The following are my responses to the questions on the City Council Appointment Application: 1. Please state your reasons for requesting to be on the Appointment list for a City Council vacancy: I am seeking appointment to the City Council because I feel I can make pragmatic, wise and knowledgeable decisions toward the betterment of my city. Having lived in Andover for 18 years and exercising a high level of involvement, I am familiar with the city's neighborhoods, history, and demographics, as well as its successes and challenges. My experience in the functions and norms of city government alleviates the need for training that an unfamiliar appointee would require. I am a committed participant, dedicated to the improvement oflife in the City of Andover. I feel with my succinct and straightforward approach and my respect for differing opinions I would be a good addition to the City CounciL 2 Describe your education and professional experience and how that would help you to serve on the City CounciL Before becoming an educator, I worked in the private sector for several years, which included managing commercial property for a developer. This formed my knowledge of working with cities and their departments, S1. Louis Park in particular. I received my Bachelor's Degree in Social Studies from the College ofS1. Catherine in St. Paul, MN and my Graduate Degree in Educational Psychology from the University of Minnesota, Twin Cities. To serve effectively on the City Council, I believe good leadership skills are necessary. After the building of Andover High School was approved, I was hired as the Special Education Department Chairperson which required the responsibility of acquiring everything from furniture to curriculum and from hiring staffto organizing class offerings. This leadership task was one of the most challenging in my education career as there was no guide to follow. I have also served the district as a summer school rl . ).\0 \~\JS (\ !)D.f- I principal for 5 years which also provided leadership experience as a temporary teaching staff of fifty needed to be hired and supplies and classroom set up. Another more recent leadership opportunity I have enjoyed is assuming the position of Governmental Relations Chairperson for Anoka Hennepin Education Minnesota. This role allows me to advocate for education issues with our state and national lawmakers. I arrange meetings and events for teachers and legislators, and I also present legislative updates at various meetings, write a column in a publication for teachers, conduct screenings with political candidates and organize and run school district levy campaigns. 3. Describe your civic or community activities which may be relevant to the City Council. I have been recently appointed to a third term as a Planning and Zoning Commissioner, as well as a member of the Open Space Commission. I have also served on the Park and Recreation Commission for two terms, When Council Member Knight's idea of a fabric-covered sports facility bloomed into what is now the Andover Community Center/YMCA, I was appointed to the Community Center Task Force. I also served on the Capital Campaign as the Public Relations Chairperson for the project. When the YMCA first opened, I was on the charter Community Board, and originated and organized the Wine-Tasting Fundraiser which has now become their yearly "signature event". I participate in highway clean-up every year, have volunteered at recycling day and have worked at the Family Fun Fest in a variety of ways. I've also volunteered extensively for St. Francis Public Schools. I have been a member of their budget committee, coordinated district-wide activities and volunteered many hours to the girl's hockey program. Thank you very much for your consideration. Although I have not served on a civic board or committee, I am an employee of the State of Minnesota and have gained a great deal of knowledge working closely with my Assistant Commissioner regarding our division's employment practices and budgetary process. In addition, I enrolled in the State of Minnesota's Emerging Leaders Institute. This seven month long program was created to assist the next generation of leaders within State government undertake issues relative to government policies, communication, team work, leadership, budgetary issues and self perspectives. A group of 30 individuals, selected by their Commissioners, then by a panel of respected State government officials and leaders, were enrolled in the program. Ongoing group sessions, which I am a part of, elaborate on what was learned in the program and continue, even though we have finished the program. I have a Bachelor's Degree in Business Administration, with an emphasis in Finance, and a minor in Economics from Bemidji State University. I also graduated from the Graduate School of Banking, Madison, Wisconsin. Although a large majority of the classes focused on banking, concepts relating to management and leadership were also stressed at the School. I am currently a supervisor of nine bank examiners in the Minneapolis/St. Paul metropolitan area. Recently promoted within the last year, I have established more efficient procedures for the examiners and have worked with my senior management to cut costs where needed. Additionally, I work very closely with Minnesota State Rules and Regulations, implementing, researching and enforcing the laws. Please state your reasons for requesting to be on the Appointment list for a City Council vacancy. The primary reason for serving on the city council is to assist the City of Andover and its residents, making this a desirable community for both families and business. I would like to continue to preserve "green space" for the city's residents and establish a good rapport with local businesses and to attain additional businesses to serve the city's residents. I also feel a civic duty to serve on the council as a concerned citizen. In this day and age, a lot of people feel the need to chastise government, whether that be local, county, state or Federal; however, few people feel the need to stand up and make a difference in their communities. I want to do just that! I want to make a difference for the city. I enjoy listening to different sides of each story, prior to making a decision. I keep an open mind during the entire process, picking up on different points that each side makes. I also want to improve the neighborhoods within the city. Several homes are cause for blight and are an eyesore for the neighborhoods. This should be resolved, either with local, county, or state funding to rehabilitate those homes and improve the neighborhood and its community. I have currently rehabilitated my own home, which was in dire need when I purchased it in 2002. I have lived in the community for nine years and fully intend on staying in the City of Andover area, as it is a nice place to live. I've marketed the city to individuals I have met, either through work or social activities, because it is truly a hidden gem within the Minneapolis/St. Paul metropolitan area and I want to continue to see it grow and prosper well into the future. 