INTRODUCTION
Attached are disbursement edit lists for claims related to the on going business of the City of Andover.
DISCUSSION
Claims totaling $5,516.81 on disbursement edit lists #1-3 from 02/13/04 thru 02/24/04 have been issued and
released.
0 Claims totaling $880,763.29 on disbursement edit list #4 dated 03/01/04 will be issued and released upon
approval.
BUDGET IMPACT
The edit lists consist of routine payments with expenses being charged to various department budgets and
projects.
ACTION REOUIRED
The Andover City Council is requested to approve total claims in the amount of $886,280.10. Please note
that Council Meeting minutes will be used as documented approvaL

INTRODUCTION
The City Council is requested to receive bids and award the contract for Project 04-4, for the
2004 Seal Coating Program.
, DISCUSSION
- j The street seal coating program is an effective and cost efficient means to prolong the life of the
City's street infrastructure. The seal coat program has been administered for approximately
seven years and is one tool currently utilized to protect and prolong this investment.
The City of Coon Rapids will administer the bids through the Joint Powers Agreement that has
previously been approved.
The project was bid as one large project which included many different components such as seal
coat, crack seal, street sweeping and pavement markings
Andover's portion of the project only included seal coat and the bid results are as follows:

Allied Blacktop Co. $185,264.75
Pearson Brothers, Inc. $187,609.00
Asphalt Surface Technologies $237,639.00
Engineer's Estimate $197,011.50
BUDGET IMP ACT
\ ) The 2004 Seal Coating project has been identified in the City's Capital Improvement Plan. The
funding for this work will be from the Road & Bridge Fund and Developer Seal Coating Fund.

A RESOLUTION ACCEPTING BIDS AND AWARDING CONTRACT FOR THE

WHEREAS, pursuant to advertisement for bids as set out in Council Resolution No.
027-04 ,dated February 3, 2004, bids were received, opened and tabulated
according to law with results as follows:

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Andover
to hereby accept the bids as shown to indicate Allied Blacktop Co. as being the
apparent low bidder.
BE IT FURTHER RESOLVED TO HEREBY direct the Mayor and City Clerk to enter
\ into a contract with Allied Blacktop Co. in the amount of $ 185.264.75 for construction
, ) of the improvements; and direct the City Clerk to return to all bidders the deposits made
with their bids, except that the deposit of the successful bidder and the next lowest bidder

INTRODUCTION
This item is in regard to approving a resolution designating No Parking on both sides on 168th Lane
NW between Verdin Street NW and Zion Street NW.
DISCUSSION
If the Council recalls from the last meeting, there was interest by the Council to post no parking
, along a section of 168th Lane NW to provide more safety for the children and hopefully force
'- I parents to pick up their children at the school. The signs would also include stating that no parking
would be allowed between the hours of 8:30 a.m.-1O:00 a.m. and 3:30 p.m.-4:30 p.m., Monday-
Friday. School starts at 9:30 a.m. and dismisses at 4:00 p.m. Also as a note, 168th Lane NW is
currently designated as a Municipal State Aid (MSA) street but is not currently built to MSA
requirements between Verdin Street NW and just west of Crocus Street NW and that is why 168th
Lane NW along this section has not been posted in the past as no parking. The section of 168th
Lane NW west of Crocus Street NW to Round Lake Boulevard NW is built to state aid standards
and is currently posted as no parking, which was a requirement when the street was constructed a
few years ago.
Note: Public Works will try to put up temporary signs until permanent posts can be installed once
the frost is out of the ground.
ACTION REQUIRED
The City Council is requested to approve the attached resolution designating No Parking on both
sides on 1 68th Lane NW between Verdin Street NW and Zion Street NW between the hours of 8:30
a.m.-1O:00 a.m. and 3:30 p.m.-4:30 p.m., Monday-Friday from September 151_June 15th.

