"-~ ANDOVER HOUSING AND REDEVELOPMENT A UTHORITY MEETING JANUARY 2,2002 - MINUTES A Meeting of the Andover Housing and Redevelopment Authority was called to order by Chair Mike Gamache, January 2,2002,9:12 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Present: Commissioners Don Jacobson, Mike Knight, Ken Orttel, Julie Trude Absent: None Also present: City Administrator, John Erar City Planner, Courtney Bednarz City Attorney, William Hawkins Others , \ APPROVAL OF MINUTES '-~ JanuGlY 16, 2001: Correct as written. MOTION by Jacobson, Seconded by Trude, approval of the Minutes as written. Motion carried unanimously. APPOINT OFFICERS OF THE HRA Mayor Gamache recommended the following appointments: Chairn1an-Mike Gamache, expires January 7, 2003; Vice-Chair - Ken Orttel, expires January 4,2005; Secretary/Treasurer - Mike Knight, expires January 4,2005. Staff support to remain Treasurer - Shirley Clinton; Secretary- TimeSaver. Motioll by Orttel, Seconded by Knight, the Mayor's recommendations for officers of the HRA. Motion carried unanimously. APPROVE 2002 CDBG PROJECT APPLICATIONS City Planner, Courtney Bednarz explained this item is intended to provide specific infom1ation , for the 2002 CDBG applications that the City will submit on or before January 11, 2002. The , ,-J infonnation presented summarizes the scope and estimated cost of the various projects. An important note to make is that the total funding request of all applications cannot exceed ~ '\ Andover Housing and Redevelopment Authority Meeting 0 Minutes - January 2, 2002 Page 2 $300,000. It is requested to discuss the proposed CDBG projects and approve the resolution authorizing the various applications if appropriate. Projects: I. Zoning Ordinance Update $ 8,000 2. Transportation Plan $ 14,000 3. Community Center $278,000 Motion by Orttel, Seconded by Trude, to approve the 2002 CDBG Project Applications (See HRA Resolution No. ROI-02). An oath of office for Board members Mike Gamache, Don Jacobson and Julie Trude are attached. The City attorney will conduct the swearing-in ceremony. DISCUSSION In keeping with statutory guidelines, Council members who are appointed as commissioners of an HRA may set the length of HRA appointment to coincide with the expiration of their Council terms. Accordingly, Council may wish to appoint the following Council members for the following terms. . \ 0 HRA Commissioners Mike Gamache Don Jacobson Mike Kni ht Ken Orttel Julie Trude ointment) ACTION REOUIRED An oath of office for each member specified will be conducted by the City Attorney. Appoint HRA Commissioners as named above with terms of appointment to coincide with the dates as specified above. Reappoint Mayor Mike Gamache as HRA Chairman or appoint a new HRA Chairman. Appoint Time Savers as HRA Board Secretary. Minutes from January 2, 2001 indicated that Mike Gamache served as Chairman, Ken Orttel as Vice- Chair and Mike Knight as Secretary Treasurer.
