Call to Order-7:00 Attendance: Mike Knight, Dan Terhaar, Devon Walton, Andrea Melberg Thompson, Todd Schoff elman, Linda Blackmore, Frank Kellogg, Traci Wamberg-Lemm, Jim Dickinson and Erick Sutherland. 2. Approval of Minutes - Monday May 2, 2005. May 2nd minutes were approved, with one modification. The minute incorrectly had Linda Black more attending. 3. Review Advisory Commission By-Laws Mr. Dickinson reviewed with the Commission the changes made to the by-laws. The Commission recommended to the City Council that the by-laws be approved as presented. 4. Discuss Field House Usage A. YMCA Usage Linda Blackmore and Jim Dickinson discussed the potential opportunities for the YMCA to utilize the field house for programs and for walking and jogging. The Commission indicated it was important to continue to work with the YMCA. B. Walking Program The Commission discussed the pros and cons of a fee for service walking program. Overall the Commission was supportive of not charging for walking and jogging, but wanted staff to research the potential of business sponsorship, C. Rental proposals The Commission recommended approval of a one year contract with the High School for use of the field house between 3:00pm-5:00pm from mid-September to mid-May at a rate of $30,00 per hour per court, The commission would like staff to use the third court of the field house between 3:00pm-5:00pm from mid-September to mid-Mayas an open-gym program. The proposal from the volleyball club was put on hold; staffwas directed to quantify the number of Andover participants, Staff was directed to send a letter out to the local associations to survey them fro interest in renting the facility, Staff will hold a meeting with the associations at 6:00pm on May 23, 2005, D, Rental Guidelines The Commission felt that the scheduling priority should be Andover based association and schools first, YMCA second and outside Andover groups third. 5, Construction Update and Schedule Mr. Dickinson discussed the construction schedule with the Commission. 6. Advisory Commission Open Discussion The Commission indicated they would like to start discussion on the concessions at the next meeting. 7. Other Business There was none. 8. The commission will also be asked to discuss the following items relative to the field house: 1. YMCA Usage Update - Linda Blackmore & Erick Sutherland will update the Commission on discussion. 2. Walking Program Update - Staff has placed calls to some local businesses and local clinics to see if sponsorship of a walking program is desirable. Staff looks at the sponsorship similar to the current advertising in the ice arena, Staffwill provide a further update to the Commission at the meeting. 3, Rental Proposals Update - Mr. Sutherland sent out letters to potential users to survey interest in field house rentals. The letter and contacts are attached. Further progress will be discussed with the Commission at the meeting. 4. Rental Guidelines - Staff has sent out some e-mails to other facilities to gather guidelines being used at those facilities. ' ~ Q> (I) '3 ~~ I ~ I - i I " YMCA/COMMUNITY CENTER To: Potential Field House User, At this time the City of Andover is accepting requests for court time in the new field house, located at the Andover YMCA/Community Center. Times are now available from September 1, 2005 through May 31, 2006. All requests' are due no later then Friday, June 3, 2005. Any requests received after June 3, 2005 will be reviewed and fit into the schedule where possible. Once your request is accepted and scheduled, your organization will be required to sign a contract and put down 10% to hold your court times. If you have any questions or concerns, or would like to discuss your request, you are invited to attend a meeting with the Andover YMCA/Community Center Advisory Commission on Monday May 23, 2005 at 6:00pm at Andover City Hall. Please let me know ahead of time that you are planning on coming to the meeting. The field house has three courts that can facilitate basketball, volleyball, soccer, lacrosse, dance and all preseason training for hockey, football or baseball. The courts can be rented individually or we can raise the curtains and utilize the entire facility as one big court. The fees are $35.00 per court per hour, or $105 for the entire facility per hour. If you have any questions or would like to join us at the May 23, 2005 meeting, please give me a call. If you or your group would like a tour of the field house prior to completing your request please let me know. I look forward to working with all of you. Lenthe to finalize exterior signage for production. 4/14/05 - Recker to solicit pricing for exterior signage package provided by RMA. 4/28/05 - Recker noted that one price had been received. Once other two are received, a choice for the low contractor will be made. 01.5.14 Open OS/20/04 RMA It was agreed that RMA and the CitylYMCA should continue with final signage package design. 1/20/05 - Lenthe will prepare detail drawings of this sign for the city's review. 2/3105 - Lenthe is working on this. 2/17/05 - No update on this issue. 3/3105 - RMA is working on this at this time. Dickinson stated that Poblacki should be solicited to do this work as Ihe City no longer had resources to perfonn fabrication. 3/17/05 - No update on this item. 3/31/05 - Lenthe provided a couple samples of interior signage and budget costs provided by Poblacki. Lenthe will provide drawings 10 YMCA and they will pursue costs from their vendors. 4/14/05 - YMCA is getting pricing back from Fast Signs and Rainbow. 4/28/05 - A meeting will be set up with Fast Signs 10 confirm plan for what type of signs go at various rooms. 03.5.01 Open 07/08/04 1 nformalional Tenative scheduled completion dates were discussed. Lenthe and Nyvall will continue to review this. 1/6105 - Some suggested details were discussed. Lenthe to provide further information required. 1/20/05 - Lenthe is coordinating the required changes at this area with Seigley. 2/3/05 - Lenthe discussed the process for this issue. A sawcut at this panel can not be done structurally. Therefore, RMA has directed that the vertical insulation be run up the face of precast to top of parapet. Nyvall raised concern as to air at top of space and possible moisture concerns. Lenthe will discuss with Hallberg the potential to perform an estimate of dew point at this area. 2/17/05 - Lenthe to follow up with Hallberg for projected dew point analysis. 