1 The City of Andover is experiencing substantial residential growth. The population

J has doubled in the last 8 years. A growing number of families are discovering that
Andover is a great place to raise a family and enjoy the great outdoors with
.., convenient access to numerous urban amenities.

J The city has an extraordinarily high percentage of residents under 18, The growth
J in overall numbers and the high proportion of youth creates an increasing demand
.., for a variety of year-round recreational activities.

.., The city has been diligent in managing the infrastructure necessary for growth and

J is looking ahead to address the social and recreational needs of this rapidly
growing community. The opening of the Andover High School and the ongoing
J activities of the existing schools suggests that there will be an increasing demand
.., for a facility where non-school activities for residents and youth of all ages can be

J Last year parents representing an interest in such a facility requested that the city
consider building a multi-purpose complex that would include a field house and
'l indoor ice arena. The City Council appointed a Sports Complex Task Force to

J investigate the many aspects of constructing, financing and operating a community
sports facility. In the fall of 200 I the city contracted with Decision Resources, an

J independent professional survey firm. to conduct a residential survey to determine
...., the types of recreational interests and determine the level of support for a

community facility. Seventy-three percent of those surveyed favored the concept of
J a Community Center.

The Sports Complex Task Force carefully studied the survey responses and
J suggestions. They also researched comparable facilities in similar sized
J communities, This process led them to recommend that a facility offer a wide
range of athletic. recreational and social activities to citizens of all ages, They also
J suggested that the facility be designed with community meeting space for a wide
,., range of public and private activities, as there currently areJew places for

from $500,000 to $ 9.9 million. Six people stated that half of the project could be
J raised from the community. Respondents agreed that a campaign of this order
J should seek pledges and commitments over a three to five year period. When
asked about the ability of individuals to make leadership level gifts to a campaign,
J there was consensus that there are individuals in the Andover area who are capable
J of making gifts at this level. Several people asked about the amount the city will

J in support from their business.
