A meeting of the Grow Township Zoning and Planning Commission
was held December 15, 1970 at Anoka Senior high school. Chairman Norm
Stout called the meeting to order at 8:05 P.M. with Commission members
Bradley, Christenson, Jones, Lundgren, and Rither present. Town Board
Supervisors Appleby and Schneider also present.
Discussion was held regarding proposed Snowmobile Ordinance.
Herb Perry, Committee chairman representing the Crooked Lake Sno-Barons
Snowmobile Club, stated that his organization recognizes problems caused
by some snowmobile operators and would like to assist the Township in
drafting the proposed ordinance. Perry stated that his organization
is in contact with local municipal and County officials and are working
for a uniform, county-wide ordinance. The State, City of Anoka and
City of Coon Rapids codes were discussed, with emphasis on hours of
operation, operation on private and public property and public streets.
Discussion was held regarding snowmobile impact on wildlife. Bradley
presented examples of the possible adverse effects of snowmobiles on
wildlife, discussing yarding and bedding areas and the added stress
placed on wildlife during a period of natural stress. Bradley noted
that the machines can also be an asset, pointing out that in past
winters, snowmobile owners cut and hauled browse to the yarding areas
in northern Minnesota.
Perry stated that his club had scheduled a meeting with
County Attorney and Sheriff to formulate a County ordinance. According
to Perry, their goal is a "reasonable ordinance, one reasonably enforced
so that both sides are helped." Club member Trueman Hulegaard to
attend County meeting and report to Commission on January 26, 1971.
Discussion was held regarding status of new ordinance pub-
lication. Appleby stated that Winner had received Zoning Map from
Urban Planning and Design and was updating the map. Rither noted that
Winner was to have revisions completed and presented at meeting. Appleby
stated that Winner was attending an out of town meeting. Rither stated
that the committment to the Commission should have been kept.
