Park, any future rental funds received by the
City would then be dedicated to improvements of Rose Park,
The attached agreement is comparable in form and compensation with other agreements in the Twin
Cities Metro area. The City Attorney has reviewed and provided comments on the Lease Agreement;
those comments have been inserted into the agreement.
ACTION REOUESTED
The Andover City Council is requested to approve the attached resolution approving the lease agreement
with Clear Wireless LLC for the purpose of placing wireless communication antennas on Rose Park
Water Tower at 14055 Rose StreetNW (Tower 1).

INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the Park
Comprehensive Plan and the discussion staff had recently with the City Council at their
September 27th workshop.
DISCUSSION
Listed below were the items that were discussed at the September 27th workshop and the input
the Council had each of the items. Note: Chairman Butler was present at the meeting to listen in
and answer any questions the City Council had.
. Page 2 Lines 9-11. The issue is the paving of the City's park parking lots.
Staffs comments to this: The parking lots that are proposed to be paved are parks that
are considered year round parks. Not all of the parking lots that are proposed to be
paved will require concrete curb and gutter. The two primary reasons they may need to
be curbed is because they are in the urban area portion of the city or for drainage
reasons to protect the parkfrom erosion or washouts. It is important to identify these
costs so that the proper Park Dedication amount is set. If enough funding is not
collected then it cannot be built in the future.
Park Commission's comments to this are: The Commission agrees with staff's
comments. In addition the Commission agreed that Lund's North Park and Pleasant
Oaks Park do not need to be paved so the paving item will be removedfrom the
comprehensive plan.
City Council comments: Yes they agreed with the recommendation of the
Commission.
. Page 2 Lines 21-23. The question that was raised is the idea of sharing maintenance and
improvements from surrounding communities.
Staffs comments to this: Although that would be nice for surrounding communities
to participate, with budgets as tight as they are, other communities will prefer to keep
funds and use them to take care of their own park system. For example, City of Oak
Grove was pursued about helping out on the development of Hawkridge Park for the
new soccer fields and hockey rink so that they would not have to duplicate what
Andover was already doing. No specific commitment was received.
Park Commission's comments to this is: The Park Commission agreed with staff's
comment but also agreed that the city should keep its door open to discuss goals and

. Page 2 Lines 33-38. The question that was raised about surrounding community
demographics and amenities.
Staff's comments to this: Well with the new idea of meeting with neighborhoods
before a park is constructed or rebuilt, this process should address the comments as
neighbors will have input as to what will be consideredfor improvement to the park. In
addition, it is very dijJicult to determine what will happen with a specific neighborhood
as far as demographics go. As many of you have seen over the years, neighborhoods
do have a tendency to turn over and some don't. It just depends on what the market is
out there and whatfamilies are lookingfor.
Park Commission's comments to this are: The Park Commission agreed with staff's
comments regarding this.
City Council comments: Yes they agreed with the recommendation of the
Commission.
. Page 3 Lines 11-14. The comment was raised about trying to incorporate enough
activities for older people such as shuftleboard and horseshoes.
Staff's comments to this: This will be addressed as part of the public inputfrom the
neighborhood to determine what other activities should be considered besides activities
for youth. These are small ticket items and could be included as part of the budget
discussion when the Commission agrees as to what amenities will be in the park.
Park Commission's comments to this are: The Park Commission agreed with staff's
comments regarding this.
City Council comments: Yes they agreed with the recommendation of the
Commission.
. Page 3 Lines 24-25. The comment was made to have a five year plan for the parks and
stick to it.
Staff's comments to this: There is afiveyear plan that is reviewed and recommended
to the City Council each and every year by the Park Commission. The Commission
will want to address why changes are made where some projects show up when they
have not been in the CIP in previous years.
Park Commission's comments to this are: The Park Commission has been preparing
a five year plan as directed by the City Council each and every year. The Commission
also mentioned that there will be times when projects or neighborhood requests that do
come up unexpectedly that have not been in the 5 year CIP and that careful review of
these projects should be looked at seriously before any commitment is made to be
included in the 5 year CIP.
City Council comments: Yes they agreed with the recommendation of the
Commission. The Council also recognized there may be projects that come in
unexpectedly that would need to be included in the CIP due neighborhoods or
associations/groups that are willing to make donations to move a projectforward.
. Page 3 Lines 27-29. The comment was made about installing shelters and grills in higher
density areas.
Staff's comments to this: The parks that are identified to include new shelters or
rebuilt shelters and will most likely include grills as part of the amenities for the park.

