A meeting of the Grow Tovmship Zoning and Planning
Co~~ission was held June 22, 1971 at Crooked Lake school.
Chairman Norm Stout called the meeting to order at 8:05 PM
with Co~~ission members Christenson, Langseth, Nash, and
Rither present. Stout informed the Co~~ission that he had
received a call from an appraiser, Mr. Bill Warner, Box 49,
1:1ayzata, r,linnesota regarding zoning in the area of the Town
Dump. The appraiser was representing an unidentified developer.
Stout stated that a copy of the Zoning Regulations Ordinance was
rniled to Harner. The area is ovmed by 1,;'aste Disposal Engineer-
ing Inc. and that according to ','Iarner the plans were not definite.
Rither said that it was his understanding, based on a similar
question raised at a Town Board meeting, that the only develop-
ment allowed on filled land is a park, golf course, or tree
plantation or some similar use.
Stout reported contacting the County Assessor re-
garding land which is not buildable. Assessor said that such
land is not taxable as buildable land if it can be shown that
lot is not buildable. Christenson asked why 'de were concerned
about samll lots which tax only amounts to a few dollars a
year when we have far more important problems to consider.
Christenson stated that we should get the mess in Section 17
cleaned up first. Rither noted that in one example comprising
some twenty two acres, most of which is not buildable, the tax
was reduced approximately twenty dollars.
Stout announced that on the June 29 meeting Mr Hutchin-
son, the County Sanitarian will be present to discuss policies
regarding flood plain, lake shore and private sewer systems.
Discussion was held regarding the proposed platting
ordinance. Stout said we must decide on a date to meet with the
Attorney, Town Board and the planner. Commission instructed
Chairman Stout to arrange a meeting date and notify all parties
involved.
// Langseth renorted that Chuck Larson had called and
asked for a buildin? permit to build on 2t acres. Stout stated
that if it is for 22 acres there is no reason not to issue a
permit. Langseth stated that he instructed Larson to put the
driveway ona street other than Countv Road #9.
~ Rithersuggested that the Co~~ission consider the
adoption of an ordinance which would require that no more than
twenty per cent of the homes in a development be of the same
exterior design. Langseth agreed saying that it would result in
a variety of home design so that they would not all be the same.
Meeting ended at 9:30 PM.

SUBJECT: VARIANCE APPLICATION OF NOON REALTY
Gentlemen:
In accordance with Ordinance No.8, Zoning Regulations,
paragraph 5.04, Variances and Appeals, subparagraph 2, the Zoning
and Planning Commission herewith submits for your consideration a
report of findings regarding the aforementioned variance application.
1. ~tr. Glenn Barrett, representing the applicant, appeared before
the Co~~ission on June 15, 1971.
2. Corrmission notes that subject lot is located in the R-l
Zoning District. It is to be noted, however, that subject lot
"T" as described vlithin the application, is one of six lots
lying immediately south of an R-3 Zoning District.
3. Co~~ission recommends to the Town Board that the variance
application of Noon Realty for lot "T", the west 200 feet, of
the east 400 feet, of south 233 feet of the north 932 feet of
the WJt of the WJt, Section 16, Town 32 Range 24, Anoka County
Minnesota, Subject to an easement for roadway purposes over the
northerly 33 feet thereof, for a single family dwelling be
approved.
