Berkowitz, City Engineer SUBJECT: 1. 2005 Overlay Project/Project 05-2 DATE: February 28,2005 o INTRODUCTION There are three developments that are proposed to have street reconstruction this year as part of the 2005 Overlay project. The three development areas are Valley View Estates, the north portion of Valley View Estates 2nd Addition and the Russell Stack Addition (refer to feasibility report included with your Council packet - please bring with you to the meeting). Staff met with residents that are proposed to be assessed for concrete curb and gutter. They raised concerns that staff would like to discuss with the Public Works Committee. DISCUSSION The Russell Stack Addition will consist of a standard mill and overlay project with no curb and gutter. The storm sewer system in this development for the most part is a ditch system adjacent to the roadway. Staff anticipates no resident objections or concerns in this area since there will be no assessments for any of the improvements. The north portion of Valley View Estates 2nd Addition has bituminous curb with no ditches. All parcels in this development would be assessed for the concrete curb and gutter. The Valley View Estates development has only 8 parcels out of 50+ that currently have bituminous curb. Only those 8 parcels are proposed to have concrete curb and gutter constructed along their property lines and be assessed for those costs. The remainder of the development would have a standard mill and overlay which would not be assessed. This area does not have ditches adjacent to the roadway. Existing drainage flows along the edge of the sodded yards to catch basins or low areas adjacent to the roadway. The current policy is that when a road is reconstructed, existing bituminous curb be replaced with concrete curb and gutter. If no curb exists, no curb will be constructed. o There were to main concerns raised at the neighborhood meeting. The first concern: Why is the City requiring concrete curb and gutter? The explanation is the curb conveys storm water runoff, which improves drainage, the concrete curb provides structural support at the edge of the roadway, and concrete has less maintenance and a longer life than bituminous curb. / "- \, --.J ,~ u ~ Public Works Committee Members February 28, 2005 Page 2 of2 The other main concern: Why is the City not requiring the remaining 50+ parcels in Valley View Estates to have concrete curb and gutter if they do not have existing ditches, especially when they believe there are more drainage problems in that area? Staffs response was the current policy states that if bituminous curb exists, then concrete curb will replace it. If there is no curb, no curb will be required at the time of reconstruction. Crosstown Boulevard Improvements/04-33/04-32 DATE: February 28,2005 INTRODUCTION Intersection improvements at Crosstown Boulevard NW & 159th Avenue NW and Crosstown Boulevard & Xeon Street NW are required by the Anoka County Highway Department as a condition of plat approval for the adjacent developments. A plan will be presented for discussion at the meeting. DISCUSSION Staff is currently working on the plans for the above-mentioned intersection improvements. Additional right-of-way and/or a trail easement may be required to complete the project. Items will be discussed in detail at the meeting. ACTION REOUIRED This is for discussion and information. State Aid Designations DATE: February 28, 2005 INTRODUCTION The Public Works Committee is requested to consider Municipal State Aid (MSA) designations for 2005. , - ''\ LJ DISCUSSION As you know, as new local City streets are added each year, by Statute, 20% of the basic mileage canbe designated. Currently the improved mileage total is 191.94, which includes County State Aid Highways, MSA Streets, County Roads and local City streets. Once the calculations have been made, .698 miles are available to designate. Listed below are a couple options to consider: A. 152nd Lane NW between Nightingale Street NW and Tower Drive NW. Miles to be designated = 0.30 miles B. Verdin Street NW between South Coon Creek Drive NW and Crosstown Boulevard NW. Miles to be designated = 0.60 miles Note: Included in your packet is a map identifying the locations of the proposed designations. ACTION REOUIRED The Public Works Committee is requested to review and recommend to the City Council the MSA route to be designated.
