" u o DRAFT ANDOVER ECONOMIC DEVELOPMENT AUTHORITY MEETING NOVEMBER 3, 2004 - MINUTES A M( eting of the Andover Economic Development Authority was called to order by Secretary Knigltt, November 3, 2004, 6:00 p.m" at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota Prese:lt: Commissioners Don Jacobson, Mike Knight, Ken Orttel, Julie Trude; Voting resident member Robert Nowak Voting resident member Fred Larsen and Non-voting resident member Edward Schultz Executive Director, Jim Dickinson Community Development Director, Will Neumeister City Engineer, Dave Berkowitz Others Absent: Also present: APPROVAL OF MINUTES Octal er 19, 2004: Correct as written, MOT/ON by Jacobson, Seconded by Knight, approval of the Minutes as written, Motion carried unaninously, ANDOVER STATION SOUTH PROPOSAL - RYAN COMPANIES (CONTINUED) Comlaunity Development Director Neumeister explained the developers have been working on revised architectural drawings. They asked this be rescheduled to the next meeting. Motion by Jacobson, Seconded by Knight to hold this item over to the next scheduled EDA meeting. Motion carried unanimously, BRUGGEMAN PROPERTY UPDATE Community Development Director Neumeister stated Bruggeman Properties have worked on preparing preliminary plat drawings for their proposed townhome development at Andover Station North, The staffhas been working on the purchase agreement with them. Based upon the latest infomlation, Bruggeman Properties are no longer interested in completion of streets and utilities to serve their first phase by August 1, 2005, Instead they would prefer the summer of 2006 for '\ Andol'er Economic Development Authority Meeting \.J Minwes-November3,2004 Page 2 comp'etion of the first phase of Jay Street and begin constructing units in their first phase of their houshg development at Andover Station North by the fall of2006, Comnissioner Jacobson stated if they asswned they get a couple of businesses signed up and they put ir, the sewer and water and road next year, they are not assessed for this until 2006, Mr. Dicki 'ISon stated they will pay the hook up charges and the area charges along with the lateral to get this to the building; the rest they are tIying to factor into the cost of the land. Comnissioner Jacobson wondered if they were looking at delaying the entire project for an entire year. Mr. Newneister stated he did not think they were looking at that but they will tIy to structure the bi,! package so there would be more than one alternative to look at The decision would not need to cone until February. Comnissioner Knight asked if the first units would be for sale in 2005 or 2006, Mr. Newneister stated it would delay the construction by a year. u Comnissioner Jacobson asked if this would delay the City putting in a road. Mr. Dickinson stated they v [ould not need to delay putting the road and utilities in, They have increment dollars available to move forward, He stated the position he is taking with them is if Bruggemen wants to delay it, they rut just as much down if not more for holding the property and if they do not agree to some of the City's terms, the city has the opportunity to market it to someone else, Comnissioner Orttel thought they had enough revenue to get the project going. Mr. Dickinson stated that was correct. Mr. Berkowitz stated they will stay on the same schedule for the project Mr. Nowak stated there should be a cost to Bruggeman for the delay, Mr, Newneister stated this is built into the cost but the City would like more money down to hold the land, Commissioner Orttel stated once they determine the use of the land, he thought anyone would be able to use the land, Mr. Newneister explained what Bruggeman will need to provide the City for development of the land. Commissioner Orttel thought they were relying on the liquidity of the residential in order to go forwa -d with this and he was worried they would get too far ahead, ;.) Commissioner Knight asked if the market was so soft that they could not even put in a small nwnber ofhor.les, Mr. Newneister stated construction of town homes has slowed down because they are not selling as quickly as before. He stated that if some of the units at Station Parkway would move, they would be more inclined to start. He has heard this from other developers also. ~ ') Ando,'er Economic Development Authority Meeting -.-/ Minu, es - November 3, 2004 Page 3 DISCUSS ANDOVER STAT/ON NORTH DEVELOPMENT PROGRESS Executive Director Dickinson explained this past week staff met with another local developer that is interested in looking at the possibility of building an office showroom building in Andover Station North. The other developers that we have been in contact with are still showing interest in being in the first phase of the construction and that would enable the City to build at least the first phase of Jay Street in the summer of2005, Comnissioner Jacobson asked if that would be for development in the first part of2005, Mr. Casey indic, ted that was correct. Comnissioner Jacobson asked what the status was with Pov's regarding the commercial, Mr. Neurreister stated they have not made any decision and Mr. Povlitzki stated he is not ready to move on an;thing at this time. Mr, r:: ickinson stated Mr, Povlitzki has indicated developers are looking at his entire property. o Mr, l':eumeister showed the Commission a layout of the proposed commercial development and discw:sed the costs, Comnissioner Trude arrived at 6:25 p,m, Comnissioner Knight asked if everything in the commercial center would be related to home buildiag. Mr, Casey stated it would. Presic"ent Gamache arrived at 6:30 p,m, Commissioner Jacobson asked if there was an idea about how many jobs this would make in this area. \fr. Dickinson stated they have not calculated the numbers yet. He projected the numbers for the Commission. Mr. Neumeister stated the road would not be MSA funded, Mr, Berkowitz stated the light will also be fur ded from the sale of the land, APPROVE LMCIT LIABILITY COVERAGE / . 