INTRODUCTION
The City Council has identified the need for citizen involvement in the YMCA/Community
Center Advisory Commission. This includes a Business Member, 2 Community Members, 1
Member from the Parks Commission and 1 member from the Hockey Association.

DISCUSSION
At the February 24,2005 meeting the Business member was selected and one of the Community
Members. In addition to interviewing another Community Member, the City Council expressed
the need to interview candidates from the Parks Commission and the Hockey Association.
Anyone presently on the Parks Commission that was interested in participating was asked to fill
out an application form. On Tuesday, March 15, 2005, the City Council will be interviewing two
Parks Commission members for this vacancy. In addition, another Parks Commission member
has identified himself as being interested in serving on the YMCA/Community Center Advisory
Commission.
Dan Tehar, the current President of the Andover Youth Hockey Association, has also expressed
his interest in being on the YMCA/Community Center Advisory Commission.
ACTION REOUlRED
Council is requested to decide if they would like to interview the additional Park Commission
member and/or the Andover Youth Hockey Association President, Dan Tehar. If the Council
chooses to interview the additional applicants, the Council is requested to set a date and time for
these interviews.

I have donated my time and energy to the Community for the last 11 years. Some
venues that I have participated in are as follows;
. Monitoring ground water data from the WOE wells to ensure drinking water
aquifers are not impacted.
. Strongly urging MPCA to locate the WDE flare off Crosstown versus Hanson
Blvd. (one of only two residents attending USEPA Region 5/MPCA meeting with
no City officials present).
· Strongly suggesting that USEPNMPCA consider the new, New Hope, MN.,
designed flare that is non intrusive (actual flame is not visible, located at the
base of the flare with low airflow velocity induction, astatically more palatable).
· Convinced MPCA to stack test emissions from WOE flare to ensure compliance
of emission standards with nearby residents in mind.
· Worked with Community group to convince AH School District (AHSD) to
consider the City of Andover as the right choice to place a New High School.
Furthermore, worked behind the scenes with AHSO Chair, Mike Sullivan, as to
what price differential, between Andover and Ramsey, the AHSD Board would
find acceptable. The SOLUTION created co-utilization of Sunshine Park with
AHSO to bridge the gap from $2.2 Million to $750,000.00, thus allowing AHSD to
justify placement of the NEW High School in Andover!
. As original TEAM member of the concept of the Andover YMCNCommunity
Center and Chair of the CASCTF, I have donated approximately 3 plus years of

\ my time and energy. Even when many others thought that this project had no
/ chance of materializing what so ever, the TEAM continued its battle! Today, the
City of Andover has realized a portion of the facility in use and by mid-Summer
2005, Andover's residence will continue to realize the value of the facility through
generations!
. Learned of, researched, and communicated with Anoka County (Dick Lang)
about Uno Lakes receiving grants (prox. $150,000.00) for its proposed
community center, urging that Mr. Lang understand the grant vehicle, with
intentions of going to bat for an Andover CC grant.
. The Non-profit Husky Athletics Store that took profits, minus operating expenses,
and donated the proceeds to the youth athletic programs!
The REASON I am requesting to participate on the advisory commission is my
continued desire to contribute back to MY Community with NO Strings Attached! I have
DEMONSTRATED through my involvement in our community over the last 11 years
that I enjoy challenges, as my track record speaks for its self!

Mr. Kellogg is a key component to the continued success of DCI
Environmental, Inc. (DCI). He joined DCI in 1995 in a merger of a
company he founded in 1986. He is responsible for financial, technical,
operational, business development, and business affairs. He brings to
this TEAM a superior and dynamic understanding of business as it
relates to the environmental field. His asset to the environmental
industry is his ability to formulate and encourage out of the box thinking
as well as ability to think inside the box when necessary. His overall
grasp of inner relations of doing business in the environmental industry
has enabled DCI to be a forerunner in the alternative technology
remediation industry. He has over 22 years of managerial and
operations experience ranging from large scale production facilities to
finance corporations.
Mr. Kellogg provides a full range of financial and environmental
consulting services in the areas of environmental affairs; assessment,
remediation and redevelopment of contaminated sites; soils remediation
feasibility studies and selection; cost estimating and management;
treatment of contaminated waters; and, environmental management.
Mr. Kellogg served as an external member of the board of
directors of privately held financial and environmental companies. He
has also served on an advisory committee for the Department of
Defense (000) during the Base Closure Activities and the United States
Environmental Protection Agency (USEPA), on some of which he
continues to serve.
Mr. Kellogg has managed administratively and operationally approximately
65 contaminated sites across the county consisting of petroleum
hydrocarbons, chlorinated solvents, PCBs, herbicides and pesticides,
dioxins, and FMGP waste. During his oversight with ocr, DCI has
successfully completed projects for Federal Agencies (Air Force, Army,
Navy, and USEPA), large transportation companies (BN&SF, Boeing,
C&NW, Soo Line), major oil companies (Amoco, Texaco, ConnecolPhillips,
and Mobil Oil), and utility companies (MidAmerican Energy Company, AIliant

For the last nine years, he has managed 43 FMGP sites during
civil and remedial activities and has remediated 1.3 million tons of FMGP

As president, Mr. Kellogg's delegation of authority allowed key
employee's to perform at their optimum potential while at the same time
giving him the opportunity to review and oversee from a management
point of view. This style allowed him to meet with government regulators
and potential clients, as well as oversee and manage the financial
aspects of the company.
Mr. Kellogg's insight into government regulations and continued
monitoring of the ever-changing regulations made him a primary
corporate liaison between AST and the multitude of regulatory agencies.
His business and intuition led to Mr. Kellogg's seat on the Technology
Review Board for the USEPA Region V and VII (one of 4 seats on the
committee and the only private sector seat). This board was created to
review technical and implementation stages of the alternative technology
manuals that are used by both State and Federal regulators today. A
subsequent organization has formed and is known as the ITRC Council.

Mr. Kellogg's diverse background and energy enabled him to
manage not only the credit and collection operations, but to become
involved in multiple aspects of the business including business
development, dispute resolution, health and safety, and Environmental

safety record, and a spotless environmental citations record. He was an
iatrical part of the strategy and due diligence TEAM in several
acquisitions of businesses and real estate holdings.

I believe in the YMCA's mission and would live to support it by volunteering my time. My son
attends the YMCA Day Camp in the summers: we have had extremely positive experiences with
both the staff and the programming. The YMCA is a Quality organization and I would like it to
succeed in this community.
Describe your education/experience, which qualifies you to serve on this commission: I was
briefly involved in the fund raising efforts for the YMCA. Also, in my years as a human resource
professional. I had many opportunities to work on proiects with teams ofvarving backgrounds
and perspectives. In doing so, I gained valuable experience in effectively facilitating those types
of groups. I found them to be enioyable and challenging.

committee and YMCA to be a cornerstone offuture cohesive community development
