Update of Anoka County Properties/Round Lake Boat Landing DATE: September 15,2011 INTRODUCTION This item is an update in regards to the Anoka County properties located on Round Lake on the east side of the lake near the boat landing. DISCUSSION The City Council at their last meeting has recommended working with Anoka County to have the three properties deeded over to the City of Andover. It will take a couple months to make this happen as county staff will need to present this to various committees before it is presented to the county board for approval. Update Regarding Interest of Artificial Turf at One of the I ParkslFacilities/11-34 DATE: September 15,2011 INTRODUCTION This item is an update of the upcoming meeting that is scheduled with various associations in October to continue discussing interest of artificial turf at one of the parks or other city facilities. DISCUSSION As you all know, the association representatives that were at the July Park and Recreation Commission meeting were given about two months to talk to their boards to determine the interest and commitment for having artificial turf at one the parks or other city facilities. As a reminder, the meeting with the various associations is scheduled on Thursday, October 6th and will start at 6:30 pm before the regularly scheduled meeting. Please mark your calendar. Staffwill be sending out a reminder to the associations/groups later on this week about the meeting and to remind them that if they have not discussed this with their board that they will need to do so before October 6th. Note: To date the only response has been from Andover Baseball Association. ACTION REOUIRED The Park and Recreation Commission is requested to approve scheduling a workshop meeting with the associations at 6:30 pm, Thursday, October 6th. Review Outstanding Items DATE: September 15,2011 Issues list as of 9/13/11 COMPLETED PROJECTS- . Sonhie's Park - All the concrete work has been completed. The shelter is very close to being done and looks great. When you get a chance, stop by and see it for yourself. Thanks to Ron Scott from Public Works and his helpers for doing a very nice job on the shelter. ON-GOING PROJECTS- . Develon Site Plans for all existing parks which indicates the facilities available. (On-Going). . Undate of Park Dedication Imnrovement Fund Ouarterlv Renort - Next quarterly report is due in October. . Update of Ouarterlv Sheriff's Denartment Renort on Park Patrol & Vandalism - Next quarterly report is due in October. . City Hall Camnus Hockev Outdoor Hockev Rink - The building exterior work is very close to being completed. Working on providing air circulation inside the building so that the city does not get mold. A window air conditioner will be added to provide better air circulation. Staff continues to work on fixing the washouts. Public Works Parks Department will work on landscaping and site restoration late fall. ON-HOLD PROJECTS- . TASKFORCE UPDATES- . Skateboard Task Force (Van Vark/Kowalewski) - Commissioners Van Vark and Kowalewski will provide an update at the meeting. OTHER ITEMS OF INTEREST - . Prairie Knoll Park Cell Tower - T-Mobile has submitted a revised Commercial Site Plan for review by the City. Comments have been sent back to them to make adjustments to the plan. StaiIis anticipating improvements yet this fall. The City Council has approved the location of the cell tower which will be located on the east side of the park near Prairie Road and just north of the southeast field. The agreement between the church and the City expires in November. Staff will be discussing this with the City Council yet this fall to see if they would like to continue having the community gardens. Also staff will discuss with the City Council expanding the garden so it provides more opportunities to those that have not been able buy a plot because they were sold out so quickly. . DOl! Park -The Dog Park has been working on getting donations. They would like to still do something yet this year. To date, $600 in donations has been received by the City. Discuss Park Comprehensive Plan and Future Playground Equipment Replacement/ Discuss Philosophy of Park Development, Cont. DATE: September 15,2011 INTRODUCTION The Park and Recreation Commission is requested to continue discussing the Park Comprehensive Plan and the items that were brought up by the City Council at the August 23rd joint meeting. DISCUSSION Attached is a copy of the draft minutes of the joint meeting between the City Council and the Park Commission. In reviewing the minutes, listed below are the items that were raised by the City Council that will need discussion by the Park Commission. . Page 2 Lines 9-11. The issue is the paving of the City's park parking lots. Staff's comments to this: The parking lots that are proposed to be paved are parks that are considered year round parks. Not all of the parking lots that are proposed to be paved will require concrete curb and gutter. The two primary reasons they may need to be curbed is because they are in the urban area portion of the city or for drainage reasons to protect the park from erosion or washouts. It is important to identify these costs so that the proper Park Dedication amount is set. If enough funding is not collected then it cannot be built in the future. . Page 2 Lines 21-23. The question that was raised is the idea of sharing maintenance and improvements from surrounding communities. Staff's comments to this: Although that would he nice for surrounding communities to participate, with budgets as tight as they are, other communities will prefer to keep funds and use them to take care of their own park system. For example, City of Oak Grove