A meeting of the Grow Township Zoning and Planning
Commission was held September 2$, 1971 at Crooked Lake school.
Chairman Norm Stout called the meeting to order at $:00 PM with
Commission members Holasek, Jones, Langseth and Rither present.
Stout noted that Nash and Christenson were absent. Rither stated
that both Nash and Christenson had notified him of prior commitments
and that they would be absent.
Dean Warden of Ace Solid Waste appeared before the
Commission. Warden stated that his firm wishes to erect a 40X75
foot garage on two acres to be used for the storage and repair of
rubbish hauling vehicles. Subject garage would be located within
the Southwest Quarter (t) of the Northwest Quarter (t) of Section 16
behind the Franwall Machine Company and D and E Cabinet Shop located
on County Road #9. Warden presented a plot plan of subject area
showing the location, size of building and probable access. Warden
stated that two fuel storage tanks, 3,000 gallon capacity each, would
be on the premises. One tank would contain gasoline and one would
contain diesel fuel. Discussion was held regarding the proposed
septic tank and drain field. Warden stated that the trucks will
be washed in the building and that there will be a problem in
separating the oil from the water. However, Warden stated that
installation of a trap would probably solve the problem but if it
did not work another solution would have to be found. Jones stated
that after examination of the plot plan the set back requirements
will be met satisfactorily. Commission discussed present natural
screening in the area, road easement onto the property and the
possible extension of the road in the future. Stout noted that the
lot measures 200X400 feet. Warden stated that the building will be
of steel construction, similar to the two existing buildings adjacent
to his lot. Commission noted that the proposed use is a permitted
use in the LI (Limited Industrial) District.in which district the
proposed building is to be located. Rither stated that he was
concerned about the septic tank/drain field problem and any required
screening if any of the vehicles were to be parked outside. Stout
stated that he foresaw no problems. Holasek stated that he would
not feel right about approving a project which was not located on
a public street or right of way.

Langseth asked if the road had been dedicated. Jones replied that
according to the owner, Hughes, it has not been dedicated. Stout
stated that if we issue permits for buildings not on a public street
we are setting a dangerous precedent. It was moved by Langseth and
seconded by Jones to approve the proposed erection of a storage and
maintenance building for rubbish hauling vehicles on property
.. located within the Grow Town Industrial Park by Ace Solid
Waste subject to providing the Township Building Inspector with a
Certificate of Survey for subject parcel and the public right of
way dedication. Motion carried.
Ron Smith, representing Smith and Anderson, Inc., appeared
before the Commission. Smith presented a drawing of a proposed '
subdivision legally described as the Southwest t of the Southeast t
Except the North 650 feet of the West 130 feet thereof~ Also
except that part of the East 34.6 feet lying North of the South $$5
feet thereof, all in Section 24, Township 32 Range 24, Anoka County
~linnesota. Also the East 726.0 feet (as measured at right angles to
the East line) of that part of the West t of the Northeast t of
Section 25, Township 32 Range 24, Anoka County Minnesota lying
North of the following described line: Commencing at the Southeast
corner of said Northeast t; thence North 0 degrees 00 minutes East
along the East line of said Northeast t a distance of 1035.35 feet
to the point of beginning of the line to be herein described; thence
North $2 degrees 35 minutes West to the West line of said Northeast t
and there terminate. Subject to easements of record, if any.
Subject area is located within the R-1 Zoning District, and will
contain seventeen lots. Holasek examined the drawing and noted that
all lots meet the Ordinance requirements. Holasek asked if there
was any low land in the area. Smith stated that the land is all high
ground with only one low spot, located on the road easement, which
will be filled in.. Holasek noted that it would be desirable to have
the homes located to one side of 'the lot so that the lots can be
easily subdivided at a future date. Discussion was held regarding
park land dedication. Holasek stated that although the lots are large
and that everyone will have their own private park now, we must think
to the future when the lots will be subdivided. Commission noted that
in platted areas the County requires park dedication but that in
metes and bounds descriptions the County is unable to require park
dedication; that unless we have a platting ordinance we have no
administrative support. Smith stated that lot 36 in his first
development, although not suitable for a building site because of

the contour, could be used as a park area, and that he would consent
to dedicating it as a park. It was moved by Langseth and seconded by
Holasek to recommend to the Town Board the approval of a preliminary
metes and bounds description as submitted by Ron Smith of Smith and
Anderson, Inc., legally described as the Southwest t of the Southeast t
Except the North 650 feet of the West 130 feet thereof. Also
except that part of the East 34.6 feet lying North of the South $$5
feet thereof, all in Section 24, Township 32 Range 24, Anoka County

carried.
Ralph Soley appeared before the Commission regarding a
variance application. Rither read the minutes of the July 27, 1971
Commission meeting at which the Soley variance application was
discussed. Jones stated that the question is whether or not the
lot is of record or not. LeRoy 'iVinner stated that Tract "B" on the
survey is the residue from the Soley property, what is left after
he sold the farm and the other parcels. Soley stated that tract "A"
had been sold, that a deed had been drawn up. Rither stated that
the half section map, dated January 1971, shows tracts A and B as
one parcel, #6750 and that the residue at that time was much greater
than it purportedly is now. Holasek stated that if tract "B" is a
lot of record then no variance is required in that it meets the sixty
percent dimension and space requirement. Holasek stated that we
should have the town attorney look at the situation. It was moved by
Jones and seconded by Holasek to table action on the Soley variance
until the Township attorney has had an opportunity to examine said
property deed and determine if subject Tract "B" was a lot of record
on January 1, 1971. Motion carried.