2. Describe your education and professional experience, and how that would help you to serve on the City Council. I attended Bemidji State University and graduated with a degree in Business, an emphasis in finance, and a minor in Economics. Additionally, I have graduated from the Emerging Leaders Institute in March 2010, which emphasized on leadership within government. The program, which lasted seven months, was created to assist the next generation of leaders within State government to undertake issues relative to government policies, communication, team work, leadership, and self perspectives. Group sessions, which I am a part of, elaborate on what was learned in the program and continue, even though we have finished with the program. The program provided me with a better understanding of government policy and processes, and how it affects government employees and the State's citizens. I am also a supervisor of nine examiners, which requires me to be attentive to their needs; however, I also am cognizant of the needs of the citizens of Minnesota, which we serve. My responsibilities in my current position require the protection offunds for the citizens of Minnesota, many of whom bank at a State chartered institution, I selected this line of work to ensure and protect depositor's funds from fraud and misuse, I take the position I hold seriously and ensure that banks are operating in a safe and sound manner, to make certain citizens of the State of Minnesota trust the depository institution that they do business with. . .. N-fW\t +'^' 1 o~, 3. Describe your civic or community activities, which may be relevant to the City Council. Currently, I serve on the Worship Commission at St. Stephen's Catholic Church in Anoka. This commission reviews policies and procedures of the parish, and makes suggestions about the worship environment to the Worship Committee. The commission is made up of ten members, all parishioners of St. Stephen's, and each one from different demographics of the church community. I also assist at Mass in varying capacities, as a Eucharistic Minister, Lector, and Mass Coordinator. I have also volunteered for various fund raising activities and community outreach events, Although I have not volunteered in civic responsibilities, I do intend on creating a neighbor night out pmiy and volunteering my time towards a civic committee or civic activity (school or non-profit related). Due to constraints with my continuing education at the Graduate School of Banking and the Emerging Leaders Institute, I have been unable to put forth the time and effort needed to volunteer for civic activities. My wife, Patti and I have lived and built two houses in our 25 years in the Andover community but building a house does not make it a home. The same can be said about building a community. With my actions I feel that I have in some small way help mold Andover into the community people see today. This appointment would be a continued commitment to the place my family chooses to call home. I am not looking to make any huge changes but build upon what has already taking place. 2. Even though my academic background is not expansive, the best teacher that I have had is named "Life". Owning and running a construction company since I was 21 I've had to deal with many tuff issues. The high interest rates of the early 80's, balancing budgets, product cost and the most importantly people. At the peak of construction I was managing 30 employees and 5 subcontracting companies. The people skills, management and problem solving techniques learned in running a large business will be invaluable at being a Council Member. 3. Organized finishing work to complete the High School concession stand Below I have outlined an issue I hope you would consider looking at in the near future as I see this as a challenge for us if not acted upon or at least considered a future needs potential. .. With the down turn in the economy our new housing starts and growth has fallen. With this change in growth I have to believe our median age will jump and will continue to do so. When building the Community Center either through over site or budget, there was never a place built for our new to be median age. I am talking about the age group from 13-16. I firmly believe we should start sooner than later looking at putting on a teen center to the Community Center. In looking at it I feel if something is not done in the next 4 years we will have a big problem on our hands with this "new" median age group. You know what they say about idle hand. As a father of two and a thirteen plus year resident of Andover I am very interested in the future of the city. The opportunity to serve and to learn more about city business without fully engaging the political process is rare, 2. Describe your education and professional experience, and how that would help you to serve on the city council. I have served as Vice President at Anoka-Ramsey Community College (ARCC) since 2002. ARCC is a multi-campus (Cambridge, Coon Rapids) MnSCU institution with 12,000 credit students and a budget exceeding $50 mi!l!on with more than 600 employees. Under my executive leadership, enrollment increased by 30 percent, student success rates improved to 71 percent and online credit-course registrations increased from 12 to 26 percent. In addition, the college expanded grant support from $7 million to $13 million, improved revenues in the Professional Training Center by 55 percent and increased profits from auxiliary enterprises to more than $1 million annually. During this same period, I reorganized and initiated cross-training for staff that increased the number of students served by more than 50 percent, and realized over $35 million in capital funding success led by a 45,000 square foot Health and Wellness Center. I have grown keenly ,aware of the fiscal and competitive challenges facing Minnesota's government entities. I strongly believe that solutions are found in expanded partnerships. Additionally, focus on efficient fiscal and internal operations allows resources to benefit city initiatives. I have piOven myself adept at human capital development, system governance, multi-agency dynamics, consensus building and strategic planning. Through open communications and dialogue, I am a transparent fiscal manager. I am a consistent and dependable decision maker with respect for the input and opinions of stakeholders. We may not always agree, but open communication and trust help keep us moving in one direction based on common goals. I have earned two undergraduate degrees (audio-visual technology and television production) and a Master's of Science degree in Career and Technical Education - Human Resources at Ferris State University. Describe your civic or community activities, which may be relevant to the city council. I served as Chair of the Cable Franchise Fee Committee in Austin, Minnesota from 1990-1997. More recently I served as a youth athletic coach/volunteer in the Andover, Coon Rapids and Anoka athletic associations. I now serve on the boards of the Emma B. Howe YMCA, the Anoka Area Kiwanis Club and the Coon Rapids Lions Foundation. Also, I am on the Cambridge Development Alliance (CDA) and Cambridge Passenger Rail Task Force. These experiences directly align with many of the city's areas of oversight and future planning. Perhaps more importantly, my involvement demonstrates my interest and ability in area community building.
