A Meeting of the Andover Housing and Redevelopment Authority was called to order by Mayor
Mike Gamache on January 16, 2001, 10:11 p.m., at the Andover City Hall, 1685 Crosstown

Motion byOrttel, Seconded by Knight, approval of the Minutes: Motion carried unanimously.
CONSIDER CDBG APPLICATION - SENIOR CENTER REMODELING
Motion by Jacobson, Seconded by Knight, to approve the application for CDBG funds to remodel
the Senior Center as outlined in the packet. DISCUSSION: Mr. Dickinson stated the City's share
can potentially come from carry-over funds from 2000. It is also possible to spread the funds from
the 2001 to 2002 budget. Mr. Carlberg felt the City had a good chance of getting the CDBG funds
for this project. Motion carried unanimously.
Motion by Jacobson, Seconded by Knight, to adjourn. Motion carried unanimously. The meeting
adjourned at 10: 15 p.m.

INTRODUCTION
Pursuant to state law, the appointment and term of HRA members is prescribed under M.S.
469.003, subd. 6.
DISCUSSION
HRA meeting minutes from January, 2001 indicated that City Council Members were appointed
to serve as HRA Board members. It is unclear as to length of time for each term so my office has
interpreted the appointment as initial one-year terms.
In keeping with statutory guidelines, Council members who are appointed as commissioners of
an HRA may set the length ofHRA appointment to coincide with the expiration of their Council
terms. Accordingly, Council may wish to appoint the following Council members for the
following terms.

469.003 City housing and redevelopment authority.
Subdivision 1. Preliminary city findings and
declaration. There is created in each city in this state a
public body, corporate and politic, to be known as the housing
and redevelopment authority in and for that city. No such
authority shall transact any business or exercise any powers
until the governing body of the city shall, by resolution, find
that in that city (1) substandard, slum, or blighted areas exist
which cannot be redeveloped without government assistance, or
(2) there is a shortage of decent, safe, and sanitary dwelling
accommodations available to persons of low income and their
families at rentals they can afford, and shall declare that
there is need for a housing and redevelopment authority to
function in that city. In determining whether dwelling
accommodations are unsafe or unsanitary, or whether substandard,
slum, or blighted areas exist, the governing body may consider
the degree of deterioration, obsolescence, or overcrowding, the
percentage of land coverage, the light, air, space, and access
available to inhabitants of the dwelling accommodations, the
size and arrangement of rooms, the sanitary facilities, the
extent to which conditions exist in the buildings that endanger
life or property by fire or other causes, and the original land
planning, lot layout, and conditions of title in the area.
Subd. 2. Public hearing. The governing body of a
, city shall consider such a resolution only after a public
hearing is held on it after publication of notice in a newspaper
of general circulation in the city at least once not less than
ten days nor more than 30 days prior to the date of the
hearing. Opportunity to be heard shall be granted to all
residents of the city and to all other interested persons. The
resolution shall be published in the same manner in which
ordinances are published in the municipality.
Subd. 3. Conclusiveness of resolution. When the
resolution becomes finally effective, it shall be sufficient and
conclusive for all purposes if it declares that there is need
for an authority and finds in substantially the terms provided
in subdivision 1 that the conditions therein described exist.
Subd. 4. Copy filed with commissioner of trade and
economic development. When the resolution becomes finally
effective, the clerk of the city shall file a certified copy of
it with the commissioner of trade and economic development. In
any suit, action, or proceeding involving the validity or
enforcement of or relating to any contract of an authority, the
authority shall be conclusively deemed to have become
established and authorized to transact business and exercise its
powers upon that filing. Proof of the resolution and of that
filing may be made in any such suit, action, or proceeding by a
certificate of the commissioner of trade and economic
development.
Subd. 5. Commissioners. An authority shall consist

of up to seven commissioners, who shall be residents of the area
of operation of the authority, who shall be appointed after the
resolution becomes finally effective. If any additional
commissioners are appointed, one of the commissioners must be
appointed in accordance with the requirements of Code of Federal
Regulations, title 24, part 964.
Subd. 6. Appointment; approval; term; vacancy. The
commissioners shall be appointed by the mayor, with the approval
of the governing body. Those initially appointed shall be
appointed for terms of one, two, three, four, and five years,
respectively. Thereafter all commissioners shall be appointed
for five-year terms. Each vacancy in an unexpired term shall be
filled for the remainder of the term for which the original
appointment was made. Any member of the governing body of a
city may be appointed and may serve as a commissioner of the
authority for the city. The council of any city which appoints
members of the city council as commissioners may set the terms
of office of a commissioner to coincide with the commissioner's
term of office as a council member.
Subd. 7. Certificate of appointment; filing.
Commissioners shall hold office until their successors have been
appointed and qualified. A certificate of appointment of each
commissioner shall be filed with the clerk and a certified copy
shall be transmitted to the commissioner of trade and economic
development. A certificate so filed shall be conclusive
evidence of appointment.

