WWW.CI.ANDOVER.MN.US ANDOVER CITY COUNCIL WORKSHOP-May 24, 2005 MINUTES A Workshop ofthe Andover City Council was called to order by Mayor Mike Gamache on Tuesday, May 24,2005,6:04 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Councilmembers present: Don Jacobson (arrived at 6:43 p.m.), Mike Knight, Ken Orttel, Julie Trude None City Engineer, Dave Berkowitz City Administrator, Jim Dickinson Public Works Superintendent, Frank Stone Others Councilmember absent: Also present: DISCUSSION ON MAILBOXES Ms. Kathy Dague from the Andover Post Office is requesting the Council to adopt a resolution to remove mailboxes from the cul-de-sacs in the city. Public Works Superintendent, Mr. Frank Stone agrees with removing the mailboxes from the cul-de-sacs. It would make snow plowing easier without the mailboxes, giving the snowplow drivers more area to pile the snow. Ms. Dague stated Ham Lake passed a resolution, sent the resolution to the Post Office and the Post Office sent a letter to the residents. After the letter was sent out the number of mailboxes in cul-de-sacs went from 104 to 14. Once a mailbox is established the Post Office can't ask a resident to move it. That's why they are coming to the city for support. Council reviewed the letter the Post Office sent to the Ham Lake residents. Mayor Gamache asked where Ham Lake and Ramsey have their residents place the mailboxes? Are they placed at the end of the cul-de-sac or on the main road? Ms. Dague stated they could be placed either way just as long as they are in the carriers' line of travel. Mayor Gamache stated that a 3-year time line should be added to the resolution. Councilmember Orttel stated that no time line should be included in the letter to the residents, Special Andover" City Council Workshop Meeting Minutes - April 26, 2005 Page 2 just in the resolution. The letter should also state that the group of residents in the cul-de-sac should get together to figure out the placement of the mailboxes. Mr. Stone stated he would get the resolution to the Council at the next meeting. DISCUSSION ON WINSLOW HOLASEK SEWER EXTENSION REQUEST Mr. Berkowitz stated Mr. Winslow Holasek is requesting to extend sewer to the property located south of the proposed Sophie's South development. The Andover Review Community (ARC) has recommended following the original plan. If Council would like to consider sewer extension to the area, ARC recommended Mr. Holasek pay for the extra depth of the sewer and any costs that may be associated with the 2004 sewer report. Mr. Holasek asked what the additional depth would be? Mr. Berkowitz stated the depth would be 5 feet, which is an additional $11,000 - $12,000 that is not part of the sewer study and hasn't been put into the sewer rates. Councilmember Jacobson arrived at 6:43 p.m. Mr. Berkowitz and Mr. Dickinson explained how the trunk cost is determined. Mayor Gamache left the meeting at 7:20 p.m. Councilmember Jacobson asked if changes are made to the sewer study would we have to go to Met Council for approval? Mr. Berkowitz stated no Met Council approval is needed. Council is directing staffto come back with a resolution changing the sewer plan. The developer would be responsible for the extra cost and to be paid up front. DISCUSSION ON WELL #9 ISSUES Issue #1 Mr. Dickinson stated that Xeon Street is a gravel surface and provides access to Well #9. Mr. Winslow Holasek, an adjacent property owner, would like Xeon paved. \ ) Mr. Berkowitz stated there is a drainage issue on Xeon. Mr. Holasek stated if Xeon is not paved, a catch basin is needed for drainage. / Special Andover City Council Workshop Meeting Minutes - April 26, 2005 Page 3 Councilmember Orttel asked if a catch basin could be installed? Mr. Berkowitz stated with the gravel road it does require more maintenance on the catch basin but it will help with the drainage issue. Motion by Councilmember Jacobson, Seconded by Councilmember Knight, to approve catch basins on both sides ofXeon Street. Motion carried unanimously. Issue #2 Mr. Dickinson stated issue #2 is direction from Council on moving Well #9 further east. Mr. Dickinson and Mr. Berkowitz explained the additional cost if the well was moved and the limitations on the property. Mr. Berkowitz stated the Health Department is very picky on the placement of wells. There would be additional costs to move the well. Motion by Councilmember Trude, Seconded by Councilmember Orttel, to stay with the original plan. Motion carried unanimously. REVIEW 2005-2006 COUNCIL GOALS Mr. Dickinson stated goals 1-34 have been capsulated from what the Council has discussed. These goals continue to move forward and get completed. New goals have been added. Councilmember Trude stated the intersection at Crosstown Boulevard and Crosstown Drive should be added to the new list of goals. Mr. Dickinson stated he would add it to goal #2 on the new list. Councilmember Jacobson stated goals 30-32 are basically done and should be crossed out. Councilmember Trude would like to add to new goal #5, railroad hazardous material spill. Councilmember Knight would like to add establishing a Recreation Program under #19 of the new list. Councilmember Trude would like to add #20 to the new goal list, plans for a railroad overpass at Bunker Lake Boulevard. , ; Mr. Dickinson stated he would send the new goals to Council to prioritize them high, medium or low and Mr. Dickinson will find the average for each goal and bring them to a future council meeting for approval. ) Special Andover City Council Workshop Meeting Minutes - April 26, 2005 Page 4 WIRELESS INTERNET UPDATE Mr. Dickinson stated there are two WI-PI solutions we are currently looking at. The Waverider product is more economical but can only service one mile around the tower. To cover the whole city would require several towers to be placed in the city. The Tropos product can service the entire community with a fiber optic cable installed around the city but is very expensive. Mr. Dickinson stated that Anoka County and School District 11 are working together to put a fiber network in place for the schools and county. Mr. Dickinson stated we will continue to pursue each product to get more research and will keep the Council informed. COMMUNITY CENTER UPDATE " Mr. Dickinson stated the Community Center is on schedule to open in mid August. July 151 is the turn over date for other areas to move in equipment. The pool area is lagging behind. The pool area ceiling needs to be repainted. Field house floor to be installed within the next two weeks. Mr. Dickinson stated the internal storefronts that were installed are the wrong color. W. L. Hall offered a $15,000 credit, which was rejected. W. L. Hall will be replacing all the storefronts with the correct color. Mr. Dickinson stated the window frames delivered for the southern pool area were the wrong size. They have been sent back to the manufacturer. There will be a month delay on the installation of the pool area windows but the overall schedule is not impacted. OTHER BUSINESS Mr. Berkowitz stated he would like direction from Council on the Public Works site expansion. Would council like us to go out for RFPs? Councilmember Trude stated this is a unique situation and she would rather pick someone that is familiar with this type of project, such as working with big equipment and the placement oflarge fences. Mr. Berkowitz stated going through the RFP process would give us an idea of what we are \ dealing with cost-wise. j Councilmember Orttel stated staff should develop a proposal and bring it to a future council meeting.