was pursued about helping out on the development of Hawkridge Parkfor the new soccer fields and hockey rink so that they would not have to duplicate what Andover was already doing. No specific commitment was received. . Page 2 Lines 33-38. The question that was raised about surrounding community demographics and amenities. Staff's comments to this: Well with the new idea of meeting with neighborhoods before a park is constructed or rebuilt, this process should address the comments as neighbors will have input as to what will be consideredfor improvement to the park. In addition, it is very difficult to determine what will happen with a specific neighborhood asfar as demographics go. As many of you have seen over the years, neighborhoods do have a tendency to turn over and some don't. It just depends on what the market is out there and whatfamilies are lookingfor. . Page 3 Lines 11-14. The comment was raised about trying to incorporate enough activities for older people such as shuffleboard and horseshoes. Staff's comments to this: This will be addressed as part of the public input from the neighborhood to determine what other activities should be considered besides activities for youth. These are small ticket items and could be included as part of the budget discussion when the Commission agrees as to what amenities will be in the park. . Page 3 Lines 24-25. The comment was made to have a five year plan for the parks and stick to it. Staff's comments to this: There is a five year plan that is reviewed and recommended to the City Council each and every year by the Park Commission. The Commission will want to address why changes are made where some projects show up when they have not been in the CIP in previous years. . Page 3 Lines 27-29. The comment was made about installing shelters and grills in higher density areas. Staff's comments to this: The parks that are identified to include new shelters or rebuilt shelters and will most likely include grills as part of the amenities for the park. Again this will be discussed as part of the public inputfrom the neighborhood to determine what other activities or amenities should be considered in the park. Note: Keep in mind staff has noticed that the grills for the most part do not get used all that much. Most residents either grill at home or bring their own portable grills to the parks. The grills at the sunshine park get the most use where at Prairie Knoll Park they do not get used at all. .. Page 3 Lines 29-33. The comment was made about dugouts for the ball fields. Staff's comments to this: Most of the main complexes such as Sunshine Park andASN do include the possibility of having dugouts constructed at some point of the future. Certainly the reasonfor that is these facilities get the most use and have the most tournaments during the season. Certainly others fields could have dugouts but where would the Commission like to draw the line. . Page 4 Lines 4-5. The comment was made that neighborhood parks should be defmed as serving a neighborhood within one mile. Staff's comments to this: AUached is the definition of various types or size of parks. The definitions in the City of Andover's comprehensive plan are consistent with Metro Councils classifications and staff would not recommend a definition change to the classification of parks. One other item that was discussed but was not included in the minutes was lighting of Sunshine Park parking lot. Some of the Commission members that were around a few years ago, there was some discussion about doing this but the cost were higher than anticipated. The City did provide some lighting near the gazebo and along the path to help users of the park fmd their way back to their vehicles. Since this light was installed, staff has not had any concerns or complaints. Note: Please remember to bring your Future Park Facilities Chart to the meeting. ACTION REOUIRED The Park and Recreation Commission is requested to continue discussing the comprehensive plan (Future Park facilities Chart) and future playground equipment replacement plan and determine if any revisions are to be made before it is submitted to the City Council for approval. Respectfully submitted, f!1(~ Attachments: Draft joint meeting minutes with the City Council, Classification for Local and Regional Recreation and Open Space -.-- 1 2 3 4 5 6 ANDOVER CITY COUNCIL WORKSHOP MEETING - AUGUST 23, 2011 7 MINUTES 8 9 10 The Workshop Meeting of the Andover City Council was called to order by Mayor M' 11 August 23,2011,6:08 p.m., at the Andover City Hall, 1685 Crosstown Boulev 12 Minnesota. 13 14 Councilm bers present: Sheri Bukkila, Don Jacobson, Mike 15 Councilmem bsent: None 16 Park and Recreatio 17 Commissioners present: Chair Ted Butler, Vice.Ch . imLindahl, Commissioners Mark 18 k, Tony Kowalewski, Andrew Melberg, 19 20 Also present: 21 22 23 24 25 26 27 28 29 Mayor Gamache pr ntedCouncilmember Jacobson witH laque for his service and dedication 30 ver. 31 32 Mr. Butler esentedCouncilmember Jacobson with a gift from the 33 Commi on for his service. 34 35 Councilmember Jacobson thanked everyone and the City. 36 37 38 JOINT MEETING WITH PARK COMMISSION - CONSIDER PARK COMPREHENSIVE 39 PLANIFUTURE IMPROVEMENTS TO PARK SYSTEM 40 41 Mr. Butler updated the City Council on what the Park Commission has been doing including 42 reviewing the parks to detennine what additional activities could be added to bring more people 43 into the parks, possible winter festival, having birdhouses built with the assistance of the 44 community's youth, and adding water routes through Andover. The Park Commission worked 45 on determining what amenities could be added or removed from the City's parks over the next 20 46 to 30 years to reach the City's future goal for the parks. Mr. Butler highlighted the significant Andover City Council Workshop Meeting Minutes-August 23,2011 Page 2 1 ./ items in the City's Comprehensive Plan including the purchase of additional land for expanding 2 Hawk Ridge Park and further developing Oakview Park to include a boardwalk. All the red line 3 items are new items to this plan and the items that have a line through them are either completed 4 or will not be included in the future plan because the City's plans and priorities have changed. 