Again this will be discussed as part of the public inputfrom the neighborhood to
determine what other activities or amenities should be considered in the park. Note:
Keep in mind staff has noticed that the grills for the most part do not get used all that
much. Most residents either grill at home or bring their own portable grills to the
parks. The grills at the Sunshine Park get the most use where at Prairie Knoll Park
they do not get used hardly at alL
Park Commission's comments to this are: The Park Commission agreed with staff's
comments regarding this. Well with the new idea of meeting with neighborhoods
before a park is constructed or rebuilt, this process should address the comments as
neighbors will have input to determine if a shelter and/or a grill should be installed in
the park.
City Council comments: Yes they agreed with the recommendation o/the
Commission.
. Page 3 Lines 29-33. The comment was made about dugouts for the ball fields.
Staff's comments to this: Most of the main complexes such as Sunshine Park and
ASN do include the possibility of having dugouts constructed at some point of the
future. Certainly the reasonfor that is thesefacilities get the most use and have the
most tournaments during the season. Certainly othersfields could have dugouts but
where would the Commission like to draw the line.
Park Commission's comments to this is: The Commission agrees that yes Sunshine
Park, Andover Station North and Shadowbrook East Park should include dugouts in
the plan since those are the 3 main basebalVsoftball fields that do get a lot of use due
regular play during the week and tournament play on the weekends. There was some
discussion that other associations such as soccer, lacrosse andfootball may want
dugouts also (which is unusual) as they tend to play during the hottest time of the
summer for their programs also.
City Council comments: Yes they agreed with the recommendation of the
Commission.
. Page 4 Lines 4-5. The comment was made that neighborhood parks should be defined as
serving a neighborhood within one mile.
Staff's comments to this: Attached is the definition of various types or size of parks.
The definitions in the City of Andover's comprehensive plan are consistent with Metro
Councils classifications and staff would not recommend a definition change to the
classification of parks.
Park Commission's comments to this are: The Park Commission agreed with staff's
comments regarding this. Definition of various types or sizes of parks are attached with
this itemfor City Council review.
City Council comments: Yes they agreed with the recommendation of the
Commission.
One other item that was discussed at the meeting was lighting of Sunshine Park north parking lot.
After a short discussion, the City Council did direct staff to include lighting of the north parking
lot into the CIP as a project for next year. Funding of this yet to be determined but most likely
park improvement/dedication funds may not fund 100% of the cost for the lighting. Since the
Council felt the light is more of a safety issue, then other funding sources will be considered.
This is being researched by the Finance Department.

Also attached is a list of items that Council Member Trude presented at the workshop meeting
that the Park Commission may want to consider. It was pointed out that this list of items was not
reviewed by others on the Council and is not to be construed as recommendations from the
Council as a whole. These will be discussed at the meeting.
Now the next step for staff is to begin reevaluating the list improvements in regards to the cost of
each item. This will be brought back to the Park Commission either at the October 20th or
November 3rd meeting.
ACTION REOUIRED
The Park and Recreation Commission is requested to continue discussing the comprehensive
plan (Future Park facilities Chart) and future playground equipment replacement plan and
determine if any revisions are to be made before it is submitted to the City Council for approval.

