The regular monthly meeting of the Grow Township Zoning and
Planning Commission was held December 29, 1970 at Crooked Lake school.
Chairman Norm Stout called the meeting to order at 8:10 P.M. with
Commission members Bradley" Christenson, Jones and Hither present.
Hither read minutes of the November 24, 1970 meeting which were approved
as read. Ho1asek arrived at 8:20 P.M..
Mr. Lee Hennen, representing New Housing Concepts, Inc.,
resubmitted preliminary plat legally described as the NWt of Section 2
T32 H24, Anoka County Minnesota. As requested by Commission, plat had
been redrawn showing how lots would be subdivided into smaller lots
when sewer and water are available in the area. In response to question-
ing, Hennen stated that, (1) cost of a central well system would be
prohibitive, (2) the area would consist primarily of custom built homes,
and (3) his firm did not have a profile of the area. Discussion was
held regarding lot sizes. Proposed plat does not comply with Ordinance
lot width setback requirements in Block 1, Block 2 lots One through
Seven, Nine through Twelve, Fourteen through Twenty and all of Block 3.
Hennen stated that lots contain the required square footage.
Christenson asked if it will be policy to use square footage as the only
criteria rather than Ordinance lot dimension requirements. Stout replied
that variance would be granted due to lay of land as stipulated in the
Ordinance. Christenson stated that lay of land in this case does
not prevent meeting Ordinance requirements, that the lots can, indeed,
be platted with a 330 foot width. Holasek felt that what Commission
does depends on what the area is to become, H-3 or H-4, in the future.
It was moved by Jones to approve subject plat as presented
with variance given on lot widths which do not meet minimum Ordinance
requirement of 330 feet. No second, motion died.
Bradley stated that Township has spent a lot of money and time
on the Ordinance and it should be followed and not deviate from the code.
Holasek asked if requirement of 330 feet includes street easement.
Bradley replied that if 2! acres is to include street, fine, if not
then a decision must be made. Christenson stated that his earlier query
to Commission, namely, "Is square footage the only requirement?" is the
most important question. Bradley left meeting to call planning
consultant Otto Schmid of Urban Planning and Design, Inc., to settle
question of street easement. According to Bradley, Schmid advised that
lot width is ordinarily taken to edge of right of way and not taken

Moved by Bradley, seconded by Rither, to postpone action until
January 5, 1971. Motion carried. Commission members agreed to conduct
a walk through of subject area.
Mr. Bruce Hay appeared before the Commission requesting act.ion
on his original request for a Special Use Permit to develop a mobile
home park in the area of Round Lake. Hay stated that Grow Township
Board of Supervisors had not taken action to grant or deny permit.
Hay stated that his proposal would provide a total of 450 mobile home
units on 115 acres and 300 apartment units on 25 acres which would
result in a ratio of 3 mobile home units to 2 apartment units. Discussion
was held regarding previous action taken on request. Stout said that
original recommendation to Board of Supervisors was to ask Hay to
include apartments as the Carlyle Company had agreed to do. Hay stated
that he had met with the Board in Chairman Appleby's garage and was
told by Appleby that he would be required to develop the apartment
complex within a time period of six months. Hay replied that this
was not possible. Hay stated that he later learned that the Carlyle
Company was given two years in which to begin development. Rither read
from personal notes taken by him at Commission meeting held August 4,
1970. "Final Action of Commission: Whereas Carlyle proposal was to
include apartment buildings, Commission felt that apartment-mobile
home park [complex] would result in greater tax advantage to township.
Therefore, recommendation to town Board would be to suggest similar
development to Hay".
Moved by Rither, seconded by Holasek, to recommend to Grow
Township Board of Supervisors to deny Special Use Permit requested by
Bruce Hay to develop a mobile home park. Motion carried.
Hay requested that Rither state reasons for so moving. Rither
replied that motion was based on original recommendation to Town Board
re: Carlyle proposal with apartment buildings to which Hay reportedly
said no. We have approved establishment of one mobile home park and
are not certain if Township can handle resultant rapid increase of
population if two mobile home parks are allowed at this time. Rither
stated that reasons for motion would be entered on recommendation form
transmitted to Town Board of Supervisors. Rither further stated that
Commission recommendation of denial does not mean that any future request
would not be considered but that consideration could only be given when
ratio of mobile home units to conventional homes is on a more equitable
basis. Bradley felt that in this case the Commission had been left out
of much of the discussion between Hay and the Town Board, and that the

It was moved by Bradley, seconded by Holasek, to invite
Louis Appleby to clarify communications and decisions that determined
Carlyle Company to get approval of mobile home park. Motion carried.
~tr. David Langseth resubmitted plat legally described as all
of SEt of SEt of Section 5 except south 330 feet, T32 R24, Anoka County
Minnesota. Lots 2, 3, and 4 in Block 5 do not meet required setback
depth. Langseth stated that lots 2, 3, and 4 of Block 5 could be
redrawn in order to increase the square footage of lots 3 and 4 but
that lot depth could not be increased due to street alignment. Commission
agreed. It was moved by Holasek, seconded by Jones, to accept preliminary
plat legally described as all of SEt of SEt of Section 5 except south 330
feet, T32 R24, Anoka County Minnesota, subject to revision of Block 5,
lots 2, 3, and 4 in order to increase square footage of lots 3 and 4
with the stipulation that no construction is to take place on any
contiguous lots with the exception of lot 7 in Block 2 and lots 1 and 6
in Block 3. Motion carried.
There being no further business to come before the Commission
it was moved by Christenson, seconded by Rither, to adjourn. Motion
carried. Meeting adjourned at 11:30 P.M..