3/3/05 - LaSalle emphasized that it was important to see this prior to completion of this work. 3/31/05 - No update for this issue. 4/28/05 - Lenthe noted that she had talked to Hallberg and that they had a software that could analyze the expected dew point at this area. The 4" tile will be used at the walls and the floor. 116105 - RMA is preparing the RFP. 1120105 - RMA is to issue this RFP. RJM will coordinate the sauna contractor equipment and placement. 213105 - RMA has e-mailed out suggested details for the sauna. YMCA to review these details. 2117105 - YMCA has forwarded information to RMA on suggested details. RMA to finalize details considering this information. 313105 - It was noted that the west wall of the sauna should also be tiled. 3117/05 - Lenthe to issue final drawings for this area based on YMCA's comments. 3131105 - No update on this issue. 4114105 - Lenthe to verify lighting fixture to be used with the YMCA. 4128105 - RJM has received these drawings and will price this work. 11.5.02 Open 01106105 RJM It was discussed that concrete sealer compatibility with waxes should be reviewed. 1120105 - RJM to review with Crosstown as to sealer application and product compatability. 2117105 - Further review of sealer application options to be researched. 313105 - It was discussed that a tinted wax should be available. This item will be on hold until the project is closer to completion. 12.5.02 Open 01120105 City of Andover It was noted that a final dumpster location needed to be determined for the site. Sutherland requested that the YMCA review their proposed dumpster needs so that total dumpsters could be reviewed for final designs. 213105 - Martin responded to Sutherland. Sutherland is meeting with dumpster company to review if the selected area will work for their access. 2117105 - Sutherland noted that he was in contact with Waste Management and would be meeting with them to review proposed locations. 313/05 - Sutherland to provide information to RMA 3117105 - Sutherland provided this information. RMA will be holding on this design until later due to other priorities. 4128105 - Lenthe is currently working on this design. RJM to review sprinkler lines that have been installed if they need to be raised up. 3/17/05 - RJM to follow up on possible moving of sprinkler line and painting of sprinkler lines. 3/31/05 - 11 was noted that this ceiling would not be added, but that the sprinkler main would need to be relocated. 4128/05 - RJM noted that adding 90 degree elbows to this line may decrease flow rates below acceptable levels. RJM to verify if any can be added. 15.5.04 Open 03103105 RJM RJM to solicit price to paint the mechanical units at the north end of the ice arena. 3/17/05 - RJM has issued this price request. 3/31/05 - Price not yet received. 4128/05 - RJM to follow up on pricing. 16.5.03 Open 03117105 RMA Nyvall raised concerns related to the high stud framing at the pool area near the Kallwall translucent panels. Nyvall questioned if any insulation was required. RMA to review. 3131105 - Lenthe noted thai there was one location that foam insulation may be required at an isolated gap in the rigid insulation. Otherwise, all other areas of insulation was in a=rdance with design. Lenthe to advise Seigley of area requiring foam insulation. 4114/05. All parties need to do a better job of cleaning. Dale suggested that each contractor working on s~e designate (1) person for clean up for (1) hour each Friday. This will help control the debris and make for a more safe and productive jobs~e. RJM is not responsible for cleaning behind contractors. 3/31/05: Mike Seigley instructed contractors to clean-up the parking lot by the end of April. 417/05: Mike reminded all contractors to get debris in the dumpster and start c1eaing up the site as sitework will begin soon. 4/14/05: Mike reminded that a clean-up with all trades was being scheduled for Friday. 4/28/05: Ongoing clean-up reminded for all contractors. 5/5/05: Mike noted that s~ework cleanup was continuing this week. All parties will receive a copy when it is available. 2/10/05: RJM will sort the list to include items that can be completed immediately and re-issue. 2/24/05: The list has been updated and re-issued. 5/5/05: Seigley noted that work was scheduled. Note made that there may need to be some banding to be removed from the old joists. Siegley will verify. Steinbrecher to verify prep requirements for joists and decking in this space. Proper temps should be verified as well. 36.5.07 Open 12/30/04 Informational Jim Dickinson reported that there were some concerns about prevailing wage reports that have come in. Jim will be calling a few contractors to work out some of the issues. 2/3/05: Jim will be following up with the contractors regarding prevailing wage issues. 2/10/05: No update. 2/17/05: Dickinson stated that things are going well on this item, but will continue to monitor. 2/24/05: No update. 3/10/05: Jim reported that some new requests have come in that he will be talking to the contractors about. 4/21/05: Jim reported that this is continuing. 37.5.02 Open 01/06/05 RJM Jim Dickinson reported that some embed plates in the precast panels had staining coming down the panel. Working to schedule the work for next week. 4/7/05: Hanson is working on the list. 4/14/05: This work is continuing. RJM noted that if this work did not begin and continue satisfactorily that RJM would need to begin the work. A letter will be sent to affected contractors by RJM confinning this direction. 4/28/05: Herb mentioned that they were making progress on this item. 5/5/05: Seigley and Herb noted that progress on this item was continuing. 51.5.04 Open 04/14/05 Dave with W.L. Hall noted that the next delivery of curtainwalls was schedule for April 19th. Other required deliveries include: -Playscape -Pool Area -West Entry 4/28/05: W.L. Currently there is ductwork on either side of these panels. This will need to be resolved. 4/28/05: Herb noted that the state electrical inspector approved access to these panels.
