Re: Andover local Board of Appeal and Equalization for property taxes
Preliminary review of the property valuations placed on my property by the assessor
appear to show some unexplained increases. Therefore, I would like to appeal the
following PIN numbers until I have been able to review these valuations with the
assessor.

ISSUES
1. EQUITY ISSUE WITHIN ANOKA COUNTY ON PROPERTIES ALONG RUM RIVER
AND CROOKED LAKE in 2003 VALUATIONS.
A. Rum River Lots compare Ramsey to Andover.
Huge discrepancies between two cities along river and huge increases on Andover side. Some
were reduced below 2002 valuations, others were not. Why this discrepancy? Is it being
corrected?
B. Crooked Lake lots compare Andover to Coon Rapids.
All lots south of city line are valued below $100,000, generally at about $84,000 on east side of
lake in Coon Rapids and around $66,000 on west side oflake in CR.
All lots north of city line are valued over $110,000. Generally at $111,000 on east side in
Andover and $130,000 on west side. This occurs regardless oflot frontage and style wli our city
where there is a bit more variation in lot values in CR.
CR Assessor says his ratio between assessed values and sales values on lots on the lakes and
rivers are at 93%,
C, Dept. Of Revenue - No written orders to reevaluate these properties.
D. How will equity be achieved between our city and neighboring city wi 2003 valuations for
which the sales ratios are not yet known? What will be done next year?
2. EQUITY ISSUE WITHIN ANDOVER ON RESIDENTIAL LOTS ON ACREAGE & IN
CITY DEVELOPMENTS.
A. Large increase in values on acreage residential lots in Timber River Estates for 2003 not
supported by recent sales and purchase.
B. Large increase in Whittington Ridge area, does this compare to other residential lots on
acreage? Or did the assessor error in valuing these two developments compared to similar 2 acre
developments within Andover?
C. Large increase in Shadowbrook & Crowne Pointe East values & lots irrespective oflot
features, size of home and uniqueness of home. All interior lots valued at about $60,000 and all
lots adjacent to open areas valued at $76,000 to $80,000. Lot & overall valuations appear to
have been increased across the board by $50,000 give or take a few thousand on most parcels.
Compare to land values and overall values of other newer developments such as Woodland

Estates, Are there sales comp.s? Why would lots in Woodland Estates, Winslow Hills & other
nice quality developments seen as more choice by buyers, be valued at $20,000 less? Compare
Fox Hollow to Woodland Estates. Lots in Fox Hollow were increased to more than those in
Woodland Estates. Compare to lots in Coon Rapids along Bunker Park property where there is
open space, Valuations were comparable for past 3 years, now those north of Bunker Park have
increased substantially, (Lot increases about 67% from last year.)
3. INCREASES IN VALUATION OF LARGE PARCELS OF LAND, AGRICULTURAL.
Were the increases described by Mr. Sikora indicative of all Andover parcels of20 acres or more?
Why did these valuation increases occur, why so steep? (80%). What happened wi the Holasek
property? Is there a distinction between Agricultural Classified property and rural residential or
vacant land parcels?
4. CAN ANYTHING BE DONE THIS YEAR WI THESE POCKETS OF LARGE
INCREASES TOlMPROVE LIKELIHOOD OF ACCURATE VALUATIONS FOR2003?
5. WHAT WILL BE DONE TO IMPROVE EQUITY OF VALUATIONS W/I ANDOVER
AND WITHIN THE COUNTY?
6. HOW WILL NEW CONSTRUCTION BE VALUED NEXT CYCLE?
Did the assessor visit the sites for which valuations were fixed from blueprints? How would we
know this?
7. WHAT SUPERVISORY PRACTICES WILL BE PUT INTO PLACE TO IMPROVE THE
2004 VALUATION PROCEDURES IMPROVE EQUITY W/I ANDOVER & W/I ANOKA
COUNTY?