SUBJECT: Consider CDBG Projects/Anoka County - Planning

INTRODUCTION
This item is intended to provide specific information for the 2002 CDBG applications that the
City will be submitting on or before January 11,2002. The information presented summarizes
the scope and estimated cost of the various projects.
J It is important to note that the total funding request of all applications cannot exceed $300,000.
This is a competitive process that requires projects to meet both federal and county goals with
preference to projects that demonstrate completion within two years.
Proposed 2002 CDBG Projects
Zoning Ordinance Update
With the Comprehensive Plan nearly completed, staff will begin working on the Zoning
Ordinance update to ensure that these documents are in alignment. CDBG can fund up to 20
percent ofthis project (ten percent for planning, ten percent for administration). It is anticipated
that this project will cost approximately $40,000 to complete. The application will request
$8,000.
Transportation Plan
A transportation plan needs to be prepared to address the infrastructure and maintenance
necessary to keep pace with growth and development. The plan will address all modes of
transportation and provide a maintenance and reconstruction schedule as well as cost estimates.
I It is estimated that this study will cost $70,000 to prepare. A CDBG application will be prepared
to request $14,000 (20% maximum).
, Neighborhood Rehabilitation Program
J
No independent cDBG application is necessary. The Anoka County Community Action
Program (AccAP) will receive all ofthe cDBG dollars available for this type of program
directly from Anoka County this year. The City can work with AccAP to develop a specific
program and budget for Andover. To do this, some indication of the demand for this program is
needed. Staff has included an article in the January newsletter to solicit feedback from residents.
There are specific guidelines that are attached to this program such as a minimum structure age
(15 years) and maximum property value ($139,000). An attachment contains the specific details
of the program.
If sufficient demand for the program can be demonstrated the City can choose to apply for funds
directly from the county in following years.
Community Center
The Community Center Task Force will be considering facilities that may include a 60,000
square foot field house for active youth recreation and a 4,500 square foot youth center for a
potential meeting space and daycare. The working cost estimate is $110 per square foot which
yields a total of $7,095,000. Other cDBG requests total $22,000. This application can request
up to $278,000.
Neighborhood Park Accessibility
The City has obtained cDBG dollars to upgrade park facilities in the past. Unfortunately, parks
and/or recreation facilities have been downgraded to a low priority on the County's priority list
(see attachment). A list of parks projects identified by the Park and Recreation Commission is
attached. If the Council wishes to move forward with this application it is recommended that the
amount of funds requested by the Community Center application be reduced to keep the City at
the $300,000 limit.
ACTION REOUIRED
Please discuss the proposed cDBG projects and approve resolution authorizing the various
applications if appropriate.

A RESOLUTION APPROVING THE 2002 COMMUNITY DEVELOPMENT BLOCK GRANT
BUDGET TO BE USED TO CONDUCT PROJECTS WITHIN THE CITY OF ANDOVER
FOR THE BETTERMENT OF ANDOVER RESIDENTS.
WHEREAS, the Housing and Redevelopment Authority recognizes the need to use Community
Development Block Grant funds for the betterment of Andover residents; and
WHEREAS, the County of Anoka makes said funds available to the City through the United
States Department of Housing and Urban Development, following guidelines established for the
use of Community Development Block Grant funds; and
WHEREAS, the City will receive funds distributed by Anoka County to conduct projects for the
residents of the City for the 2002 fiscal year; and
NOW, THEREFORE, BE IT RESOLVED, that the Housing and Redevelopment Authority of
, the City of Andover hereby approves the 2000 Community Development Block Grant Projects
~ and Budget as depicted on attachment A-I.

2, MINNESOTA HOUSING FINANCE AGENCY (MHFA): This program is funded directly from MHFA.
The MHFA program is a deferred loan (interest free with no monthly payments), for a maximum of $15,000. The
original.loan amowrt is to be paid in full if the home is sold or transferred, The entire Joan is also payable after 30
years, regardless if home is sold or transferred,
Please be aware that this is a loan program, and income, along with other applicant information, will be verified
by ACCAP. The income limit is based on an adjusted gross annual income level between $11,000-$18,000. 'The
MHFA program has a low threshold waiting list only.
The eligibility requirements for the MHF A program include, but are DO limited to:
a, Income-Anyone living in the household that is over 18 must be included in income calculation (includes:
children, spouses, relatives, friends, etc,)
b. Type-Home must be a single family or mobile home (no twin homes or town homes)
c, Mortgage and Property Tax-Must be current on mortgage and property tax
d, Title-Applicant must in title to the home
e, Residence-Must have lived in the home for at least six months