INTRODUCTION
This item is in regard to the 2003 DNR Trail Grant that was to be used for the Coon Creek Corridor
Trail Extension.
DISCUSSION
City staff met with Tim Mitchell (DNR) and Nick Eoloff (Anoka County Parks Department) to
" discuss transferring the City's DNR trail grant over to the Anoka County Parks Department to
,) construct a trail connection from the City's trail system to the Bunker Hills Regional Park. The
DNR is requiring the City to return or turnback the grant to the DNR in which they will then issue
the grant to the Anoka County Parks Department. Attached is a letter from Nick Eoloff stating their
project intent.
ACTION REOUlRED
The City Council is requested to approve the return of the 2003 DNR Trail Grant in the amount of
$100,000 back to the DNR with the understanding that the grant would then be awarded to the
Anoka County Parks Department for the construction of a trail from the intersection of Prairie Road
NW and Bunker Lake Boulevard NW to other trails that exist in the park.
Note: The trails within Bunker Hills County Park will be funded by the DNR grant and County
Park Funds. The City, at this point, will not be contributing any dollars to the project from
the trail fund. The funds identified with the $100,000 grant can now be utilized for other
projects. City staff will be discussing potential projects to consider at the March 16, 2004
City Council meeting.

As per our discussion on Wednesday, February 18, this letter is to inform you that Anoka County is
willing to take assignment of the local trails grant that is currently with the City of Andover. Our
,-J project proposes to bring two connecting trail segments to the intersection of Prairie Road and
Bunker Lake Blvd., in the City of Andover (see attached map). These segments will connect with
the existing internal trail system in Bunker Hills Regional Park. The county is proposing to construct
the two trail segments. The City of Andover is proposing to construct a signal at the above
intersection that will provide for a safe pedestrian crossing into Bunker Hills Regional Park.
Upon the approval from the Legislative Commission on Minnesota Resources (LCMR), the county will
enter into an agreement with the Minnesota Department of Natural Resources (DNR) for the
proposed project. Anoka County is in a position to fulfill all of the grant requirements. Per your
request, a resolution will be brought to the Parks and Recreation Committee and to the County
Board in March.
Attached for your review is some background information. Please let me know if you need any
additional information and/or maps.

At the February 2, 2004, Public Works Committee Meeting, the committee directed me to
continue to negotiate with you a city led project involving a signalized intersection
improvement on County State Aid Highway 116 (CSAH 116/Bunker Lake Boulevard) and
Prairie Road and a bituminous trail connection along the south side of CSAH 116 from the
BNRR tracks to Prairie Road. Although this improvement project is not in a current 5-year
'1 Capital Improvement Program, I have been further directed to negotiate a cost sharing
\.J agreement for the signal and road project for a maximum County contribution of $50,000
payable in 2005.
I will wait to hear back from you regarding the City's desire to pursue this project. It is my
understanding that you are dealing directly with the Anoka County Parks Department for the
trail component of this project.

A feasibility report was previously prepared for this improvement and was submitted to the City
Council at the February 17, 2004 City Council meeting. The project identified consists of
milling the existing bituminous, shaping the gravel, constructing concrete curb and gutter and
placing a new layer of bituminous for the above listed developments. This project is included in
the City's CIP and has been initiated by the city which requires a 4/5 vote from the City Council
to proceed.
The total project cost is estimated at $336,326.72. The City portion is estimated at $208,316.55
and the assessed cost would be $128,010.18.
The estimated assessment is as follows:
Kiowa Terrace: $2,398.80/10t
Valley View Estates 2nd Addition: $3,042.18/10t

There are four other developments that are part of this project but do not involve assessments due
to the fact that the existing storm sewer system is conveyed mainly by ditches and no bituminous
curb sections exists in these areas. The developments are Cedar Crest Estates, Cedar Crest
Estates 2nd Addition, Lake Ridge and Lakeside Estates 2nd Addition.
BUDGET IMPACT
The street construction would be funded from the Road & Bridge Fund and the concrete curb and
gutter construction plus indirect cost would be assessed to the benefiting properties.

