Haas, Assistant Public Works Director SUBJECT: j.a Consider Anoka County Park Property/Round Lake Boat Landing - Engineering DATE: August 18,2011 INTRODUCTION This item is in regards to the Anoka County Park Property located on Round Lake on the east side of the lake near the boat landing. DISCUSSION Attached is a drawing identifYing property that is currently owned by City and Anoka County along the east side of Round Lake Boulevard. As you can see by the drawing, the city owns the property (boat landing) between the two Anoka County parcels. The property on the south side of the boat landing is unbuildable due to the lake and wetlands covering most of the property. The 2 properties on the north side have a frontage road that is currently maintained by the county. The boat landing area is maintained by the city. Both of these properties are wetlands for the most part and are unbuildable. Staff is bringing this forward to see what should be done to avoid both governmental agencies having to maintain the boat landing and frontage road. Staff has been in contact with Anoka County to discuss this. At this point, the county has indicated that either the county or the city should have ownership of all 4 parcels (which includes the city owned property). The last discussion that city staff has had with the county is that they have suggested if this were to happen, they would prefer the city take ownership of the county parcels. By taking ownership of theses parcels it will add to maintenance of the entire access to Round Lake. Ifthe Park Commission agrees with recommending ownership of the parcels, this will need to be presented to the City Council for their consideration. ACTION REOUIRED The Park and Recreation Commission is requested to considered if the three Anoka County parcels should be city owned or not. Update of Joint Meeting with City Council-Engineering .- DATE: August 18,2011 INTRODUCTION This item is in regards to the scheduled joint meeting with the City Council on Tuesday, August 23rd. DISCUSSION The joint meeting scheduled with the City Council will start at 6 pm. The items that are planned to be discussed at the meeting are as follows: . Park Comprehensive Plan!Future Improvements to the Park System . Discuss Proposed 2012-2016 Park Capital Improvement Plan (CIP) . Update regarding interest of artificial turf at one of the parks/facilities . Discuss use of Free Skating Rinks The meeting between the Council and the Commission would be probably between 1.5 and 2 hours long. ACTION REOUIRED No action is necessary. Review Outstanding Items DATE: August 18,2011 Issues list as of 8/16/11 COMPLETED PROJECTS- . Hawkridee Park -The trail has been paved and the seeding is completed. The Park Maintenance crews will need to monitor erosion in case we do get heavy rains like we have previously seen over the past few weeks. . Sophie's Park - All the concrete work has been completed. The shelter is close to being done. When you get a chance, stop by and see it for yourself. ON-GOING PROJECTS- . Develop Site Plans for all existing parks which indicates the facilities available. (On-Going). . Update of Park Dedication Improvement Fund Ouarterlv Report - Next quarterly report is due in October. . Update of Ouarterlv Sheriff's Department Report on Park Patrol & Vandalism - Next quarterly report is due in October. . City Hall Campus Hockev Outdoor Hockev Rink - The building exterior work is very close to being completed. Staff continues to work on fixing the washouts. Let's hope it stays dry for a little bit. ON-HOLD PROJECTS- . TASK FORCE UPDATES- . Skateboard Task Force (Van VarkIKowalewski) - Commissioners Van Vark and Kowalewski will provide an update at the meeting. OTHER ITEMS OF INTEREST - . Prairie Knoll Park - Nothing new to report. We are still anticipating improvements yet this summer. Staff will keep the Commission up to date when things will start happening. The City Council has approved the location of the cell tower which will be located on the east side of the park near Prairie Road and just north of the southeast field. The agreement between the church and the City expires after this season. Staff will be discussing this with the City Council yet this fall to see if they would like to continue having the community gardens. Also consider expanding the garden so it provides more opportunities to those that have not been able buy a plot because they were sold out so quickly. . Doe: Park -The Dog Park has been working on getting donations. They would like to still do something yet this year. To date, $600 in donations have been received by the City.
