WWW.CI.ANDOVER.MN,US TO: Mayor, Councilmembers and Planning Commissioners CC: John Erar, City Administrator'tl../ FROM: Will Neumeister, Community Development Director d- SUBJECT: Discussion of "Woodland f1h Addition" and "Whitetail Ridge" Developments DATE: December 15, 2003 INTRODUCTION At the September 2, 2003 Council meeting there was discussion on the request for the 40 acre land swap at the request of Woodland Development. There remains only one outstanding issue, that being the single point of access to serve the 90 lot development. All other issues that were raised have been answered by the developer and reviewed by the Council with no major objections. The developers of "Whitetail Ridge" have been working on a revised sketch plan for a proposed single family development located north of 161 sl A venue. Over the past month, the developers have been talking to the Council about plans that involved smaller lots than typical (50' vs. 80' wide). Staff has not spent any time reviewing the concept. At the meeting, the developer will ask the Council for feedback on the small lot concept. They have shown staff a new concept plan showing all single family over the entire parcel (about 116 lots). This is 16 more units than was previously granted to the / developers when the "Rural Reserve" expansion was approved earlier this year. They are asking for the , City to consider their request for more units. Staff has evaluated this with the assistance of WSB Consulting Engineers and there are only 10 additional units available and Council needs to determine which property owner should be allocated them (see attached memo from WSB). DISCUSSION Council will be asked to provide both land developers direction on these issues. There was also a recent development with regard to "Whitetail Ridge". The developer's engineer had submitted a request to FEMA to have a flood elevation established that would allow them to develop the property without having to complete a hydrological study. FEMA has responded and have indicated they will need to complete a full hydrological study before any development of the property will be allowed (see attached letter). This is expected to take 10 months, at a minimum, to complete. Staff will be meeting with the land owners to inform them of this new information, and Council will be informed ofthe outcome of the meeting on Monday, December 15,2003. ACTION REOUESTED The Planning Commission and Council are asked to listen to the requests of the developers and discuss the issues that remain to be resolved. Pertinent information about the request is listed below. Identifier: White Tail Ridge Flooding Source: Unnamed ponding area FIRM Panel Affected: City of Andover, Anoka County, Minnesota FIRM, / number 270689, panel 0010 B, dated July 18, 1983 As you may know, FEMA has implemented a procedure to recover costs associated with reviewing and processing requests for modifications to published flood information and maps. However, because your request is based on flood hazard information meant to improve upon that shown on the flood map or within the flood study, and does not partially or wholly incorporate manmade modifications within the Special Flood Hazard Area, no fees will be assessed for our reVIew. We have completed an inventory of the items that you submitted. The items identified below are the additional items that are required before we can begin a detailed review of your request. 1. Please resubmit Form 2, titled "Riverine Hydrology and Hydraulics Form," with Part A completed. 2. Please submit the hydrologic analysis of the 1 % annual chance (lOO-year) flood representing existing conditions for the unnamed ponding area in electronic format as well as all applicable back-up data. 3. Please submit the hydraulic model of the 1 % annual chance flood representing existing conditions for the unnamed ponding area in electronic format, using a computer model from / 12101/ndian Creek Cour!, Beltsville, MD 20705. Please submit a certified topographic work map of the entire area covered by the existing conditions model indicating the following information: a. Boundary delineation of the currently effective 1 % annual chance floodplain. b. Boundary delineation of the revised 1 % annual chance floodplain and tie-in location to the effective boundary. c. Location and alignment of all cross sections used in the hydraulic model. d. Flow line used in the hydraulic model. 5. Please provide documentation stating that the analyses have been submitted to the Minnesota Department of Natural Resources (MNDNR), and that MNDNR has issued a final approval of all aspects of this revision request that covers the entire revised reach from upstream tie-in to downstream tie-in. 6. Please submit an annotated FIRM at the scale of the effective FIRM showing the revised base floodplain and floodway boundaries delineated on the submitted work map and how they tie / into the base floodplain and floodway boundaries shown on the effective FIRM at the downstream and upstream ends of the revised reach. 7. Please submit documentation of individual legal notices that were sent to property owners who are adversely impacted by any increases in and/or shifting of the 1 % annual chance floodplain for Lower Rum River. Legal notice may take the form of certified mailing receipts or certification that all property owners have been notified, with an accompanying mailing list and copy of letter sent. Examples of individual notices can be found on Pages 12 through 17 of the Mf-2 instructions, which can be accessed at http://www.fema.gov/pdf/flunlmt2_inst.pdf. a. If you submit notification and acceptance from the adversely impacted property owners, FEMA can issue a Letter of Map Revision (LOMR) effective the date of issuance. b. If you submit notification of, but not acceptance by, the adversely impacted property owners, FEMA may issue a LOMR effective one month after the date of issuance. Please send the required data to us at the address shown at the bottom of the first page. If all required items are not submitted within 90 days of the date of this letter, FEMA will treat any subsequent request as an original submittal, and it will be subject to all submittal procedures. If you are unable to meet the 90-day deadline for submittal of required items and would like / FEMA to continue processing your request, you must request an extension of the deadline. Date: December 8, 2003 Re: Trunk Sanitary Sewer Analysis for Designated Rural Reserve Areas Chesterton Commons Lift Station Capacity with Wetherbee/Kubat Development City Project No. 02-22 WSB Project No. 1463-00 At the City's request, WSB & Associates has reviewed the capacity of the Chesterton Commons Lift Station in regard to wastewater volumes anticipated from actual and proposed development in and adjacent to the station service area. The analysis was conducted in order to evaluate the inclusion of the WetherbeeIKubate development along Crosstown Boulevard in the lift station service area and its potential impact on the future capacity at the station. The service area for the existing Chesterton Commons lift station will accommodate flows from 530 units. An additional 268 units can be added with the upgrade of the pumps in the lift station ~ \. , representing 798 total units. A review of actual and proposed development to date that will be serviced by the lift station represents a total of 603 units with the inclusion of the Constance Free ! Church, the WetherbeeIKubat properties, and the new fire station. This leaves a capacity at the lift . station for approximately 195 additional residential units on the north side of 161'1 Avenue NW. At a density of2.1, this represents approximately 93 acres. The report for the Rural Reserve Areas referenced above indicated an approximate available area of 88 acres depending on [mal development. In conclusion, the Chesterton Commons lift station will have adequate capacity for development of the WetherbeeIKubat property as proposed while adhering to the plan developed for the Rural Reserve Areas. It should be noted that the City will need to monitor development activity in conjunction with the Chesterton Commons lift station to ensure the timely upgrade of the pumps to keep ahead of the demand.