'J Exec\1tive Director Dickinson explained the League of Minnesota Cities Insurance Trust (LMCIT) reque~,ts that participating cities and special authorities annually decide whether or not to waive the statutory tort liability limits established by Minnesota Statutes 466.04. Commissioner Jacobson asked what the cost was. Motion carried unanimously, OTHZR BUSINESS Mr. l"eumeister updated the Commission on the TCF building development at Andover Station South, Comnissioner Jacobson stated if the Council accepts the split, the EDA still looks at this and has the final word on the building and materials used. Comnissioner Trude wondered why they would waive the ten foot parking setback She wondered if this would affect snow storage, Mr. Neumeister stated this would not have an impact on the site becau,e it is parking to parking, Comnissioner Jacobson stated his concern was he wanted to be sure the building was aligned correctly. The new letter has been acljusted from the previous letter to accomnodate a new development schedule and to address issues associated with the failure to reach f' n acceptable agreement with Brad Povlitski to sell the adjacent property. ANDOVER STATION SOUTH PROPOSAL - RYAN COMPANIES Community Development Director Neumeister stated the City staff has worked with the architectural staff at Ryan Companies to develop an architectural plan for the new 10,000 square foo~ building for the space in front of the Target Store at the corner of Martin Street and Bunker La~ e Boulevard. Mr. Tom Palmquist with Ryan Companies made a presentation regarding the Andover Retail Certer. Commissioner Trude wondered what types of food shops they could have for the small areas, Ms, Molly Carson stated they could have sandwich shops and ifthey had seven thousand square feet or more they could have something like a Chinese Restaurant, o Mr. Nate Inger explained the layout of the building on the property and the elevation of the building, Commissioner Trude stated she did not consider looking at the back of the building while driving by, She wondered ifthey wanted to have people look at the garbage area. Mr, Palmquist explained the way they wanted traffic to move through the area. o o , '\ ,-_J Anc'over Economic Development Authority Meeting Mil 'utes - October 19, 2004 Pare 2 Mr, Inger noted trash was brought indoors and what they would see would be small doors. Commissioner Jacobson wondered how they got by the problem of trucks delivering to the bui'ding. Mr. Inger stated the coffee shops usually have normal hours and they could schedule deliveries around the drive thru hours, Mr, Inger described the materials that will be used in the building, CO! nmissioner Trude did not like the look of metal on the back of the building. Commissioner Knight stated they usually face the front ofthe building out from the road, Ms. Molly Carson stat~d they talked to some retailers and the retailers preferred to face Target because it would hell' their sales. Commissioner Trude thought the way the building faced was dependent on the surrounding activity. Mr. Neumeister stated there is a building like this in Blaine where the building faces insije with the back of the building facing Highway 65. Mr, Neumeister stated Ryan Companies is mimicking the Target building with matching colors and materials. Mr. Inger stated the logic of this building is trying to achieve what they did with Tar ~et. Pre:;ident Gamache arrived at 6: 15 p,m. Ms, Carson stated they are looking at a variety of users for this site and are in serious neg:ltiations with some national companies, Conmissioner Jacobson understood the back service doors would be normal size. He wondered iftl e rest ofthe panels would be fixed and why would they use panels throughout the back of the building, Mr. Inger stated a lot ofthe tenants will have kitchens which they will put in the back of fie building and make it easier for a tenant to set up their store. He stated there is also a nice clem look with all of the different users throughout the years. Conmissioner Trude wondered how the colors ofthis building would match up to Tanners. Mr, Net meister stated they would be similar and compliment each other, Conmissioner Trude thought this building was more boxy than the surrounding buildings. Mr. Inger explained the different articulations they are using on the building to make it a cleaner 100L Conmissioner Jacobson wondered what the ceiling height inside would be, Mr. Inger stated it wotld be twelve feet high. Ms. Carson stat ~d with a sixty foot depth building, they could not get stacking in and it would be too hard of a turn to make, Cor~missioner Trude stated she has a hard time seeing the back of the building facing the main roa< L She thought the marketing to the community was so important. Commissioner Orttel stat ~d ifthe building was placed another way, he did not know if it would work and fit on the pro;Jerty. He stated he would like to see some buildings that are set up like this. Conmissioner Jacobson wondered if they could move the building ninety degrees. Con missioner Trude thought they could have two buildings instead of one, Mr. Palmquist stat ~d it would not be economically feasible to do that. Conmissioner Jacobson thought it would be helpful to move the building over and move the curh cut so the building can face the road because the back of the building facing the road does not appeal to him. Mr. Palmquist stated they could look at the south elevation again with different options. Mr, Inger noted they could bring samples of the metal panels. Conmissioner Knight wondered if there was any way of breaking the building elevation