Al Fischer of the Soil Conservation Service appeared before
the Commission and explained the development, use and meaning of
topographic maps and how they can be a useful tool in making land
use decisions noting that the maps could have been used during the
discussion held on the Smith and Anderson plat. Fischer stated that
the series of maps would be made up of the nine field sheets, each
representing four square, miles. Each sheet would have an acetate
overlay which would be color coded, setting off the various categories
of topography. The field sheets would be made into a mosaic, and
then photographed making a large map of the entire township. Cost
of the maps would be $200 consisting of the field sheets, acetate
overlays, and three mosaic maps of the entire township. Fischer
stated that a book of smaller soil survey maps would cost $25 and
is available from the county. Fischer noted that a member of the
Commission could color code the acetate overlay. Holasek examined
the soil survey maps and stated that what Ron Smith said about
Rolling Oaks was reflected on the maps. It was moved by Rither and
seconded by Jones that the Commission recommend the Town Board of
Supervisors purchase the Anoka County Interim Soil Survey book and
full sized mosaic air photo soils map of Grow Township at 660'
scale. Motion carried.
Ray Klenk appeared before the Commission and presented
a preliminary plat known as Valley View Estates located in the
Northeast t, SectionX$. Subject plat is located within the R-2
Zoning District. Subject plat contains 143 acres resulting in
91 residential lots. Klenk stated that 7.15 acres is to be
dedicated for a public park. Holasek discussed Outlot "B" and
suggested that it be included as park area. Klenk stated that
said outlot has no access and were therefore unable to plat it as
a lot.. Holasek stated that we always seem to end up with the
swamp land as dedicated park area. Stout stated that it would
be better to require a cash payment instead of land, then the
township can buy a large parcel of land and develop a better park.
Rither stated that he agreed, noting that in a large park the active
and passive uses can be separated. Holasek asked if any lots were
on low land, land which should not be built. Klenk stated that the
lowland is located on Outlot "A", which he is reserving for himself.
Langseth stated that it should be a recorded plat. It was suggested
that Outlot "B" be reserved for possible future park use, that the
Township,be given the opportunity to purchase the land, on option,

and that we approve the plat with that stipulation. Rither stated
that the Commission does not have the authority to spend the Township's
money, that only the Town Board can enter into such an agreement.
It was moved by Rither and seconded by Jones to recommend to the
Town Board the approval of the preliminary plat known as Valley View
Estates as submitted by Ray Klenk with the provision that it be a
recorded plat. Motion carried.
Norm Hoium appeared before the Commission and presented a
survey described as part of Northwest t of Northwest t of Section 7
Township 32 Range 24 Anoka County Minnesota. Hoium stated that subject
area has been subdivided by metes and bounds description. Subject
area is in the R-2 Zoning District. Hoium stated that he was asking
for approval to build the roads as located on the metes and bounds
drawing and presented profile data of the roads. Holasek stated that
the Commission does not have the expertise to make judgements on
profiles as presented and recommended that the Town Board have the
township engineers examine the profiles. Stout stated that he would
refer the matter to the Town Board. Hoium stated that he would
contact Tri-State Engineering.
Myron Roseland appeared before the Commission regarding the
erection of a steel building on his property located on County road #58.
Stout stated that a special use permit would be needed before the
building could be erected. Rither asked if an application for a
permit had been made. Stout stated that Roseland had not yet applied.
Rither suggested that Stout confer with Roseland, explain the
procedure to be followed; obtain the application forms, pay the fee,
and then the application will be processed according to the Ordinance.
It was moved by Rither and seconded by Holasek to adjourn.
Motion carried. Meeting was adjourned at 10:15 PM.

TOPOGRAPHIC MAPS
The Zoning and Planning Commission is faced with making
decisions regarding rezonings, plat and property divisions, var-
iances, et aI, and it is not always possible to make on site
inspections of the various land areas affected by the decisions.
Consequently, there is a potential danger, because of the long
range effect, in making land use decisions based on what can be
considered tenuous information or pure guesswork. Topographic
maps derived from expert field survey and reconnaissance would
allow the Commission to determine with accuracy the areas of
development and non-development based on soil conditions, slope
and water table as reflected on the maps. In addition, the Town-
ship of Grow South Area Comprehensive Study, prepared by Urban
Planning and Design Inc., recommended that the Township use
additional specific soils data when making specific land use
determinations. Therefore, the Commission recommends that the
Town Board of Supervisors purchase the Anoka County Interim
Soil Survey Book and the full size mosaic air photo soils map
of Grow Township at 660' scale.