5 6 ./Councilmember Trude stated the plan does not follow all of the Council directives or plans and 7 includes items the Council does not necessarily support at this time. 8 9 Councilmember Jacobson stated the Council had requested the paving ofthe City's park parking 10 lots be included in this plan but given the cost the City may want to reconsider this directive in 11 order to save money. 12 13 Mr. Butler stated the Comprehensive Plan includes things that the City may want to have done 14 over the next 20 to 30 years in order to achieve the City's future goals for the parks. The parking 15 lot paving was not included in the Comprehensive Plan but is included in the Capital 16 Improvement Plan. Mr, Butler indicated the Park Commission can review this again. 17 18 Councilmember Trude stated the Council had given direction to staff to move forward with 19 including amenities for children rather than for cars due to the current shortage of funds. 20 21 Councilmember Knight asked if the City could look into a shared maintenance and 22 improvements agreement with neighboring communities for the Hawk Ridge Park because due to 23 its location residents from the surrounding communities use this park more. 24 25 Mr. Dickinson stated Andover residents had requested this park and it is used by Andover 26 residents as well as residents from the surrounding communities. Andover residents use parks in 27 other communities as well. 28 29 Mr. Butler stated the Park Commission is open to collaborating with neighboring cities and could 30 look into this. The Park Commission would be looking at doing smaller improvements to many 31 of the parks to attract more users. 32 33 Councilmember Bukkila asked if the Park Commission was reviewing surrounding parks when 34 looking at amenities to ensure the area was not saturated with similar amenities. 35 36 Council member Trude suggested the Park Commission also look at the surrounding community 37 demographics to determine what amenities should be added because some of the smaller parks 38 have more kids at them, 39 40 Mr. Butler stated the Park Commission had reviewed all of the City's parks and what amenities 41 were, at each location. They also reviewed the area and what busy roads were near each location 42 in order to determine what amenities should be considered. 43 Andover City Council Workshop Meeting Minutes-August 23,2011 Page 3 1 v'Counci1member Trude suggested the Park Commission talk to the kids and residents near each 2 park to see what amenities they would like to see in their parks. She stated she would like to see 3 more skate park features added to some of the parks and having one of the City's hockey rinks 4 paved. 5 6 /Mr. Butler explained the Comprehensive Plan is what the City might expect the parks to look 7 like in 20-30 years. When it comes time to redevelop or replace equipment the Park Commission 8 will contact the neighborhood and get their input on what amenities they would like to see 9 included. 10 11 ,/ Councilmember Jacobson stated the parks do not include enough activities for older people such 12 as shuffleboard, and horse shoe pits. Over the next 20 to 30 years the population in Andover will 13 be older and they may enjoy more appropriate amenities. The Comprehensive Plan includes 14 selling the Cedar Crest Estate Park. He asked if this would be possible. 15 16 Mr. Dickinson explained this particular park was not dedicated park space and ifthe City was not '. / 17 able to use it then it could be sold, 18 19 / Mr. Van Vark clarified the Park Commission was not trying to predict what the demographics 20 would be in Andover in the future but rather determine what amenities the residents would like to 21 see in the parks in the future. Having amenities in the parks will continue to attract young 22 families. 23 24 V Councilmember Bukkila stated the City needed to have a five-year plan for the parks and work 25 with this because the amount of park dedication funds available is not the same as it has been. 26 27 /Councilmember Trude suggested the Park Commission consider putting the shelters with mini 28 grills in higher density areas because people in apartments and townhomes may not have the 29 ability to grill at their homes. She also suggested the Park Commission look at providing some 30 sort of shade for the dugouts in the parks because they get very warm during games. 31 32 /Mr. Butler stated the Park Commission would look at shade and other amenities that could be 33 added to those parks that are used for games. 34 35 I Mayor Gamache asked if the costs for the 1 0 parking lots that are proposed to be paved included 36 curb and gutter. 37 38 j Mr. Haas stated some ofthe lots include curb and gutter and this is noted in the plan. 39 40 / Mr. Butler stated the Park Commission would review the parks and determine which parks bring 41 in more people and could be considered showcase parks for the City and have these parking lots 42 paved. The Comprehensive Plan is a reflection of what the City would like to do in the parks and 3 this will be used to determine the park dedication fees.