INTRODUCTION
A feasibility report has been prepared identifying the improvements and estimated improvement costs
! associated with the Crosstown Meadows development project. A copy of the feasibility report is
'-- ./ included in the packet for review.
DISCUSSION
The feasibility report provides a cost estimate for the installation of the streets and public utilities
(water, sanitary sewer and storm sewer) for this development. The layout and design of the streets and
public utilities for this project are fairly straight forward for this development.
BUDGET IMPACT
The total estimated project cost for the proposed public improvements is $672,182.08. The total
estimated amount of the assessment for the Bunker Lake Village development will be $672,182.08.
The amount estimated to be funded by the City of Andover is $0.00.
Note: The report does indicate the cost of constructing a trail along Crosstown Boulevard NW from
141'1 Lane NW to 142nd Avenue NW. The estimated cost (construction and indirect cost) to
construct the trail is $16,771.00. The trail would be funded by the City's Trail Fund. Staff is
recommending the trial be constructed as part of this project. There is a cost savings by
building this trail along with a larger project. Also restoration costs along the trail for the most
part will be funded by the developer. If the Council recalls, sidewalks are proposed along 141 'I
Lane NW and 142nd Avenue NW but end at Crosstown Boulevard NW. This trail section
would tie the sidewalks together. With the Coon Creek Corridor Trail Extension DNR Grant
being transferred to build a trail in Bunker Hills County Park, trail fund dollars will be
\ available for other potential trail projects. City staff will present ideas for potential trail

projects to the City Council for consideration at the March 16,2004 meeting.

SUBJECT: Discuss Anoka County Plat Authority Legislation

INTRODUCTION
Anoka County is seeking legislation that would provide county boards with approval authority
on city preliminary plat applications or initial plat filings which abut any County roadway,
highway and county state-aid highway. This proposed county authority would supersede city
authority to the extent that county boards could deny a preliminary plat, which in their review
opinion does not meet county requirements regardless of whether the subject plat meets all city
requirements. This legislation would add another layer of bureaucracy to the development
approval process.

According to Anoka County's 2004 Legislative platform, Anoka County is joining other counties
in seeking legislative approval to amend state statutes to require County review and approval of
plats and major site plans applications prior to plat filings. County government would have the
right to review and require changes to preliminary plats in the following areas:
. Ingress and Egress to and from County state aid highways (CSAH)
. Drainage from the development to County rights-of-way and to County
ditches
. Safety standards
. Rights of way requirements
. Local road system integration (City access to County roadways that would
require certain improvements before approval is granted)
. Traffic impact on the County system
Anoka County is supporting their position in this legislation with the argument that "Cities are
often willing to compromise access issues on county highways in order to attract commercial
development" (see attachment). This particular argument alleges that City jurisdictions are
willing to place private development interests above those of the traveling public and maligns the
integrity of municipal government by suggesting traffic safety issues are a secondary priority in
the municipal plat review process when considering commercial development. We believe this
,
statement to be an affront to the professionalism, independence and objectivity of City staff in
the private development review process.

, Staff believes this legislation to be unnecessarily burdensome on the development process,

adding another layer of bureaucracy, delay and source of conflict in the process. We believe this
legislation will promote a significant weakening of municipal authority to regulate and control
development within its own corporate boundaries. Staffwould respectfully point out that County
and City roads are paid for by the very same taxpaying constituencies and that commercial
development benefits all tax levying jurisdictions. Staff would also note that we pay particular
attention to transportation elements in the platting process regardless of road ownership issues.
It should be acknowledged that county government already holds an authoritative position in the
platting process in that they can deny the issuance of permits in their right-of-way, essentially
prohibiting needed access points to county roadways by private development.
ACTION REOUlRED
The Council may wish to consider a policy position in light of this proposed county legislation
and direct staff in accordance with those views. Should Council concur with staff's view, it is
recommended that the following action items be taken:
1. Prepare a letter signed by the Mayor and Administrator articulating the Council's
position on this issue and urging unified opposition amongst cities. Copies forwarded
to the City's legislative representatives, to the Anoka County Board and other Anoka
, County municipalities.

