Au.,J,wt~""1 -. # A meeting of the Grow Township Zoning and Planning Commission was held June 1, 1971 at Crooked Lake school. Chairman Norm Stout called the meeting to order at $:00 PM with Com~ission members Christenson, Jones, Holasek, Langseth and Rither present. Stout presented variance application of Noon Realty for lot "T" Wallace Hughes property as described on the application. Chairman stated that Glen Barrett was to have been at the meeting was not there. Rither strtted that in the absence of the petitioner or his representative, the Ordinance does not allow the Commission to take action on the application. Langseth stated that he had told Barrett to be at the meeting. James Moen, 17$13 Quay St. mv, appeared before the Con~ission regarding his application for a Special Use Permit to build a double bungalow in the R-4 Zoning District. Moen wanted assurance that the letters of notification would be sent out. Stout replied that the Attorney stated that the letters would be sent out in plenty of time. /' J.L. Kurth, surveyor, appeared before the Commission regarding a metes and bounds drawing of the Chuck Larson property leE;ally described as the N~ of SVlt of Section 9, T32 R24 Anoka County Minnesota. Stout stated that he had told Larson over the telephone that the lots must have a 330 foot frontage and that Larson misunderstood apparently, and thought that the lots had to be 330 feet square. Discussion was held regarding how the area of the lots are to be determined. Kurth stated that the lots re~resent the gross area and that Voss said the lots should be 22 acres net. Jones stated that the lots as drawn are under code, and that he did not care for the grid pattern that results. Christenson noted that with the number of trees as shown on the drawing the grid probably won't make much difference. Jones asked if the ComT.ission wanted to change the original recommendation. Stout replied, no, we do not. Jones noted that Fleissner had asked for approval of the layout of lots as shown on the drawing. Stout stated that the Com~ission had recom~ended contoured development; the street would traverse a swampy area, notably parts of lots "H", "I", "J", "K", "V", "T", "CC", and "DD". Kurth stated that not a great amount of thought was put into the design of the plat. Subject area is located in the R-I Zoning District. Jones asked Kurth if he had an idea of what the Com~ission was asking for. Kurth renlied that he could not dictate to his client. Kurth stated th~t Larson had gone to Voss (Urban Planning and Design, Inc.) and Voss stated that the drawing as presented was an acceptable way to do it. Langseth asked what happens if we approve this plat and then the platting ordinance is adopted. Holasek replied that if the platting ordinance is adopted then metes and bounds will no longer be accepted. Holasek read paragraph 4.09 of Zoning Regulations Ordinance. Holasek noted that it must be approved but apparently no Special Use Permit is required; as of now it does not have to be approved. Holasek noted that the Larson subdivision be planned more attractively. Langseth state~ that streets must be in and approved before permits are issued. Holasek stated that we should clarify position on road easement so that everyone knows what the policy is. Rither read from minutes of December 29, 1970 meeting at which time the matter of the road easement in the R-I District was clarified. Kurth asked if he should hold the plat in abeyance until the Com~ission is able to contact Voss. Jones stated that it would not do any good; we can only recom~end; we feel that the land should be put to better use. . ~ ~ -2- Ju""~ 1, 1971 Stout asked Kurth to contact Larson and see if he won't go along with a planned thing - we can recommend [this platJ but would rather see different treatment. Kurth suggested that Vie adopt an interim ordinance for platting. Kurth stated that based on what he had been told by the Com~ission, he could tell them to eo ahead and put the road in and take their chances. Rither suggested that Stout contact Voss and settle the questions which have arisen as a result of the disucssion. Rither recalled discussion with Langseth regarding an ordinance requiring at least a one car garage and suggested that the Com~ission explore the question of enacting such an ordinance. No action taken. Research on lots affected by the proposed Amendment to the Zoning Regulations Ordinance '.ias completed by the Corru~ission. Initially, over one-half of the lots affected are concentrated in two areas; namely, twenty lots in Cedar Crest Estates and twenty-eight lots on the east side bf Valley Drive, north of 165th Avenue ~~1. The remaining twenty-nine lots are scattered throughout the Township. Report to be submitted to the Town Board. r.:eeting ended at 11:45 PH. ~