up. Mr. Inger stated they could bring back samples of different elevations, Mr, Neumeister wondered if they brought this back to the Commission, would they consider kee}ing the building this way because Ms, Carson may have a problem keeping the tenants she has possibly locked in if they change the building to face the road. Ms, Carson stated many of the tenants stated they wanted the building to face Target and they would not consider anything else, Conmissioner Trude wondered if they could move the entrance over one way or another because she thought it was dangerous to have an entrance in the front of the buildings with people bac~dng up and people entering it. Ms. Carson explained the flow of traffic for the drive thru. Ms, Carson stated they have had good interest with tenants. The Commission asked Ryan Companies to look at staggering the entrance from the Target entrance for safety concerns, DI~CUSS ANDOVER STATION NORTH DEVELOPMENT PROGRESS :~ Anc'over Economic Development Authority Meeting Mil 'utes - October 19. 2004 POF4 Community Development Director Neumeister explained the City staff have worked with the engineering consultant to establish a more realistic schedule for the development of Andover Stalion North, Jay Street extension, Staff is of the opinion that this new schedule works well, as the contractors typically don't start until frost is out of the ground, which is usually early April. Mr, Neumeister noted another recent development is the design of a site plan from Bruggeman for the proposed townhomes, This plan shows that they are not going to plat units over the lot line, as their negotiations with Mr. Brad Povlitzki have not moved along to the point that they can develop townhomes over onto the Povlitzki property. The design still leaves the opportunity to develop some units on the Povlitzki property, however it will be slightly diminished. Cor~missioner Trude thought they need to hear back ifthings do not go through, Cor~missioner Jacobson stated with the new pond configuration, one of the buildings will be in the pond. Mr. Neumeister stated they will need to change the configuration of the buildings to allow for more parking space at the ball park. He stated the ponding has been accepted and app roved by the watershed so they cannot change the configuration of the ponds, " Cor~missioner Orttel stated there should be access to the west for access to Povlitzki's property. <.../ UP.!JA TE ON ANDOVER STATION SOUTH Conmunity Development Director Neumeister stated City staff met with the people from Ryan Corstruction to go over the maintenance responsibilities for the area around the ponds and all the site; at Andover Station South. Construction is coming along nicely and looks like it will be pos ;ible that Walgreens could open sooner than Thanksgiving. Target is still on schedule to Opel prior to Easter of2005. They have provided revised architectural drawings (see attachments). DISCUSSION As we previously discussed in October & November, the City Planning and Administrative staff net with Ryan's architects and they have made changes to carry elements of the architectural theme from the front of the building to the rear of the building, Again, they propme to use the same integral colored break-off block used on the TARGET building, including the light tan color banding and lattice work. They have agreed to put decorative lightin ~ fixtures on all sides of the building. The design standards about signage m'ed to be interpreted to process a sign request by Walgreen's. D[SCUSSION \ ....) Included with this report is Page 19 of the Andover Station Design Standards, Under the section titled "Prohibited Signs, "the following is written: . Signs with flashing, blinking or moving lights or any other moving lights, or any other illuminating device that has changing light intensity, brightness, or color, except for parts designed to give public service information such as time, date, temperature or similar information. I The issue at hand is whether or not the language above would prohibit a lighted reader board ''t lectronic message unit" sign like the one currently used by CVS/ Pharmacy. Please see the attached graphic ofCVS's sign. Walgreen's would like to erect a similar electronic message unit si ~n in place of their current sign. Please see the attached graphic; Walgreen's current sign is a white backlit reader board with black slide-in letters, ACTION REQUESTED The EDA is asked to interpret the Andover Station Design Standards to determine whether it will allow Walgreen's to erect an electronic message unit sign in Andover Station given the language re gulating signage in the Andover Station Design Standards. , ) \.J R~spectfully submitted, ;~ Andy Cross " , ,---) , , \.. ' -' -* , , , 1 \.~J B) Use of any flashing, pulsating or rotating light or lights shall be prohibited. C) Rooftop signs shall be prohibited. D) Signs shall be stationary and lighted by surface mounted fixtures located on the sign or the adjacent facade. Self-illwninating signs may be used only upon approval of the ARC. The ARC shall determine appropriateness based upon size, scale, colors, materials, and compatibility with neighboring signs and structures within the property, E) Plastic, plexi-glass, clear plex or similar material signs and awnings are prohibited unless used in conjunction with other decorative materials, F) Signs may be painted, prefinished or utilize exposed metal. Any exposed metal shall be stainIess steel, titanium, bronze, or other similar non-corrosive materials. G) Consistency in signage shall relate to color, size, materials and heights, H) All signs must meet the requirements of the City of Andover, including receipt of permits prior to erection, I) Pylon signs are prohibited 1) All signs shall be reviewed by the Andover Review Committee (ARC) .