" _/ 2. Contact local government associations such as the North Metro Mayor's Association,
League of MN Cities and the Association of Metropolitan Municipalities (AMM)
regarding the City's position on this legislation. The AMM is taking the lead on
opposing this proposed legislation and is closely monitoring the status of this issue.
Roger Peterson from the AMM has kindly provided the city with a status letter on this
legislation.

Plat Review
Anoka County is predicted to grow by an additional 100,000 people by the year 2025, i
resulting in further traffic congestion and increased pressure on existing highway
infrastructure. Competition among communities will increase for a share of that growth,
especially in the commercial/industrial area. Cities are often willing to compromise
access issues onto county highways in order to attract commercial development.
The Anoka County Board of Commissioners joins with others in support of the
fol/owing position:
The Minnesota Legislature amend statutes to require county review and
approval of plats and major site plan approval prior to plat filing and before
major traffic generating site plan approval, with the county having the right
to review and require changes to:
1. Ingress and egress to and from county state aid highways (CSAH) and
county roads,
2. Drainage from the development to county rights-of-way and to county

3. Safety standards.
4. Rights-of-way requirements along CSAH and county roads adjoining
development.
5. Local road system integration with the county system.
6. Traffic impact on the county system.

1.10 Subd. 2. [PLAT APPROVAL; ROAD REVIEW.] (a) Any proposed
1.11 preliminary plat in a city, town, or county, which includes
1.12 lands abutting upon any existing or established trunk highway or
1.13 proposed highway which has been designated by a centerline order

1.17 Preliminary plats in a city or town involving both a trunk
1.18 highway and a highway under county jurisdiction shall be

1.20 board as provided in paragraphs (b) and (c) and to the
1.21 commissioner of transportation. Plats shall be submitted by the

1.25 preliminary plat. The commissioner of transportation shall
1.26 submit the written comments and recommendations to the city,
2.1 town, or county within 30 days after receipt by the commissioner
2.2 of such a plat. Final action on such plat by the city, town, or
2.3 county shall not be taken until after these required comments
2.4 and recommendations have been received or until the 30-day
2.5 period has elapsed.
2.6 (b) Any proposed preliminary plat or initial plat filing
2.7 that includes land located in a city or town bordering an
2.8 existing or proposed county road, highway, or county state-aid
2.9 highway that is designated on a map or county highway plan filed
2.10 in the office of the county recorder or registrar of titles,

Per our conversation of February 25,2004 this is to assure you that AMM is doing
everything possible to ensure that H.F. 1913, sponsored by Rep. Bill Kuisle, does not
pass. H.F. 1913 would grant county boards approval authority over city subdivision
plats that abut county roads. The county approval would be based on the following
four areas:
1) Amount of right-of-way in the platted land dedicated to highway pwposes;
\ 2) Adequacy of drainage provisions;
'- ) 3) Adequacy of control of access to the highway; and
4) Congestion management and traffic flow issues.
Currently the county engineer has authority to review and comment on plats abutting
county roads. In general, AMM has discovered that, with few exceptions, cities work
very closely with their county to mitigate problems and meet the county's requests on
these plats.
A fmal part ofH.F. 1913 repeals the municipal consent and appeal process for County
State Aid Highway (CSAH) projects within municipal boundaries. To date we have
not been able to ascertain why the bill contains this provision or where it came from.
We have lined up several city officials to testify in opposition to the bill, when it is
heard. At this time, it has not been scheduled for a hearing in the House, nor has a
companion bill been introduced in the Senate. Anoka County Commissioner Dennis
Berg has told me that the counties may not push it as a high priority this session, but
that will not keep us from staying on top of the situation. Also, I have been in contact
with several Senators and believe we have better support for our position in that body.