1. Pave a hockey rink for roller blade hockey or in-line skating.
2. Provide funds for a future "linear park" such as the one discussed during the plat review of Hickory
Meadows and subsequent development along the north side of Coon Creek. This would include a creek
overpass, trails that connect both housing developments on each side of the creek with a trail that
would connect to the trail on Prairie Road.
3. Another recreational trail link we have sought grants for should be in the plan. This trail would connect
Andover Station North Park to the housing developments to the west, including a board walk. This
could allow high school students to take trails from the school, over to Station North and subsequent
trails over to Bunker Park.
4. Consider development of other nature trails, such as in some of our Open Spaces, if permitted, after
review. Walking is a popular recreation activity enjoyed by residents of all ages.
S. Nordeen's has the tot lot removed. As I campaigned in that neighborhood I observed 5 small children
playing, under supervision, at that park. There is a daycare nearby and also the homes do not appear to
contain private playgrounds. The rink is heavily used. Please review plan to ensure it includes benches
and a table for those supervising children & consider restoring tot equipment. [It may be this was
removed b/c it will be installed in 2011.]
6. Kelsey Round Lake Park has playground equipment included in the plan and irrigation. I would suggest
this undergo further discussion, This is in a very isolated area and the park is frequented by walkers,
nature lovers & Geocachers. These activities don't seem like the type families looking to drive their kids
to a park engage in and also find a jungle gym. Perhaps, a bench or two along the paths and a picnic
table or so would be a good fit. Also, it would be an ideal place to install additional walking path maps
mounted on large poles. [When I was in this park this summer several people stopped and asked where
a trail went and the existing single sign is confusing]. Also it would be a great place to allow a Scout to
install plant identification markers for types of trees and vegetation. Allowing some funds to encourage
education about features of this park, even pamphlet stations and development of signs with numbers
such as at State Parks would be an improvement.
7. Do we have bike racks at the regional parks to provide locking?
8. Consider adding back the trail between Andover Elem and Sunshine Park. Every year the Fun Fest event
has hundreds of residents parking in the school lots but there is no trail connection to the park where
many parade goers want to view the parade or attend the softball tournies during the road closure. The
field is rough to walk on, I've done it. This may be an opportunity to partner with the school or the
parent/teacher organization to encourage use of Sunshine Park fields or equipment by phy. ed classes. It
also connects the regional park to the neighborhoods to the south of the school.
9. Consider adding features that teens like in the parks plan. Skateboarding is a popular activity by teens. I
see them in nearly every neighborhood when I drive around after school time but they spend their time
on driveways and streets - a skate rail, a ramp, a few smaller features in neighborhood parkS would be
used by this age group who can leave home w/o a parent. Volleyball is popular with high school kids.
We have few sand courts.
10. Offer partnership opportunities to associations on items such as the dug-outs, and shade trees to
provide sun protection for spectators. Blaine's baseball parks show a great example of this, In fact, a
visit to a few neighboring city parks is a good idea to develop other ideas.

11. Re: Lion's Park, This is the busiest tot park in the city. I see people arrive in strollers and cars with
parents and or grandparents to play on the equipment here. Yet, the trees are nearly fallen to a 45
degree angle from storms past. I heard complaints about this when' have campaigned, that the city
doesn't screen the neighborhood enough and has not replaced trees that were storm damaged. Is there
any area a bit to the north of the small ball field to add a very small soccer field? I notice the youngest
teams of soccer and football engage in coach practices on the outfield grass. A bit more flat grass would
likely be heavily used. Also please reconsider the listing of the outfield fence at this park. This park is
used for T-ball and a fence would then prohibit the outfield or interfere with the outfield being used for
soccer/football coach practices. If there were any more tot type toys to add, this park would be a place
to add them because the siblings of the T-ball players are always on the play equipment.
12. Geocaching. More popular than I realized. I have found people locating these while walking trails in
Shadowbrook West Park [trails along Bunker], and in Kelsey Round Lk. Park. When I inquire, it is a sport
that some parents are enjoying with children. They prefer caches located along safe trails in natural
settings. Linear parks and nature pathways lend themselves to this activity. Parks can be open spaces
that do not require a jungle gym.
13. Finally, the city council will be adding acreage that can be developed as playfields to the west of the
public works garage. We need to plan for building this area out with whatever activity needs it the
most, with potential parking, spectator areas and? Another regional park, perhaps with a tunnel to
Sunshine -another funding opportunity.
