Chairman norm Stout called the meeting . to order at $:10 P.M. with ~~mmissioilinmembers Christenson, , Jones, Langseth, Lundgren and Rither present. At the direction of the TO\m Board of Supervisors, members Bradley and Holasek were attending an environmental planning meeting in }linneapolis. , Lee Hennen, representing New Housing Concepts, Inc., presented a preliminary plat legazl$ described as the f~1t of Section 2, T32 R24, Anoka County r:linnesota. Subject plat is located . in the R-I Zoning District. Proposed plat does not conwly with lot width setback requirements in Section 1, Section 2 [lots 1 through 7, 9 through 12, 14 through 20J, and all of Section 3. Hennen stated that the center area of Section 1 is primarily s....ramp land and to build a street through the area ) would be impractical and prohibitive. Discussion was held regarding road easements and street extensions. It was suggested that easements be sho1'm on the plat so that prospective buyers would tknw where future streets would be located and where lots would be logically subdivided. Moved by Lundgren and seconded by Jones tolrequire petitioner to resubmit plat shovling how lots Hould be subdivided into smaller lots when sewer and water are available in the area. Subject ppat is located in the R-l Zoning District. Subject plat contains thirteen lots none of which meet )' the requirements of the Zoning RegulatiomBsOrdinance. According to the petitioner, lots 1, 3, and 9 through 13 have been sold but deeds are not of record 1m the Anoka County Register of Deeds office. j , / L -2- , , i- \ I ' ). 1 ' / n response to ques~~on1ng, B esi stated that lues 9 through 12 are under a single contract for deed and that lot 8 has been conveyed and a house built. Moved by Jones and seconded by Christenson to approve the preliminary plat as submitted with the stipulation that lots 1 and 3, 5 or 6 [but not both], 8, 10 or 11 [but not both], and lot 13 be deemed buildable lots until such time as sanitary sewer is available. Motion carried. One copy of subject plat with buildable lots duly noted thereon was conveyed to Township Building Inspector Harold Langseth and one copy placed in Commission file. ~? Clifford Chapman presented preliminary plat legally described as the wi of the In1i of the swi of Section 15, T32 R24 Anoka County ~linnesota. Subject plat is located in the R-l Zoning District. Subject plat contains twenty-two lots none of which meet the requirements of the Zoning Regulations Ordinance. In addition, it was pointed out that subject plat does not fulfill Section 4.04, Lot Provisions, Section A. Discussion was held regarding lot sizes and future road placement on the W line of wi of h~1t of swt. Chapman vdthdrew subject plat for further comaideration. No action taken. Lundgren left meeting at 9:40 P.r1.. James Conroy and John Wallenbecker presented a preliminary if, plat [metes and bounds] described as lying within that part of the swt of Section 17, T32 R24, also knovm as Oak Ridge r~nor, Anotk County Minnesota. Subject plat is located in the R-l Zoning District. Discussion was held regarding lot sizes within proposed subdivision. It was brought out that several of the lots do not meet the require- ments of the Zoning Regulations Ordinance while many exceed the \ / requirements. Petitioner stated that homes have already been constructed in the area and that additional construction was underway or contemplated. -3- : ) ( ) Chairman Stout explained the requirements of the R-2 Zoning District classification and asked the petitioner if he I. , J would agree to rezoning the area from R-l to R-2. The Commission felt that due to the natural features, lot sizes and type housing proposed, H-2 zoning would be appropriate. Wallenbecker stated . \ that the R-2 Zoning District classificationnwould be acceptable. Moved by Jones and Seconded by Langseth to rezone that part of ~ Grow To,.mship described as lying \'dthin that part of the swt of Section 17, T)2 R24, also kno,.m as Oak Ridge Manor, Anoka County ~linnesota, from R-I Siggle Family Rural District to R-2 Single Family EState District. Motion Garried. Clifford Chapman requested permission to resubmit for approval preliminary plat legally described as the wi of the NWt of the swt of Sectiohn15, T32 R24, Anoka County I~nnesota. Moved by Jones and seconded by Christenson to reconsider Chapman petition. !1otion carried. Moved by Jones and seconded by Langseth to accept V preliminary plat with stipulation that Chapman build on every other lot within said plat. Motion carried. Chapman agreed to stipulation. Harold Langseth presented a preliminary plat legally described as all of the SEt of SEt of Section 5, except south 330 feet, T32 R24, Anoka County tlinnesota. Subject plat is located in the R-3 Zoning District. During the discussion it was brought out . ) by Christenson and Jones that lots in Section 1 and Section 5 of said plat do imt conform to required minimum lot depth as required by the Zoning Regulations Ordinance. Commission felt that because majority of lots in subject plat conform to R-3 Zoning District requirements, those lots in Section 1 and Section 5 should also conform. Moved by Jones and seconded by Rither to table action on subject plat for further revision by Langseth of lot depth of lots in Section 1 '- , , / , \ \. ) f \ ',....../ -4- dnd Section 5.