INTRODUCTION
A bill has been introduced at the current legislative session that requires municipalities (cities and towns)
that impose fees or require dedications under local planning and zoning ordinances to have (and make
written findings on) a direct and essential nexus between the fees or dedication and the municipality's
costs or infrastructure needs created by the development. The bill also spells out additional procedures
, that municipalities will be asked to undertake. The attached House of Representative bill (HF2l 03) and
, . the Senate file (SF2273) are identical at this point.
DISCUSSION
Finance has reviewed the new legislation and has numerous concerns with the proposed legislation and
has been actively following this legislation and supporting the League of Minnesota Cities analyzing the
proposed legislation. The Finance Director also attended the initial hearing to understand the proponents

1.22 regarding the need for the fee or dedication. The statement
1.23 must include the cost of the service or demand in reJation to
1.24 the need created by the project or program and the need created
1.25 by the general public. The statement must also include whether
1.26 the new or increased fee is necessary and cost effective and
1.27 what portion of the costs of the service or demand should be
2.1 borne by the municipality's general fund.
2.2 ~ Except as provided in subdivision 4a, fees as
2.3 prescribed must be by ordinance and must be conspicuously posteq
2.4 or otherwise made readily available to the public. Fees must be
2.5 fair, reasonable, and proportionate to the actual cost of the
2.6 service for which the fee is imposed. A munici~lity must give
2.7 notice by first class mail to any person requesting notice of a
2.8 new or amended fee at least 180 days prior to the intended
2.9 effective date. Fees must not be applied retroactively and are
2.10 effective 180 days after final approval by the municipality's
2.11 governing body or January 1, whichever is longer.
2.12 (d) A municipality must adopt management and accounting
2.13 procedures to ensure that fees are maintained and used only for
2.14 the purpose for which they are collected and subiect to public
) 2.15 review. A municipality must provide an annual accounting to the

- 2.17 (e) A municipality must not condition the approval of any
2.18 proposed subdivision or development on an agreement to waive the

2.20 payment or dedication preclude a party's right to challenge the

2.22 i1l If a dispute arises over a specific fee imposed by a C6V
2.23 municipality related to a specific application, the amount of
2.24 the fee must be deposited and held in escrow, and the person
2.25 aggrieved by the fee may appeal under section 462.361. An
2.26 approved application may proceed as if the fee had been paid,
2.27 pending a decision on the appeal. If the municip~~ity fails to

3.22 (b) The local government unit must reasonably determine

3.25 stated in this subdivision. In establishing the portion to be

3.27 must consider the areas and facilities that the applicant

1.9 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.10 Section 1. Minnesota Statutes 2003 Supplement, section
1.11 462.353, subdivision 4, is amended to read:
1.12 Subd. 4. [FEES. ] (a) Based upon a showinq of direct and
1.13 essential nexus between a proposed fee or dedication, a
1.14 municipality may prescribe fees sufficient to defray the costs
1.15 incurred by it in reviewing, investigating, and administering an
\ 1.16 application for an amendment to an official control established
\_) 1.17 pursuant to sections 462.351 to 462.364 or an application for a
1.18 permit or other approval required under an official control
1.19 established pursuant to those sections.
1.20 (b) New and increased fees must not be imposed until the
1.21 municipality issues a statement of need and reasonableness
1.22 reqardinq the need for the fee or dedication. The statement
1. 23 must include the cost of the service or demand in relation to
1. 24 the need created by the proiect or proqram and the need created
1. 25 by the qeneral public. The statement must also include whether
1.26 the new or increased fee is necessary and cost effective and
1.27 what portion of the costs of the service or demand should be
2.1 borne by the municipality's qeneral fund.
2.2 ~ Except as provided in subdivision 4a, fees as
2.3 prescribed must be by ordinance and must be conspicuously posted
2.4 or otherwise made readily available to the public. Fees must be
2.5 fair, reasonable, and proportionate to the actual cost of the
2.6 service for which the fee is imposed. A municipality must qive
2.7 notice by first class mail to any person requestinq notice of a
2.8 new or amended fee at least 180 days prior to the intended
2.9 effective date. Fees must not be applied retroactively and are
2.10 effective 180 days after final approval by the municipality's
2.11 qoverninq body or January 1, whichever is lonqer.
2.12 lQl A municipality must adopt management and accounting
2.13 procedures to ensure that fees are maintained and used only for

