WWW.CI.ANDOVER.MN.US TO: EDA President and Board FROM: Jim Dickinson, Executive Director SUBJECT: Update on Letters of IntentJPurchase Agreements DATE: May 3, 2005 INTRODUCTION Staff continues to work on marketing of Andover Station North on a daily basis. DISCUSSION Staffhas secured the services of Jason Messner of Patchin Messner & Dodd to provide an appraisal on the two parcels adjacent to Hanson Boulevard. Expecting an appraisal within 2-3 weeks No additional work has been done on the Play Ventures proposal since the last meeting; staffwill pick up on the proposal in the next few weeks anticipating the aforementioned appraisal. Oppidan has not proceeded forward with any additional dialogue on their proposal; the parcel next to Bunker Lake Boulevard still has interest from a local developer. Luis Rudnicki is continuing to look at the parcel along Jay Street and would like to discuss his proposal at the May 17th EDA. This proposal will require interpretation of the Design Guidelines relative to a dry cleaning. Mike Casey and Bruggeman Homes are moving toward closing. Direction was given by the EDA that staff should move forward and prepare an agreement for one of the options that showed fifteen lighting fixtures. o DISCUSSION o Connexus Energy has prepared the agreement to install fifteen (250 watt HPS sodium) lighting fixtures along Jay Street at a cost of $62,386. The attached agreement explains further details. They will be painted to match the color of the fixtures on the south side of Bunker Lake Boulevard in Andover Station. ACTION REQUESTED Authorize the agreement to be executed by the Executive Director of the EDA so that the lighting fixtures can be ordered and installed later this summer. I have revised the following proposal showing that option with the adder for the custom color (grape). In addition to the initial installation, Connexus Energy will provide ongoing maintenance of the lighting system under our Energy and Maintenance rate. The installation costs shown below are a preliminary estimate prior to the final design by Connexus Energy's engineering department. Qotion 3 15- 250 Watt HPS Roadway Shoebox fixture @ 30' Custom color, "Grape" adder Total $61,766.00 $600.00 $62,366.00 The lights will be installed to utility specifications and will operate on a dusk to dawn schedule. The above installation costs are based upon our best practices. If job site conditions beyond our control prevent normal installation procedures, additional charges may be applied. The costs shown above are based on summer construction and do not include winter charges for work provided after November 1 sl. Material costs are subject to price increases from the manufacturers after 30 days. Connexus Energy will provide revised firm material costs, for prior approval by the city, upon request.
