SPECIAL CITY COUNCIL MEETING - APRIL 21, 2005 - MINUTES
A Special Meeting of the Andover City Council was called to order by Mayor Mike
Gamache at 7:04 p.m., Thursday, April 21, 2005 at the Andover City Hall, 1685
Crosstown Boulevard NW, Andover, MN for the purpose of interviewing candidates for
the Economic Development Authority.
Council Members Present: Mike Knight, Ken Orttel, Julie Trude, Don Jacobson
(arrived at 7:40 p.m.)
Council Members Absent: None
Mayor Gamache explained the make-up of the EDA and when the meetings are held.
Rodney Johnson
Mr. Johnson reviewed his background, noting that he has lived in Andover for 12 years
and belongs to the Lions Club. He stated that Andover is considered a bedroom
community and he would hope that some industrial jobs locate here. In order to attract
business, tax incentives have to be part of the package. Heavy industry would be the type
of business we would want. Mr. Johnson stated that he knows what Tax Increment
Financing is but hasn't been involved with it.
Joyce Twistol
Ms. Twistol stated that many of the seniors are staying in Andover rather than moving
out. She felt that we must broaden the tax base to take some of the burden off the
residents and to offer employment opportunities. There is no reason we can't be a
technology center. In order to attract business the city needs to spend money. She
thought that we need to be careful about what we want. Heavy industrial is not
something that would be appropriate. Ms. Twistol noted that in a short time we will have
light rail available which will help bring people here to work.
Bill Hupp
Mr. Hupp thought that we need to have something different in Andover Station North
such as an Italian restaurant or anything that isn't a chain. He also felt that retail would
be good.

(Council Member Jacobson arrived - 7:40 p.m.)
Mr. Hupp didn't think that the city should be funding any business but should talk with
the bankers to help the businesses that want to come in. After Andover Station North is
developed, Mr. Hupp stated that some of the older areas should be redeveloped. It's
always good to take a look at other areas and to have a plan in place.
Mike Councilman
Mr. Councilman reviewed his background noting that he is a heavy equipment operator.
Regarding the businesses he would like to see in Andover Station North, Mr. Councilman
stated that retail is good because a lot of people who live in this area would like to work
here. In order to attract businesses to Andover we need to make it easier to get here,
noting that expanding Hanson Boulevard to 4 lanes would be one step.
Council discussed the candidates and expressed the idea that an alternate should be
chosen.

Motion by Orttel, seconded by Trude to appoint Joyce Twistol to the EDA. Motion
carried unanimously.
Motion by Jacobson to appoint Bill Hupp as an alternate. Motion dies for lack of a
second.
Motion by Trude, seconded by Gamache to appoint Mike Councilman as an alternate on
the EDA. Motion carried unanimously.
Council felt that Mr. Hupp would make a good candidate for the Park and Recreation
Commission.
The Council discussed action at the last EDA meeting regarding the retail offer that was
presented, noting that the price should be higher. They also indicated that they would
prefer a restaurant to a strip mall.
Motion by Jacobson, seconded by Orttel to adjourn. Motion carried.
Meeting adjourned at 8:15 p.m.