3.23 that as a result of approval of the subdivision it is necessary
3.24 to dedicate or preserve that part of land for the purposes
3.25 stated in this subdivision. In establishinq the portion to be
3.26 dedicated or preserved or the per lot cash fee, the controls
3.27 must consider the areas and facilities that the applicant
3.28 proposes to reserve for the subdivision. For part or all of the
3.29 part required to be dedicated or preserved for such purposes,
3.30 the local qovernment unit may choose to accept an amount in
3.31 cash, based on a reasonable fee schedule or per lot basis, from
3.32 the applicant based on the fair market value of the land at the
3.33 time of final approval. The fee schedule must be established by
3.34 ordinance. Any cash payments received must be used only for the
3.35 acquisition and development or improvement of areas or
3.36 facilities. Cash payments must not be used for onqoinq

INTRODUCTION
City staff is requesting that the City Council discuss and approve increasing the standard pavement
section used for streets constructed in new urban and rural developments.
, DISCUSSION
,-) The current standard City pavement section is 6 W' thick, with 2 W' of bituminous placed over 4"
of class 5 aggregate base. Staff is proposing to increase the standard pavement section to 9 W', with
3 W' of bituminous over 6" of class 5 aggregate base. City staff contacted neighboring communities
regarding their standard pavement sections. The proposed 9 Yz" pavement section is similar to the
standard sections being utilized by neighboring communities (see attached table). The increased
pavement section would result in an increased pavement life cycle, .reducing maintenance costs, and
prolonging costly reconstruction.
The proposed section would also allow for 2" of class 5 to be placed under newly constructed
concrete curb and gutter, providing a solid platform for the curb machines and concrete trucks,
alleviating constructability issues. The City's current section results in construction of curb and
gutter on existing subgrade (generally sand). The curb machines are not able to effectively
maneuver over areas with loose sand, resulting in non-uniform curb lines and grades, which are
modified by hand. It is staff s opinion that providing a layer of class 5 below the curb and gutter
would result in a higher quality product, reducing curb maintenance costs and minimizing
settlement issues.
Currently, geotechnical reports for new developments often include a recommended pavement
section that is thicker than the current minimum City standard. The proposed 9 Yz" section is
proposed to be set as a minimum, and new developments would be required to provide a pavement
design to be submitted with the geotechnical report.

Staff discussed this item with the Public Works Committee. The Public Works Committee was
generally in favor of increasing the pavement section, but input from developers should be gathered.
City staff met with and discussed this issue with Bryon Westlund of Woodland Development
Corporation and Mike Quigley with 116 LLC. Mr. Westlund submitted a letter regarding his
response and he was opposed to increasing the pavements section since the developers would incur
the additional expense in increasing the roadway section. Mr. Westlund's letter is attached.
BUDGET IMPACT
Implementation of the increased pavement section would decrease long term maintenance costs.
ACTION REQUESTED
The City Council is requested to approve implementation of a 9 W' minimum pavement section (3
W' bituminous and 6" class 5 aggregate base) for newly constructed urban and rural developments.

