Dear Mayor Gamache:
Earlier this week you informed me that the Andover Huskies Youth Hockey Association
plans to appear before the City Council. They plan to ask that the indoor ice arena be
separated from the Community Center and that arena construction be started as soon as
possible.
Our Planning Study asked community leaders to respond to the concept of a Community
Center. In that study, we learned that residents are very much aware that Andover does not
have a focal point around which the community can gather. When presented with the
possibility of a Community Center the people we surveyed were very supportive of that
concept.
Our study found that there is support for a facility that will serve a broad range of people
with a variety of recreational and social activities. The Andover community is taking a
significant step by planning to build a facility that will meet a wide variety of community
needs.
(J We believe that separating any element of this project could have several negative
repercussions:
. The Community Center would no longer be the single focal point for community life,
. There would be at least one constituency for whom this project would not be
important, thus gaining their volunteer and financial support would be difficult.
. The city would be making the implicit statement that any program that is separated
and put on a fast track is more important than all of the other needs being met
through this project.
. Capital Campaigns must be vehicles which bring a community together. Separating
any element of this project could have the effect of creating divisions within the
community.
. Beginning the construction of any portion of the Community Center before the
fundraising campaign is completed would stop the volunteer fundraising efforts.
We believe that a decision to separate the ice arena from the Community Center would
severely jeopardize the fundraising campaign. We urge you continue on the course you have
set for the future of the City of Andover.

Andover Huskies Youth Hockey Association (AHYHA) Goal:
To FULLY SUPPORT the Andover skating public and the proposed Andover
Community Center!
Our Recommendation:
AHYHA respectfully requests the City Council to:
. Remove the Ice Arena portion from the Community Center
. Support building an Ice Arena on City Owned land
Benefits:
. Decreases the projected Community Center to a more fiscally responsible, politically
manageable, and achievable level of $7.8-10.8M which fits targeted cost of $9.9M
the City Council delivered to the public the summer of 2002.
. lowers the fundraising benchmark the City will have to meet to build the Community
Center, possibly as much as $1M.
. Negligibly impacts City lead fund raising effort because the Public Survey
demonstrates strong interest in the Aquatic and Field House component.
. Potentially allows the YMCA the desired room for expansion as our community
, '\ grows as discussed in recent meetings with the YMCA.

. Provides a positive and proactive solution to the many issues and challenges the
City Council, City Administration, Task Force and others have faced over the last two
years and continue to face today,
. Offers a solution to the hardships that both our high school and youth hockey players
are enduring skating at 10 different rinks across the northern suburbs. and the
University of Minnesota,

Dear Mayor Gamache and Andover City Council Members:
I am writing you this letter to encourage you to take a very serious look at having the community
center and ice arena occupancy available for the 2003-2004 school year. Without an ice arena to
call home our girls and boys hockey teams here at Andover High School have experienced some
very difficult situations. Our girls have practiced at no fewer than Seven differenl rinks. many
times only being able to practice for one hour compared to the two hours all the other teams in
the conference have been able to. Our DOYS team practices most days from 9:00pm - II :OOpm or
~J 9:30pm to 11 :30pm at the East Bethel Arena. A constant dosage orUris late night practice on
school nights concerns me as an educator. I appreciate all the time, effort and thought you have
put into the project and hope at least from our standpoint bere at Andover High School. that this
project can be completed for us to use by the 2003-04 hockey season. Thank you for your time.

Dear Andover City Counsel,
This letter is to bring the counsel up to date with our program.
The Andover Boys High School Hockey Team has won two games so far in
our first season. Although we would love to have more wins we are
satisfied with our progress so far. However, there are some factors beyond
our control that have made our progress more difficult than it needs to be.
East Bethel Arena has been very gracious with our program. They have
given us a penninate locker room to leave our equipment and the best ice
time possible. However, the latter is not very accommodating. Because of
, "\ their association with St. Francis High School and Youth Programs Andover
,_J is last in the pecking order to get ice time. Consequently we have had five
days so far this season with no ice time. Along with this our average
practice time is from 9:30-1 1 p.m. This adds to an already difficult schedule
for our students. Our players have struggled to keep up grades and stay
committed to our team.
In closing. our program needs its own Community Ice Arena and Andover is
the onlv Communi tv in our Confert'nce that does not have its own lee
- -
Arena.

Dear Mayor Gamache and the Andover City Council,
I am writing to you as the Head Girls' Hockey Coach at Andover High School. Our
girls' team enjoyed a very successful first year in 2002-03 and we are hoping to improve
our individual and team skills on a yearly basis.
We hope to field a team on an annually for which the City of Andover can be proud.
In order to do this, we desperately need a home rink for skating. Our parents have
transported their student athletes to eight different area arenas to gain practice time, often
times before school. While our competition has practice time for both the varsity team and

junior varsity team, we often practice on the same sheet of ice with both of our teams. This
again, is a huge disadvantage for our teams. We have good, young, enthusiastic players
who deserve the same facilities as our competition (Blaine, Anoka, Champlin Park, Coon
Rapids). Our feeder program, Andover Youth Hockey, will not be able to reach its
potential, while losing participants, without an ice rink. With a limited feeder program, the

',.-1 chances of fielding a competitive high school program are slim.
All of us realize the importance of providing facilities for our youth. We have all seen
the statistics. Please consider constructing an ice arena as soon as possible for the citizens
of Andover, which includes our Andover High School student athletes.

We have come over from the Andover High Girls hockey team to tell you
our reasoning for needing a new arena. We are glad to start the new High school
with a girl's hockey team, but it is major inconvenience to have to drive to arena
that's at least twenty five minutes away to play at our home arena. Also to go to
practices, it takes even longer since we have to practice at a different arena each
day. When having a home arena it can be easier for parents and family to see a
game. In addition many high school girls have other family members that play
hockey for Andover and you can not drive back and forth all the time to go to
games and practices. As of this year, not a single person from our team has a
license which means our parents have to haul us everywhere, not to mention pay
the cost of gas to drive. This could eventually cause a lack of players which
means if we do not get a new arena there may no longer be an Andover girls
High School hockey team.

This petition is to request that the Andover City Council take action that will result in the
construction and completion of an indoor ice arena by Fall of2003. The lack ofan indoor ice
arena in Andover has served detrimental to over 350 youth (ages 4 to 18) who participate in the
sport of hockey. Inadequate and late night ice hours have negatively impacted their skill
development, competitive edge and ability to maintain their academic participation. The lack of
indoor ice has also caused a hardship on families who support their children involved in youth
hockey by imposing long driving distances and additional expenses associated with paying
premium rates imposed by outside communities.