Dear Dave,
It is my understanding that the city of Andover wishes to change its current street pavement section from
two and a half inches of bituminous (one inch wear and an inch and a half base) and four inches of class
five aggregate base for a total street section of 6.5 inches. I believe the city is considering the new
specification ~o be 3.5 inches of bituminous (two inches of base and one and one half inch of wear course)
with a six inch class five base underneath. If I am correct, the reason for the additional class five is so that
the concrete curb will now have class five underneath it I am opposed to this change because the
developer will incur this additional cost. In our meeting I did not understand your concerns/reasons for
" J doing this. The first concern was constructibility. It's my understanding that it is very difficult to get an
inch thickness under the current standard with the paving machines. At the same time, it is being done
and generally is in favor of the city. The other reason for the additional class five was that the curbs were
tipping back. The example you showed related to what the homeowners did after they moved in, which
was running irrigation lines next to the curbing and the problem was caused pOSSibly by a leak. . The
subgrade would then be eroded underneath the curb and the curb would have a tendency to tip back. I
would like to know what these types of repairs have cost the city. I don't believe it's all over the city and
that these are just isolated cases.
The city specs do not mention, and it is typical even in MNDOT specs, having some type of tolerance. That
tolerance is not identified within the proposed new street section. It's also not identified in the existing
one.
As you are aware, there is pending litigation between Woodland and the city of Andover. One of the issues
in this litigation is the seal coating of new streets. Why is this not shown on the street section if it is a
requirement of the city of Andover?

INTRODUCTION
In light of the impending construction activity for the new Andover YMCA Community Center,
the use of the large soccer field located directly due west of the City Hall tennis courts and
outdoor skating rink will be unavailable for Fun Fest activities.
DISCUSSION
City administration, several months ago, contacted Tom Durand, Director of Administration for
the Anoka Hennepin School District to discuss the possibility of utilizing the Andover
\ Elementary School playground/field area for use by the Fun Fest. In response, Mr. Durand has
J facilitated the handling of my request, with the preparation of a lease agreement that would allow

the City Fun Fest Committee to use the field for carnival rides and other miscellaneous Fun Fest
activities.
The attached agreement has been reviewed by staff and the City Attorney and found the
agreement to be satisfactory. The School District will generously allow the City to utilize their
school property at no cost, other than ensuring that the fields are returned to the District in a
similar state prior to City usage.
BUDGET IMPACT
None.
ACTION REQUIRED
Approve the attached agreement and authorize the Mayor and City Clerk to execute the
agreement as presented. A letter thanking the School District will also be sent.

(a) A representative of District will meet with City and provide site and irrigation
plans to help identify acres of use, layout of walks and traffic patterns with
intentions to minimize potential damage to the site.
(b) Prior to the dates of the Fun Fest set up. District will adjust irrigation schedules
and amounts of water to prepare the turf.
(c) District will locate and mark all irrigation heads and valve boxes a week prior to
set up.

amount of wear damage and compaction from foot and vehicular traffic, City will
provide various cultural activities such as aeration, rolling and/or slit seeding as
needed to aid in the restoration of the turf. City and District representatives will
assess specific restoration needs, timing, materials and procedures the week of
July 19m.
(i) Repairs needed to the irrigation system as a result of Fun Fest will be the
responsibility and at the expense of City.

INTRODUCTION
My office has received a request from the Senior All Night Party Donation Committee for a City donation
to help fund activities in support of an Andover High School Senior All Night Party.
DISCUSSION
A letter from the Senior All Night Party Donation Committee is attached. Their suggested donation
amount is $1.00 per graduating senior. They anticipate 170 seniors to attend the All Night Party, with
funds being used for foods, events and other miscellaneous items that celebrate the accomplishments of
the graduating senior class.
The City Council, pursuant to the Public Purpose Expenditure Policy adopted by the Council on
September 11,2002, does not specifically address this type of event. Currently the policy allows the City
to donate funding to events such as National Night Out, Mayor's Prayer Breakfast and the North
Suburban Firefighters Events. The All Night Party's primary goal is to provide a safe atmosphere for
graduating seniors by keeping them off the road and in a supervised environment. Parents coordinate and
supervise the "party" and volunteer their time to the event.
BUDGET IMPACT
Funding in the suggested amount of $170 is available through the City's contingency account for this
purpose.
ACTION REOUlRED
Consider a donation to the Andover Senior All Night Party. If Council supports this request, the City's
Public Purpose Expenditure Policy should be amended to include this activity as an authorized City
expenditure.

History will be made in June of 2004, as the first class will graduate from Andover High School.
The Andover Senior Party Association, a Minnesota non-profit entity, is busy preparing for the
first ever "Senior All Night Party". The 2004 Senior All Night Party will be held on Tuesday,
June 8, 2004 at the Mennaid Entertainment and Convention Center in Mounds View
immediately following commencement.
Thanks to you, the support of our community and surrounding area has been evident in many
activities. However, the success of the Senior All Night Party is greatly dependant on donations
from businesses such as yours. The Senior All Night Party is a party that is completely arranged
and coordinated by parents through the Andover Senior Party Association. This party receives
absolutely no funding from Andover High School or the Anoka-Hennepin School District. The
great thing about the Senior All Night Party is that it benefits all students from all walks of life at
Andover High School. The party is set up to celebrate the accomplishment of all students as they
achieve this milestone in their life.

The following items are deemed to meet the Council definition of public purpose expenditures:
. Meals and Refreshments are allowed at the following events:
. A city business meeting in which the character of the meeting would
involve predominately non-city employees
. Breakfast/lunch/dinner meeting for official city business when it is the
only practical time to meet. Only expenses incurred by the city
employee(s) may be reimbursed. The City Administrator may allow
exceptions when deemed in the interest of the City.
. Non-routine, official meetings of the City Council, Committees or
subgroups.
. Conference, workshop, seminar or meetings which the City Administrator
or department head has authorized the employee to attend.
. Department-sponsored meetings, conferences or workshops where the
majority of invited participants are not city employees. .

employment related course work in accordance with the City of Andover
personnel policies. Minnesota Statute 417.665 and Minnesota Statute
417.665, subd. 3.
. Memberships and Dues
. Participation in the local Chamber of Commerce is allowed per Minnesota
Statute 469.191 "permits a home rule or statutory city to appropriate no
more than $50,000 annually out of the general fund to any incorporated
development society or organization of the state for promoting,
advertising, improving or developing the economic and agricultural
resources ofthe city".
. Clothing and other sundry items
. Employees may receive t-shirts, and other sundry items of nominal value
when these items are made available to the general public or if these items
are determined by the City Administrator to be important to the successful
involvement of employees in special city-sponsored or city supported
events (Fun Fest, National Night Out, etc.). Employees may be supplied
with uniforms, clothing, boots and other gear necessary for the
performance of their job.

INTRODUCTION
Today there was discussion at the ARC meeting regarding the need to rename a street that is in
Woodland 4th Addition that will become an east-west collector street at sometime in the future.
The street is currently named' 152nd Lane and as the land is developed in the Rural Reserve
area, it will be one of the only east-west collector streets between Nightingale and Round Lake
Boulevards. Traffic count is expected to vary along the road section between 3,050 to 10,350
trips per day.
DISCUSSION
The reason it this needs attention at this time is that there are vacant lots in Woodland 4th
Addition that are in the process of being built on and the time to change the name is before
there are people living there and take occupancy of their homes. This street name would be an
opportunity to set a tone for new development in the area that will someday become the new
growth area of the City (Le. the Rural Reserve area). Since the roadway is an east-west
linkage, there is no need to align with the flower or bird name street naming system which is
for north-south streets in that area of the City. Some names that have been suggested include
the following:
. Old Farm Way
. Grow Parkway
. Fields Parkway
. Lester Fosgren ParkwayIDrive (11 year old from train story)
. Harvest Drive
. Foxtail Parkway (foxtail is a flowering wetland grass)
. Settlers Parkway
The Council may have many other suggestions that could be considered. Staff would like to
gather input and bring to the next regular Council meeting for consideration and adoption if
there is a name that is considered appropriate for this future east-west collector street.

ACTION REQUESTED .
Council is requested to review the topic and determine whether there is support for the name
change of 1520d Lane to one of the suggested names or some other suggested name. If this is
something that should be pursued, staff could bring it forward to the next Council meeting for
action.
